After the Politburo issued Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, on the morning of January 13, the Politburo and the Central Party Secretariat held a national conference in the form of direct and online connections with connecting points from the provincial to the communal level in localities. In his speech directing the conference, General Secretary To Lam said that it is necessary to find ways to bring this important Resolution into life soon, considering it as "Contract 10" in the field of science and technology.
The General Secretary mentioned a Resolution that changed the lives of Vietnamese farmers, giving wings to our country's economy to escape from the realm of self-sufficiency and self-sufficiency, and enter a socialist-oriented market economy. Resolution 10 of the Politburo (Session VI), April 1988, on "Innovation in agricultural economic management", later known as "Contract 10" by the people, was truly a lifesaver, contributing to liberating productive forces; linking the arrangement and reorganization of production with socialist transformation, strengthening the material and technical base and applying advanced techniques to agricultural production. Promoting all potentials of economic sectors, regions and industries; transforming our country's agriculture, which is still heavily self-sufficient in many regions, into specialized commodity production combined with comprehensive business in accordance with the natural, economic and social characteristics of each region, gradually bringing agriculture to large-scale production. From here, the basic needs for food and foodstuffs have been solved, raw materials for industry and goods for consumption and export have been increased, and three major economic programs have been well served.
Resolution 10 affirmed the idea of “liberating productive forces” in the relationships of interests and emphasized: “The most important thing is to ensure the interests of workers”. This viewpoint of the Party was stated in Resolution 6 of the Central Committee, Session IV, in 1979 and Directive 100, which was the first step in the theoretical thinking of our Party on agriculture and rural areas, but at that time it was not really specific. Until “Contract 10”, our country’s rural areas and agriculture had a new vitality.
“Contract 10” has become a historical milestone in the journey of national construction. Now, entering a new era, it is meaningful for us to receive a Resolution, a policy, and a major orientation of the Party in a period of rapid scientific and technological development, changing the world every day. The Party’s core viewpoint is determined: Viewing data as a new resource, as “ air and light ” of the new era, as new means of production; digital transformation is a tool to innovate production methods, business, and productive forces. Innovation is the “magic wand” to achieve sustainable prosperity, with scientists holding the central position.
The people of the whole country are very happy, expressing their trust and support, because this is a Resolution that opens the way in the period of innovation and digital transformation. This Resolution inherits previous Resolutions of the Central Committee but especially emphasizes the implementation stage, considering this as a "Resolution to liberate scientific thinking" , "Resolution to implement Resolutions", "Resolution of action" .
Immediately after the Politburo issued Resolution 57 on January 9, 2025, the Government issued Resolution No. 03/NQ-CP outlining the Government's Action Program. This is a comprehensive, overall Action Program, designed with a long-term vision, clear goals and highly feasible solutions, aiming to concretize the Party's major orientations and policies into practical, realistic actions.
To concretize the Government's Action Program, Petrovietnam aims to: "Innovation from the core - Developing outstanding models - Integrating into global chains - Enhancing energy knowledge - Breakthrough in growth - Creating a sustainable green shift".
The Central Committee has established a Steering Committee to implement Resolution 57, headed by the General Secretary. In the coming time, the Steering Committee requires the State to focus on doing well four tasks: One, perfecting institutions and legal systems to make breakthroughs and develop; Two, building an infrastructure system to serve breakthroughs; Three, creating a rich and intelligent human resource with sufficient capacity for breakthroughs; Four, ensuring security, safety of information data, secrets, know-how, ensuring intellectual property rights, protecting national sovereignty, and developing independently.
To carry out the above tasks, it is necessary to resolutely perfect the institutions, eliminate all thoughts, concepts, and barriers, and turn the institutions into competitive advantages in developing science, technology, innovation, and digital transformation. With confidence in the great achievements over four decades of innovation, in the trend of strong international integration, we hope to promptly seize great opportunities, overcome all challenges to turn the Resolution into reality in the near future.
