This afternoon, October 16, in Hanoi, the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029, entered its first working session.

Attending were: Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, 9th tenure Do Van Chien; Party Central Committee member, Head of the Central Committee for Mass Mobilization Mai Van Chinh; former Party Central Committee Secretary, former Head of the Central Committee for Mass Mobilization, non-professional Vice President of the Central Committee of the Vietnam Fatherland Front Ha Thi Khiet; former Party Central Committee member, former Vice President, non-professional Vice President of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Doan; Party Central Committee member, Deputy Head of the Central Organization Committee Nguyen Quang Duong; Party Central Committee member, Vice President-General Secretary of the Central Committee of the Vietnam Fatherland Front, 9th tenure Nguyen Thi Thu Ha.

Also attending were members of the Party Central Committee, alternate members of the Party Central Committee; representatives of central departments, ministries, branches, and organizations; Vice Chairmen, former Vice Chairmen, members of the Presidium, and former members of the Presidium of the Central Committee of the Vietnam Fatherland Front, 9th tenure. Notably, there were 1,052 delegates representing different classes, strata of the people, ethnic groups, religions, armed forces, overseas Vietnamese, and Front officials at all levels.

Clearly define goals and action programs for the new term

With the theme "Solidarity - Democracy - Innovation - Creativity - Development", the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term was held from October 16 to 18, 2024, with the task of comprehensively assessing the situation and results of the implementation of the Resolution of the 9th National Congress of the Vietnam Fatherland Front for the 2019-2024 term, and setting out the directions, goals and action programs of the Vietnam Fatherland Front in the new term.

At the working session, the Congress conducted consultations to elect a 55-member Congress Presidium; of which 51 members were consulted and 4 Party and State leaders were invited to join the Presidium, including General Secretary and President To Lam; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; and Standing member of the Secretariat Luong Cuong.

The Congress also conducted consultations to elect a Congress Secretariat of 5 members; reported on the situation of delegates attending the Congress; discussed and approved the Program and Working Regulations of the Congress. At the same time, many important contents were discussed and considered: the report on the inspection of the activities of the Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term IX, 2019-2024; the proposal to amend and supplement the Charter of the Vietnam Fatherland Front, term IX; approved the amendment and supplement to the Charter of the Vietnam Fatherland Front, etc.

Reporting on the situation of delegates attending the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung said that there were a total of 1,052 official delegates. In terms of structure, there were 324 female delegates (30.7%); 492 non-Party delegates (46.7%); 267 ethnic minority delegates (25.3%); 209 religious delegates (19.9%); 21 overseas Vietnamese delegates (1.9%); 152 business delegates (14.4%); 271 full-time Front officials (25.7%).

Activities are increasingly substantive, focusing on the grassroots.

Notably, in the first working session, the 10th National Congress of the Vietnam Fatherland Front listened to a report reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term IX, 2019-2024.

Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung said that during the past term, the activities of the Vietnam Fatherland Front have achieved many positive and outstanding results, including many creative, new, difficult and unprecedented tasks, which have been recognized and highly appreciated by the Party, State and People.

The Committee, the Presidium, and the Standing Committee have demonstrated their solidarity, responsibility, initiative, and sensitivity to the situation, with focused activities, highlighting the role, rights, and responsibilities of the Vietnam Fatherland Front as stipulated in Article 9 of the 2013 Constitution and the 2015 Law on the Vietnam Fatherland Front. In particular, they focus on enhancing the role of representing and protecting the legitimate and legal rights and interests of the People; promoting the People's right to mastery; participating in Party and State building; participating in preventing and combating corruption and negativity, expanding the composition and diversifying the forms of listening to the opinions of all classes of people to have appropriate, timely, and accurate recommendations and proposals to the Party and State.

The contents of the work and activities of the Front are increasingly practical, effective, and strongly oriented towards the grassroots and residential areas; promoting the intelligence of the members of the Central Committee, members of the Presidium, and the Advisory Councils to effectively carry out the tasks of the Front, especially in grasping the situation of the people and participating in social supervision and criticism. At the same time, strengthening coordination with Party and State agencies, central and local agencies to supplement and perfect State mechanisms, policies, and laws, creating a mechanism to ensure that the Front organization operates to meet the requirements and tasks of work in the new situation.

From the practical organization and operation of the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term IX, 2019-2024, Mr. Nguyen Huu Dung clearly stated 6 lessons learned.

Firstly , the determination of the content of activities must closely follow the leadership of the Party, the policies and laws of the State, and the Resolution of the Congress; promptly adjust and supplement the action program and annual plan for emerging issues to adapt to the new situation and requirements for the role and responsibility of the Vietnam Fatherland Front. With new and difficult contents, it is necessary to resolutely and promptly evaluate the results and draw lessons.

Second , the task of building and promoting the strength of the great national unity bloc must be thoroughly understood and resolutely implemented; organized and implemented creatively, in accordance with each subject, social class, locality and region; resolutely fight and prevent plots to divide the People from the Party and State, and sabotage the great national unity bloc.

Third , build a collective of the Committee, the Presidium and the Standing Committee that are united, consensual, truly dedicated, responsible, have strong political will, and have knowledge and practical experience in Front activities.

Fourth , innovate the organization, content and methods of operation of the Front, strongly focus on the grassroots, Front cadres must be truly close to the people, respect the people.

Fifth , listening and fully reflecting the will and aspirations of the people is an important factor, promptly making timely recommendations to the Party and State.

Sixth , proactively research, accurately forecast the situation, have appropriate solutions, flexibly adapt to international fluctuations and the country's integration process on the principle of ensuring the highest national and ethnic interests.

At the Working Session, presenting the Proposal to amend and supplement the Charter of the Vietnam Fatherland Front, 10th term, Vice President of the Central Committee of the Vietnam Fatherland Front Truong Thi Ngoc Anh stated: through 3 drafts, the Standing Committee has submitted to the Presidium (at the 20th Conference), the Central Committee of the Vietnam Fatherland Front (at the 10th Conference) to unify the contents of amending and supplementing the Charter and to develop a draft to amend and supplement the Charter to submit to the 10th Congress of Delegates of the Vietnam Fatherland Front.

The draft Charter basically maintains the structure of the current Charter of the Vietnam Fatherland Front, including the First Part, 8 chapters, 37 Articles; it is expected to amend and supplement the First Part and 6 Articles out of a total of 37 Articles, and at the same time edit and amend the technical text, some words but not change the nature of some Articles and Clauses.

Specifically, amend the regular meeting regime of the Central Committee of the Vietnam Fatherland Front from once a year to twice a year to conform to the information, reporting and orientation regime, and provide timely opinions on the activities of the Vietnam Fatherland Front; amend and supplement to clearly demonstrate the authority of the Standing Committee, the Presidium, and the Central Committee of the Vietnam Fatherland Front according to Regulation 120-QD/TW dated September 6, 2023 of the Politburo in establishing the Advisory Council at the Central level; edit and amend the technical documents in a number of Articles and Clauses regulating the functions and tasks of the Committees and Standing Committees of the Vietnam Fatherland Front at the provincial, district, and commune levels to unify and synchronize with the Central level; stipulate the form of Discipline... to conform to the principles of organization and operation of the Vietnam Fatherland Front, consistent with the regulations of the Party, the laws of the State and the Law on the Vietnam Fatherland Front.
