Promoting Petrovietnam's mettle in implementing the 2025 Plan

The Board of Members (BOD) of Petrovietnam has just issued Resolution 01/NQ-DKVN on key tasks and solutions to implement the 2025 Plan, aiming to determine major guiding viewpoints and specific goals and solutions for implementing the plan.

The year 2025 marks a particularly important milestone for Petrovietnam, not only being the final year of implementing the Resolution of the 3rd Congress of the Party Committee of the Vietnam National Oil and Gas Group for the 2020-2025 term, but also the occasion of the 50th anniversary of the Group's establishment (September 3, 1975 - September 3, 2025). With great determination, the entire Petrovietnam aims to successfully complete strategic goals, exceed the targets of the Congress Resolution and create a strong shift in growth.

In order to focus on implementing and completing the above goals, from the beginning of 2025, the Party Executive Committee of the Group issued Resolution 950-NQ/DU on leadership in implementing tasks in 2025.

The working theme for 2025 was determined by the Group's Party Committee as "Innovation from the core; developing outstanding models; integrating into the global chain; enhancing energy knowledge; making a breakthrough in growth; creating a sustainable green shift".

Accordingly, Petrovietnam continues to effectively implement political and production and business tasks, focusing on "innovation from the core" in the strategy of business operations and management. Some strategic targets set by Petrovietnam include: striving to exceed the 12 targets of the Resolution of the Party Congress of the Group and the Resolution adjusting and supplementing the Resolution of the 3rd Party Congress of the Group, term 2020-2025; tasks, solutions of the Resolution and other targets in Plan 659-KH/DU dated October 7, 2024 of the Standing Committee of the Party Committee of the Group on organizing an emulation campaign to strive to complete and exceed the targets of the Resolution of the Party Congresses at all levels for the term 2020-2025. At the same time, successfully organize the Party Congresses at all levels and the 4th Congress of the Group's Party Committee for the 2025-2030 term, ensuring compliance with the plan and requirements set out; strive to achieve the highest results in the 2025 management plan targets of the Group and each unit. In particular, strive to achieve the 2025 target of "double-digit" growth.

This is the guiding principle for the Group to build a foundation for sustainable growth, meeting the requirements of national economic development and the goal of global energy transition.


Petrovietnam defines the motto: "Innovation from the core, Development of outstanding models, Integration with global chains, Enhancing energy knowledge, Breakthrough in growth, creating a sustainable Green Shift".

6 core guiding principles

Along with Resolution 950-NQ/DU of the Party Committee of the Group, Resolution 01 of the Board of Directors of Petrovietnam determines the key viewpoint of direction and operation as being consistent in goals, continuing and further promoting the spirit and mettle of Petrovietnam, on the basis of inheriting the achievements and results that have been achieved, with the proud scale and stature up to the present time, all leaders, officers, employees and workers of Petrovietnam maintain solidarity, uphold the spirit of determination, proactively overcome difficulties, overcome challenges, surpass themselves, flexibly adapt, act decisively, scientifically, effectively, actively innovate to strive to successfully achieve the goals, complete all assigned tasks in 2025 and the following years with the motto: "Innovation from the core, Developing outstanding models, Integrating into the global chain, Enhancing energy knowledge, Breakthrough in growth, creating a sustainable Green Shift" on the principle of 6 important principles. Key points include:

Firstly, determining the institutional foundation, policies, and macro strategies with breakthrough orientations on space and development space for the country's energy sector in Conclusion No. 76-KL/TW of the Politburo on the implementation of Resolution No. 41-NQ/TW of the Politburo, orientations for the Vietnam Oil and Gas Industry Development Strategy to 2025, vision to 2035, some orientations for the new period and Resolution No. 38/NQ-CP of the Prime Minister on the Implementation Plan of Conclusion No. 76 is the guideline for Petrovietnam's operations from 2025 and the following years; ensuring the goal of maintaining stable and effective operations; constantly growing; at the same time building and perfecting the Petrovietnam model to meet the development trends in the new period, in line with the orientations of the Party and State for the energy sector in general and Petrovietnam in particular.

Second, seriously grasp, continue to promote, and resolutely implement synchronously, effectively, substantially, and successfully the Resolution of the 3rd Congress of the Party Committee of the Vietnam National Oil and Gas Group, term 2020 - 2025; closely follow the spirit of orientation and organization of the implementation of Resolution No. 826-NQ/DU on leading the implementation of Conclusion No. 76-KL/TW, specify the viewpoints, policies, orientations, tasks, and solutions of the Politburo and the Government to develop plans, methods, and organize implementation in accordance with the scale, functions, tasks, and practical situation of the Group and its units; Resolution No. 667-NQ/DU on strengthening the direction and implementation of the Project on restructuring the Vietnam Oil and Gas Group.

Concentrating resources, being proactive and active in preparing for Party Congresses at all levels towards the 4th Congress of the Party Committee of the Vietnam National Oil and Gas Group (personnel, documents, conferences...) to serve the National Party Congress are the key tasks of the Group in 2025. Focusing on summarizing the 5-year plan for the period 2021 - 2025 and building the 5-year plan for the period 2026 - 2030.

Third, promote the achievements, strengths, foundations and oil and gas culture of the aspiration to rise in the entire Petrovietnam system. Focus on optimizing the effectiveness of management methods: Management of fluctuations; risk management; management of the ecosystem value chain inside and outside Petrovietnam; management based on digital platforms; thoroughly grasp the motto of "renewing old motivations, adding new motivations", implementing a roadmap to transform the business model in line with the trend of conversion and development of modern global energy; mobilize and effectively use all resources.


