Half-term review: Strength from within

BHG - After half a term of implementing the Resolution of the 17th Provincial Party Congress, in the context of many difficulties and challenges, including the Covid-19 pandemic, the Party Committee, government and people of all ethnic groups in Ha Giang province have joined hands, united, strived, and achieved many achievements in many fields. The appearance of the northernmost land of the Fatherland with many colorful pictures has created confidence and momentum to "accelerate" the implementation of the remaining targets in the second half of the 2020 - 2025 term.

Determined to create breakthroughs in all fields, the 17th Provincial Party Congress, term 2020 - 2025, resolved 17 targets, 3 breakthroughs and 5 key programs for implementation. After half a term of striving, 5/17 targets achieved and exceeded the targets set by the Congress Resolution (accounting for 29.4%); 8/17 targets achieved from 80% to less than 100% (accounting for 47.1%); 4/17 targets achieved from 50% to less than 80% (accounting for 23.5%). The average growth rate of gross domestic product in the period 2021 - 2023 reached 5.94%. State budget revenue in the area increased gradually over the years, estimated to reach 3,006 billion VND in 2023, an increase of 18.8% compared to 2020.

The 17th Provincial Party Congress, term 2020 - 2025, resolved 17 targets, 3 breakthroughs and 5 key programs.

The average growth rate of agricultural, forestry and fishery production value in the period of 2021 - 2023 is estimated to increase by 4.66%. Promote the application of scientific and technological advances, actively deploy new varieties with high economic value in production, raising the average estimated harvest value in 2023 to 62 million VND/ha, an increase of 12 million VND/ha compared to 2020. Large livestock farming is gradually becoming the main commodity; to date, the proportion of the livestock industry in the agricultural sector structure accounts for 32% (up 6.7% compared to 2020), reaching 91.43% of the Resolution target. Attention and focus are paid to the work of planting, caring for and protecting forests. In 2023, the forest cover rate is estimated to reach 58.9% (up 0.9% compared to 2020), reaching 98.17% of the Resolution target.

Industry and handicrafts are basically operating stably, developing well, and in line with the planning direction. The value of industrial production at actual prices has increased steadily over the years, estimated at VND 9,200 billion in 2023, up 53% compared to 2020. In the period of 2021-2023, 11 more hydropower plants will be put into operation. The agricultural and forestry processing industry is gradually shifting from small scale to developing towards commodity production. The mineral exploitation and processing industry is developing according to the motto of rational, economical and effective use.

Trade and service activities have grown strongly. The average annual increase in total retail sales of goods and services is 11.7%/year (the Resolution of the Congress sets 8%/year). In early 2023, cross-border import and export activities have had many positive changes; it is expected that in 2023, the import and export turnover will reach about 270 million USD (3.5 times higher than in 2022 and up 4.5% compared to 2020). The number of tourists and revenue from tourism services will increase significantly. In the first 6 months of 2023, there will be more than 1.418 million visitors, it is estimated that in 2023 there will be about 3 million visitors, revenue from tourism is estimated at 5,000 billion VND (100% of the target set by the Resolution of the Congress).

Key and breakthrough programs were implemented drastically and effectively. In particular, breakthroughs in the construction of transport infrastructure were focused on, invested in, and built in a synchronous and modern direction, mobilizing resources to implement key transport projects with highland connectivity such as: Tuyen Quang - Ha Giang Expressway Project (Phase 1) through Ha Giang province; completing the upgrading, renovation, and putting into use National Highway 279 connecting Viet Quang town (Bac Quang) with Nghia Do commune, Bao Yen district (Lao Cai) and National Highway 2, the southern gateway of Ha Giang city. Along with that, National Highways 4C, 280, 34, the road to Lung Cu National Flagpole and 7 provincial roads were upgraded and basically renovated to reach level IV, V mountainous areas. District roads, rural roads, roads to border gates, openings, and border patrol roads continue to receive investment in new construction, upgrading, renovation, and repair. Thereby, creating a foundation for economic development.

