At the scientific workshop with the theme: "Land transfer mechanism and breakthrough legal policy for Ho Chi Minh City" on April 7, Chairman of Ho Chi Minh City People's Committee Phan Van Mai said that the city's leaders frankly acknowledged that besides the bright spots, the work of urban management, land management, and land use in Ho Chi Minh City in the past time still had shortcomings and limitations.
Chairman of Ho Chi Minh City People's Committee Phan Van Mai spoke at a scientific workshop with the theme: "Land transfer mechanism and breakthrough legal policies for Ho Chi Minh City" on April 7.
According to Mr. Phan Van Mai, it is necessary to look deeper into the issue of land management and use to propose mechanisms, policies, and legal frameworks to contribute to amending the land law and include them in the resolution replacing Resolution 54 to create a breakthrough mechanism to exploit land resources.
"This morning, the Ministry of Justice chaired the appraisal of this draft to report to the National Assembly Standing Committee next week for consideration to add to the 2023 law-making program as well as review the quality of the draft to allow the passage of this draft resolution at the 5th session of the National Assembly" - Mr. Phan Van Mai informed.
From there, the Chairman of the Ho Chi Minh City People's Committee hopes to listen to frank comments and suggestions on amending the Land Law. According to him, the delegates' suggestions and recommendations on solutions, policies or pilot models to improve the efficiency of land management and exploitation in the city, creating increasingly high non-budget investment resources. This will also contribute to the process of building Ho Chi Minh City into a smart city with good quality of life, civilized, modern and humane.
The workshop was organized by Ho Chi Minh City National University and Ho Chi Minh City People's Committee. The presentations focused on issues such as land transfer in the laws of some countries and suggestions for perfecting the draft revised Land Law; the mechanism of land transfer through civil transactions - some recommendations for perfecting the draft revised Land Law; discussing the issue of land finance in the 2013 Land Law and recommendations for amendment; breakthrough land policy for Ho Chi Minh City: suggestions from the draft revised Land Law.