Promoting achievements, strengths, foundations and oil and gas culture of aspirations to reach high in the entire Petrovietnam system

Fourth, focus on proactive, flexible, timely, effective direction and management, closely coordinating, synchronously and smoothly between macro policies and perfecting the system of internal normative documents. Closely following the practical situation, promptly having flexible and appropriate solutions, especially for urgent issues arising in the short term, minimizing the impact of objective natural factors, overcoming internal difficulties; effectively implementing fundamental tasks and solutions in the medium and long term. Promoting decentralization and delegation of authority. Strengthening supervision, inspection, audit and risk control. Focusing on inspection, supervision and urging the serious and thorough implementation of the conclusions/recommendations of inspections and audits of competent authorities as well as of Petrovietnam.

Fifth, promote investment activities, in parallel, strengthen the investment portfolio management system; focus on handling investment procedures/investment decentralization; proactively and promptly handle to ensure progress and efficiency of key projects in the energy and oil and gas sectors; urgently and professionally implement and reallocate resources, ensuring effective investment activities; thoroughly remove and handle existing problems and obstacles in difficult projects and works. Research new projects to create new products, enhance the oil and gas value chain to create momentum for sustainable growth. Promote the application and development of science and technology in the medium and long term, to identify alternative products and support products for traditional products. Focus on innovation and digital transformation; environmental health and safety; improve labor productivity.

Sixth, streamline the apparatus, create development motivation, improve operational efficiency. Focus on discovering, training, fostering, and utilizing talents, creating a breakthrough in high-quality human resources associated with the human resource development strategy and enhancing Petrovietnam's culture.

Step by step transition to the National Energy Industry Group model

In 2025, Resolution 01 of the Board of Directors of Petrovietnam sets the target for the first quarter of 2025 to complete the Industry Development Strategy and the Vietnam Oil and Gas Group Development Strategy in accordance with the policies and orientations of the Politburo and the Government; at the same time, update, complete the construction and planning of the 5-year Plan for the period 2026 - 2030, ensuring overall effectiveness for the stable and sustainable development of the Group in the future.

The Group focuses resources, appropriate and feasible solutions, determined to achieve higher growth targets than previous years, ensuring that Petrovietnam continues to fulfill its political tasks as well as maintain its role and position as one of the country's economic pillar groups, striving for higher targets in 2025 than in 2024.

Specifically: Total revenue of the whole Group increases by 10%; payment to the State Budget increases by 10%; investment value increases by at least 15%; further optimizes the implementation of thrift and waste prevention, reducing 10 - 20% of business management costs.

Along with that, the Board of Directors of the Group aims to complete and over-fulfill all tasks and targets of the 5-year Plan 2021 - 2025 assigned by the Government; Plan and gradually implement the roadmap to transition to the model of the National Energy Industry Group, increase the value and scale of the enterprise, ensure competitiveness and sustainable development, meet the requirements of the energy transition process and promote green growth, industrialization and modernization of the country.

Realize a professional, modern business administration model, synchronize the system, management model, and overall administration for the Group and its units, ensuring effectiveness, optimizing performance, efficiency, and suitability with the transformation and development trends of the country, the region, and the world.

Review resources, promote comprehensive restructuring of the apparatus

To achieve the set goals, Resolution 01 identifies key solutions. In particular, the Group focuses on reviewing the current status of human resources, evaluating labor productivity and asset utilization efficiency, establishing and developing feasible plans and solutions, promoting overall resource efficiency, managing labor productivity and capital utilization efficiency, ensuring the target of labor productivity growth of 10-15%.

Continue to focus on, promote review and comprehensively reorganize the system of apparatus according to the criteria of streamlining, professionalism and synchronization throughout the Group to have a model, structure and scale suitable to the requirements, strategic goals of the new period and the practical operations of the Group, ensuring the principle of integrating the entire system of units of the Group.


Ensuring the target of 10-15% growth in labor productivity is one of the key solutions identified by the Group's Board of Directors in Resolution 01.

Review and optimize the capacity and effectiveness of the Governance, Internal Control, Risk Management, Compliance Control, Inspection and Supervision systems... to ensure safety and efficiency in the context of increasing decentralization and thorough authorization according to the legal framework.

Promote the application of digital transformation technology, information technology, modern technology, new techniques, supporting the improvement of production and business efficiency and labor productivity throughout the Group.

Focus on optimizing human resource management at the parent company - the Group. Develop a set of criteria for evaluating, selecting, recruiting, training and nurturing talents and attracting personnel and talents from units inside and outside Petrovietnam according to each specialized field and meeting the strategic development orientation.

The spirit is determined that right from the first days of the year, it is necessary to thoroughly grasp the tasks, goals and methods of operation in the entire political system - mass organizations of the Group to concentrate resources with unity, proactiveness, synchronous and methodical coordination, determined to successfully implement the assigned goals, tasks and targets of the year. In particular, from January 2025, submit to the Board of Directors of the Group to issue Decision No. 529/QD-DKVN on the Group's 2025 Management Plan. The Group's leaders and units proactively develop and issue Programs, Action Plans, specific documents to organize and implement the Resolution; make the highest efforts to successfully implement the goals and tasks of 2025.