Making a breakthrough in developing tourism and high-quality agricultural products according to the value chain, localities have gradually formed production areas for typical agricultural products, focusing on promoting the development of endemic plants and animals with high economic value. Up to now, the whole province has 8 products granted geographical indications, 30 products with certified brands, collective brands, more than 200 products with exclusive brands and 201 products meeting OCOP standards, becoming typical and key products of the province. Tourism has grown impressively, forming tours and routes connecting Ha Giang city with key tourist areas in the province. Allocating funds to invest in electricity, water and traffic infrastructure connecting to tourist areas and spots; attracting investment, especially large-scale, high-quality tourism projects, gradually turning tourism into a spearhead economic sector of the province.

Building a prosperous and happy life for the people is the goal and long-term strategy of the Provincial Party Committee. Since the beginning of the 17th Provincial Party Congress, this goal has received special attention from the leadership and achieved many important results. In particular, creating livelihoods and improving the material and spiritual life of the people has been identified by the Provincial Party Committee as one of the three strategic breakthroughs of the term. The Provincial Party Committee has issued many resolutions and programs to focus on leadership and direction; along with that, the Provincial People's Council and the Provincial People's Committee have issued many resolutions, decisions and plans for implementation.

In the first half of the term of the 17th Provincial Party Congress, the whole province continued to mobilize social resources and support the construction of 3,113 houses for people with meritorious services, poor veterans, and poor households in border communes with a budget of 186.78 billion VND. Supported the construction of 47 Great Solidarity houses from the "For the Poor" Fund, repaired 503 houses for families affected by natural disasters and fires. Attention was paid to arranging and stabilizing the population, focusing on solving the shortage of residential land and production land, researching and implementing projects to provide domestic water and production water in districts in the Stone Plateau. The program of renovating mixed gardens, developing household garden economy, creating livelihoods for people, has had 1,935 gardens with economic efficiency, with an income of 18.8 million VND/household/year, 2-3 times higher than before the renovation. Supported 72,409 poor households and policy beneficiaries to borrow capital with a total cost of 480.2 billion VND to develop production.

Social security work has been paid attention to and implemented synchronously and effectively. Timely and fully resolved regimes and policies for people with meritorious services and other policies for 2,841 people; regular social assistance in the community for 54,327 subjects. Up to now, the multidimensional poverty rate is 49.95%, of which poor households are 37.08%, near-poor households are 12.87%, achieving the target set out in the Resolution.

Significant changes have come to people's lives after half of the 17th Provincial Party Congress term.

After more than half of the implementation term, the material life as well as the cultural and spiritual life of the people have been constantly improved. The people are guaranteed security, safety and enjoy social security, progress, fairness and welfare policies. Contributing to building Ha Giang to become increasingly rich and beautiful, becoming a safe and attractive destination for many domestic and international tourists.

In addition to the achievements, the socio-economic situation of the province in the last half of the term also had difficulties and limitations. The opportunities, advantages, difficulties and challenges intertwined directly affecting the development process of the province in the second half of the term required Party committees at all levels, authorities, armed forces and people of all ethnic groups in the province to be more determined and make greater efforts to effectively implement the 3 breakthroughs, 5 key tasks and successfully complete the 17 targets set out in the Resolution of the 17th Provincial Party Congress.

In particular, focus on effectively implementing the Provincial Planning for the period 2021 - 2030, with a vision to 2050 after approval. Directly implement tasks and solutions to accelerate the construction progress of key projects and works and disburse public investment capital and capital for 3 national target programs. Continue to drastically implement breakthroughs in building transport infrastructure. Strengthen budget collection management; develop sustainable revenue sources on the basis of production and business development; pay attention to preventing revenue loss and handling tax arrears well. Focus on developing and improving the efficiency of border gate economic activities in conjunction with ensuring national defense - security, order and social safety.

Breakthrough in construction of transport infrastructure is one of the contents that continues to be focused on in the second half of the term.

Continue to develop high-quality agricultural products according to the value chain, associated with the development of suitable raw material areas. Effectively integrate capital sources of the 3 National Target Programs and other programs and projects in the area to complete the goals of building new rural areas. Focus on promoting green and sustainable tourism development. Continue to effectively implement policies to ensure social security, develop culture and society, strengthen foreign affairs, ensure national defense and security, and maintain national border sovereignty.

In the second half of the 2020-2025 term, with firm faith in the Party's leadership, on the basis of the achieved results and the spirit of overcoming difficulties and high determination of the entire political system, it will create a solid foundation for the Party Committee and people of all ethnic groups in Ha Giang to successfully complete the goals, targets and tasks set out in the Resolution of the 17th Provincial Party Congress.
