In June 2022, the Cooperation Framework Agreement was signed by the three parties, the People's Committee of Binh Dinh Province and the Rhin Meuse Basin Commission, the Rhin Meuse Basin Water Management Authority, with the aim of promoting technical exchanges and cooperation between the three parties in the field of integrated water resources management, promoting technical exchanges and cooperation in the field of integrated water resources management, institutional cooperation, and making joint efforts to establish and implement programs, projects and joint actions in Binh Dinh Province. On that basis, the parties have also implemented a number of specific actions to concretize the contents of the signed Cooperation Framework Agreement.

According to the plan, during this working trip of the Delegation of the Rhin Meuse River Basin Water Management Agency - French Republic, the two sides will meet the Steering Committee and sign the Agreement on the implementation of the Integrated Water Resources Management Project - Phase 1 - Kon River Basin, Binh Dinh Province, as a basis for implementation. At the same time, the two sides will hold meetings, conferences, and conduct field surveys at major irrigation works in the province such as Dinh Binh Lake, Nui Mot Lake, Van Phong Dam, An Thuan Saltwater Barrier Dam, etc., and visit works in the Cooperation Program between Binh Dinh Province and 02 SEAFF/SFL Unions of France. In addition, the Delegation will visit and survey some infrastructures, historical and cultural relics of the province, to experience the land rich in cultural traditions, history, landscapes, and people of Binh Dinh.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang said that following the working trip of Binh Dinh province to France in February 2025, the working trip of the French Rhine-Meuse River Basin Water Management Delegation this time demonstrated the interest of both sides in the cooperation program.

The Vice Chairman of the Provincial People's Committee informed the Working Group that previously, the Department of Natural Resources and Environment of Binh Dinh was the focal agency of the province, promoting procedures to implement the signed Cooperation Agreement. Recently, implementing the policy of streamlining and rearranging the administrative apparatus, Binh Dinh province established the Department of Agriculture and Environment of Binh Dinh province on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment. Therefore, the tasks related to the above Cooperation Agreement Program will continue to be implemented by the Department of Agriculture and Environment.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang pledged to lead and direct relevant agencies to continue to fully implement the contents related to the cooperation program on integrated water resources management with the Rhine-Meuse River Basin Water Management Agency.

During the delegation's working time in Binh Dinh province, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang assigned the Department of Agriculture and Environment to be the focal agency of the province, coordinating with relevant sectors and local authorities to fully and thoughtfully prepare the content, working conditions, logistics... to serve the delegation's work according to plan.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang expressed his hope that the two sides will continue to coordinate more closely with each other, the relationship will become increasingly close and good, and the two sides will continue to accompany, coordinate closely, successfully implement the signed Cooperation Agreement and develop more cooperation in the future.
