NTO - Outstanding directions and administrations of the Government and Prime Minister from week 26

Increasing pensions, social insurance benefits and monthly allowances from July 1, 2023; issuing a Decree on pilot auctions of car license plates... are the outstanding directions and operations of the Government and the Prime Minister in the week from June 26-30, 2023.

Increase pensions, social insurance benefits and monthly allowances from July 1, 2023

The Government issued Decree No. 42/2023/ND-CP dated June 29, 2023 adjusting pensions, social insurance benefits and monthly allowances.

According to the Decree, from July 1, 2023, the adjustments are as follows:

Increase by 12.5% on pension, social insurance benefits and monthly allowances of June 2023 for subjects regulated under Decree No. 108/2021/ND-CP adjusting pension, social insurance benefits and monthly allowances.

Increase by 20.8% on pension, social insurance benefits and monthly allowances of June 2023 for subjects not yet adjusted under Decree No. 108/2021/ND-CP adjusting pension, social insurance benefits and monthly allowances.

From July 1, 2023, people who are receiving pensions, social insurance benefits, and monthly benefits according to regulations, after adjustment, have a benefit level lower than VND 3,000,000/month, will be adjusted to increase as follows:

Increase by 300,000 VND/person/month for those with benefits below 2,700,000 VND/person/month; increase by 3,000,000 VND/person/month for those with benefits from 2,700,000 VND/person/month to under 3,000,000 VND/person/month.

Decree on pilot auction of automobile license plates

The Government issued Decree 39/2023/ND-CP detailing a number of articles of Resolution No. 73/2022/QH15 dated November 15, 2022 of the National Assembly on pilot auction of automobile license plates.

Decree 39/2023/ND-CP clearly states that auction participants are Vietnamese organizations and individuals who are eligible to participate in car license plate auctions according to the provisions of this Decree and other relevant legal provisions.

Auction of car license plates is conducted online in the network environment, must comply with the provisions of law on property auction and network security.

50% reduction in registration fees for domestically produced and assembled cars from July 1

The Government has issued Decree 41/2023/ND-CP stipulating the registration fee for automobiles, trailers or semi-trailers pulled by automobiles and vehicles similar to automobiles manufactured and assembled domestically.

The Decree clearly states that from July 1, 2023 to December 31, 2023, the first registration fee for automobiles, trailers or semi-trailers pulled by automobiles and vehicles similar to automobiles manufactured and assembled domestically will be 50% of the fee prescribed in Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government regulating registration fees; current Resolutions of the People's Council or current Decisions of the People's Committees of provinces and centrally run cities on local registration fee collection rates and amendments, supplements and replacements (if any).

Farmers Support Fund operates not for profit

The Government has issued Decree 37/2023/ND-CP on the establishment, organization and operation of the Farmers Support Fund.

The operating principles of the Farmers Support Fund are financial autonomy, not for profit, openness, transparency, capital preservation and development; limited liability within the scope of the Farmers Support Fund's equity capital; properly performing the assigned functions and tasks according to the provisions of law.

The Farmers Support Fund operates with the goal of supporting members of the Vietnam Farmers' Union to build and replicate effective production and business models, contributing to increasing income and improving farmers' lives; creating resources, conditions and tools to unite and gather farmers into the association, contributing to building the association and the farmers' movement.

Key tasks of implementing key projects in the Transport sector

According to Document No. 4691/VPCP-CN, Prime Minister Pham Minh Chinh gave instructions on important national projects and works, key to the Transport sector.

In particular, the Prime Minister requested the Ministry of Transport to resolutely direct contractors to speed up the completion of procedures with localities to exploit construction material mines and implement the construction of the North-South expressway project in the 2021-2025 period; continue to coordinate and guide localities to deploy work to start construction of 03 East-West expressway projects and 2 belt roads before June 30, 2023.

The Ministry of Planning and Investment shall preside over and coordinate with the People's Committee of Hanoi City, the People's Committee of Cao Bang Province, and the People's Committee of Thai Binh Province to speed up the appraisal of the Feasibility Study Report of Component 3 of Hanoi Ring Road 4, the Dong Dang - Tra Linh project, and the Ninh Binh - Nam Dinh - Thai Binh project through Nam Dinh and Thai Binh.

The Ministry of Construction continues to coordinate with the Ministry of Transport in checking the conditions for acceptance and handover of projects into operation, providing guidance on payment sources for foreign contractors due to the stoppage at the Ben Luc - Long Thanh project; continuing to strengthen inspection, supervision and urging localities in the work of announcing construction material prices and construction price indexes.
