“The Group's development strategy needs to highlight three major issues: Linking with important milestones of the country, industry and each period; Ensuring sustainable energy security; Leading and promoting the country's Industrialization - Modernization”. This is the orientation of Chairman of the Board of Directors of Petrovietnam Le Manh Hung at the Workshop "Mission, vision and strategic goals of Petrovietnam's development to 2030, vision to 2050" of Petrovietnam - the National Energy Industry Group held on January 2, 2025 in Hanoi.

Attending the workshop were former leaders of the Group through the periods, members of the Party Committee Standing Committee, Board of Members, Board of Directors; leaders of specialized departments/Group Office; leaders of member units of the Group.
This is the first workshop in a series of events to discuss and gather opinions from former leaders of the Group, key leaders of the Group and member units on the vision, mission and strategic goals of Petrovietnam in the new period in the spirit of Conclusion 76-KL/TW of the Politburo on a number of new orientations for the Oil and Gas industry and Petrovietnam.
Vision in the new era
Opening the workshop, Chairman of the Board of Directors of Petrovietnam Le Manh Hung said that after the Politburo issued Conclusion 76/KL/TW based on the assessment of the implementation of Resolution 41-NQ/TW of the Politburo on the development strategy of the Vietnamese oil and gas industry and Petrovietnam, the Government issued Resolution 38/NQ-CP implementing the Conclusion of the Politburo. This is one of the timely decisions demonstrating the Party and State's concern for the development of the Vietnamese oil and gas industry in general and Petrovietnam in particular.

Immediately after Conclusion 76 and Resolution 38 were issued, Petrovietnam established a Steering Committee to implement and determine the goals of building a development strategy for the Group and the Oil and Gas industry in accordance with the conclusions of the Politburo and the Group's practical operations after many years of implementing Resolution 41. The Vietnam Petroleum Institute (VPI) coordinated with international consulting units, former leaders of the Group and experts and scientists from the Vietnam Petroleum Association to review and develop the Draft Petrovietnam Development Strategy to 2030, with a vision to 2050.
The workshop aims to report the results of the Draft Strategy Development Project and seek opinions from former leaders, leaders of the Group, Vietnam Petroleum Association and member units on major contents such as: Methodology; vision, mission; goals, strategic choices and solutions of the Group based on assessment, analysis, and reference to international corporations in the world's energy transition trend, determining the core values of the Group to shift and upgrade in the coming time, the Chairman of the Board of Directors of Petrovietnam oriented.
On that basis, the Group will receive, complete and report to the Ministry of Industry and Trade and the Government on Petrovietnam's development mission to 2030, with a vision to 2050, and assign VPI to coordinate with international consulting units to complete the solution set.
Removing bottlenecks to fulfill new missions
Regarding the content of the Draft Development Strategy of the Group, Dr. Phan Minh Quoc Binh, Deputy Director in charge of VPI, said that from the expectations of the Government and the State in the Conclusions, Decisions, Resolutions, referring to the vision and mission statements of similar international corporations and combining the roles of the Group, the Drafting Team has researched and built the Strategy according to the popular method in the world with the vision, goals, and targets from the Group, combined with solutions from the unit. At the same time, the Drafting Team also regularly collects feedback, evaluates and updates the draft Development Strategy of Petrovietnam.

The draft proposes Petrovietnam's vision to lead the energy transition, create a green and sustainable energy future, contribute to ensuring national energy security and promoting the country's green growth ; with the mission of providing advanced, sustainable, innovative energy solutions, developing diverse energy sources, for a prosperous and sustainable Vietnam.
To succeed in the context of global energy transition, Petrovietnam has both affirmed its pivotal role in national energy security and pioneered the energy transition process by building a sustainable strategy, investing in technology, innovation, etc.
Professor, Dr. Ho Si Thoang suggested that Petrovietnam think further in building strategies to demonstrate the Group's vision and mission.
Agreeing with the vision and mission set forth in the Draft, Prof. Dr. Ho Si Thoang, former Chairman of the Board of Directors and General Director of the Vietnam Oil and Gas Group (now Petrovietnam) said that it is necessary to analyze more deeply the bottlenecks that need to be removed to successfully implement the Group's development strategy in the new period. Prof. Dr. Ho Si Thoang suggested that Petrovietnam needs to dig deeper and think further in building the strategy, thereby proposing a set of solutions to take off more quickly to demonstrate the Group's vision and mission.
Dr. Nguyen Quoc Thap shares his opinion at the Workshop
Dr. Nguyen Quoc Thap, Chairman of the Vietnam Petroleum Association, acknowledged that the oil and gas industry has made efforts to remove institutional barriers, but there are still many bottlenecks related to the synchronization of laws. In the context that the country has Resolution 55-NQ/TW on the national energy development strategy and Resolution 41 on the development of the oil and gas industry, Dr. Nguyen Quoc Thap recommended that the Group propose to the National Assembly to issue a specialized Resolution to implement the Group's policies.

Petrovietnam Board Member Tran Hong Nam agreed with the Draft Strategy on the Group's mission of ensuring national energy security and suggested a set of solutions to increase investment to improve efficiency, quality, M&A, cost reduction, and innovation.

Petrovietnam Deputy General Director Le Xuan Huyen said that it is necessary to review the goals, strategies and solutions for each field, and add "green" goals to the Group's strategy.
The Group's mission needs to reflect the national character and scope of Petrovietnam.
Acknowledging the comments at the Workshop, Petrovietnam General Director Le Ngoc Son requested that the Drafting Team fully absorb the opinions and promptly complete the Group's Development Strategy according to the time schedule prescribed by the Government, with the completion deadline for the industry strategy before January 24, 2025, and the Group's development strategy in the first quarter of 2025. Member units will absorb, review and develop specific plans to find optimal solutions and options for implementation, and promote all resources.

Concluding the Workshop, Chairman of the Board of Directors of Petrovietnam Le Manh Hung acknowledged and highly appreciated the efforts of the Drafting Team, with VPI as the core, and expressed his thanks to the delegates, especially the opinions of the former leaders of the Group with great enthusiasm and deep sharing based on their experiences working with the industry.
In the coming time, Chairman of the Board of Directors of Petrovietnam Le Manh Hung suggested that the Drafting Team focus on a methodology that clearly analyzes the context of major domestic and foreign trends in the face of changes in the goals and expectations of the Party and State when preparing to enter the "era of national development". At the same time, Chairman of the Board of Directors of Petrovietnam requested the Drafting Team to review and update the vision and mission in a concise, comprehensive, and appropriate manner, clarifying the roles, responsibilities, and tasks of each member unit in the Petrovietnam ecosystem. In particular, Mr. Le Manh Hung noted that the Group's mission needs to demonstrate the national character and the importance and position of Petrovietnam.

The Chairman of the Board of Directors of Petrovietnam emphasized that the Group's development strategy needs to be linked to important milestones of the country, the Oil and Gas industry and each period; ensuring sustainable energy security; leading and promoting the country's Industrialization and Modernization. The set goals need to be comprehensive but ensure specific goals for each period in each field, clarifying the content of the energy industry, creating breakthroughs.
Regarding the planning of a set of solutions to implement the vision, mission, and strategic goals of Petrovietnam, the head of Petrovietnam requested the Drafting Team to note: The first solution is to perfect the institution, synchronize with the state institution; second, renew the management work, decentralize, modernize, and excel; third, talent management, the Oil and Gas industry needs to be a pioneer in attracting talent; fourth, build core technology to serve the strategic goals of the Oil and Gas industry, apply technology and innovate to develop the industry.
