The Ministry of Labor, War Invalids and Social Affairs received a petition from voters in Ho Chi Minh City sent by the Petition Committee of the National Assembly Standing Committee, questioning the fact that the basic salary of officials and civil servants increased by 30% but for retirees it was only 15%. Therefore, voters requested the Ministry to pay more attention to the salary policy for retirees.
Regarding this issue, the Ministry of Labor, War Invalids and Social Affairs said that according to Article 57 of the Law on Social Insurance 2014, pensions are adjusted based on the increase in the consumer price index and economic growth in accordance with the state budget and the Social Insurance Fund.
Over the past time, the Party and the State have always paid attention to and ensured the lives of people receiving pensions, social insurance benefits and monthly allowances through adjusting pensions and allowances, gradually improving their lives.
According to the Ministry of Labor, War Invalids and Social Affairs, in the 2013-2023 period, the Government adjusted pensions 7 times with an average increase of more than 8.43% for each adjustment, significantly higher than the increase in the consumer price index in the same period.
There are times when the State does not increase the basic salary but still adjusts the pension increase, such as 8% increase in 2015 and 7.4% increase in 2022.
In 2024, implementing Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo on salary reform; adjusting pensions, social insurance benefits, preferential allowances for people with meritorious services and social allowances, the Government issued Decree No. 75/2024/ND-CP dated June 30, 2024 regulating the adjustment of pensions, social insurance benefits and monthly allowances.
Accordingly, from July 1, an additional 15% increase will be made to the pension, social insurance allowance and monthly allowance of June 2024 for those receiving pension and allowance.
According to the Ministry of Labor, War Invalids and Social Affairs, this adjustment is nearly twice the average increase in the period 2013-2023, much higher than the total increase in the consumer price index and economic growth (in 2023, the increase in the consumer price index is 3.25%, economic growth is 5.05%, estimated in 2024 CPI is from 4% -4.5%, GDP is from 6% -6.5%).
The increased adjustment rate on pension levels demonstrates the Government's efforts in balancing resources to improve pension levels, social insurance benefits, and monthly benefits on a basis consistent with the balancing capacity of the Social Insurance Fund.
