Many urgent recommendations and solutions were made at the Southeast Regional Coordination Council Conference held this morning (July 18) in Ho Chi Minh City, chaired by Prime Minister Pham Minh Chinh, Chairman of the Council.
The Southeast Regional Coordination Council Conference is an important event for the development of the Region to coordinate the implementation of the Region's orientations approved by the National Assembly and the Politburo, an important milestone in the series of programs to concretize the Party and State's guidelines and policies into life.
At the conference, Minister and Head of the Government Office Tran Van Son announced Decision No. 825 dated July 11, 2023 of the Prime Minister on the establishment of the Southeast Regional Coordination Council. This is one of the four regional coordination councils established by the Prime Minister, aiming to promote rapid and sustainable economic development in accordance with the Resolution of the 13th National Party Congress and the Resolutions of the Politburo, the National Assembly and the Government.
The development perspective of the Southeast region must be a dynamically developing region, a center of economics, finance, trade, services, education and training, development of high-quality human resources, science - technology, innovation, digital transformation leading the country and Southeast Asia, playing an important role in linking development with other economic regions.
The regional development goal by 2030 is to build the Southeast region into a dynamically developing region with high economic growth rate, the largest growth driver in the country; a center of science - technology and innovation, high-tech industry, logistics and a highly competitive international financial center in the region. Take the lead in innovating growth models, digital transformation, building digital government, digital economy, digital society. Rapidly develop a smart and modern urban system. Basically complete the intra-regional, inter-regional and regional transportation system; a hub for trade, regional and international integration.
The fields of culture, society, education - training, and health care are leading the country. The material and spiritual life of the people has been significantly improved and is leading the country. Environmental pollution, traffic congestion, and flooding have been basically resolved. National defense, political security, social order and safety are firmly guaranteed.
The average GRDP growth rate in the period of 2021 - 2030 will reach about 8 - 8.5%; GRDP per capita at current prices will reach about 380 million VND, equivalent to 14,500 USD; Completion of Ring Road 3 and Ring Road 4 of Ho Chi Minh City, expansion of Tan Son Nhat International Airport, Long Thanh International Airport phase 1.
By 2050, the Southeast will become a developed region with strong economic potential and a modern economic structure; a center of science, technology and innovation, high-tech industry, logistics and an international financial center among the top in the region and the world; modern and synchronous infrastructure. Harmonious development between economy and culture, society, environmental protection and national defense and security; high quality of life, with medical and educational standards among the top in Southeast Asia.
Ho Chi Minh City is the nucleus and growth pole of the region; a place that attracts talents, experts, scientists, especially high-quality human resources and young intellectuals to live and work; a place where international financial institutions and large economic corporations of the world are concentrated. National defense, political security, social order and safety are firmly guaranteed; foreign affairs and international integration are increasingly extensive.
At the conference, leaders of ministries, localities, experts and scientists proposed, recommended and put forward many solutions to develop the Southeast Region in the last 6 months of the year and in the coming time on the following contents: Solutions to coordinate and attract resources to build a synchronous and modern Southeast region transport network; Solutions to coordinate, build and develop large urban areas in the Region to become modern cities of regional stature; Solutions to form and promote the development of startup, innovation and artificial intelligence centers in Ho Chi Minh City, Binh Duong province, Dong Nai province; Solutions to handle environmental issues; digital transformation and construction of a regional data center; Proposing a number of specific policy mechanisms for the Region; Solutions to develop industrial belts, urban areas, services and logistics along Ring Road 3 and Ring Road 4; Solutions to connect with Ho Chi Minh City... Especially solutions to coordinate and attract resources to build a synchronous and modern Southeast region transportation network.
Minister of Transport Nguyen Van Thang pointed out 5 key tasks and solutions, emphasizing that research and proposal of specific mechanisms and policies with breakthrough and outstanding features to promote the development of the Southeast region, promote regional linkages similar to some pilot mechanisms and policies of Ho Chi Minh City approved by the National Assembly in Resolution No. 98/2023/QH15, focusing on: Implementing thorough decentralization and delegation of power to localities with capacity and experience in implementing inter-regional infrastructure investment, in order to proactively mobilize and use local resources, along with strengthening inspection, supervision and appropriate resource allocation
Develop mechanisms and policies to increase the attractiveness and investment efficiency of PPP projects such as: increasing the proportion of state capital contribution to the project; effectively exploiting resources from infrastructure assets (such as concessions to exploit existing KCHTGT), building incentive mechanisms to attract strategic investors...; Research and implement mechanisms to create land funds for auctions to select investors for urban, commercial and service development investment projects on both sides of expressways, and railway station works through urban areas associated with the urban development model in the direction of public transport development (TOD).
In addition, Mr. Nguyen Van Thang also suggested that localities in the region should proactively allocate resources to invest, complete, and upgrade promptly and synchronously the connecting routes from highways and main traffic routes to economic zones, industrial parks, seaports, airports and inland waterway ports, to ensure synchronous exploitation of traffic infrastructure, and avoid the situation of "ports waiting for roads" causing waste of resources.
Regarding solutions for coordinating, building and developing large urban areas in the region to become modern cities of regional stature, Minister of Construction Nguyen Thanh Nghi proposed solutions and at the same time proposed to pay attention to allocating adequate resources for planning work, focusing on completing and approving the Southeast regional planning, provincial planning and urban planning, construction planning in the region; reviewing and adjusting urban planning and construction planning that are no longer suitable to ensure development investment requirements, ensuring consistency and synchronization with planning and planning levels.
The Minister of Construction requested the Government and localities to pay attention to allocating sufficient resources to promote the implementation of strategic breakthroughs in building a synchronous technical infrastructure system, focusing on traffic infrastructure, water supply, drainage, and wastewater treatment; balance and allocate sufficient resources to invest in urban technical infrastructure works, especially key technical infrastructure works in large cities and pay attention to developing social housing and citizen housing to ensure the implementation of the goals, plans, and tasks of localities in implementing the Project to develop at least 1 million social housing apartments by 2030.
Stating that the demand for housing, especially social housing in the Southeast region is the largest in the country, Mr. Nguyen Thanh Nghi emphasized the need to include housing development indicators, including mandatory indicators for social housing development, in the system of 5-year and annual socio-economic development indicators of the provinces in the region. Forming urban areas associated with the development of industrial parks in the provinces surrounding Ho Chi Minh City to share and reduce the pressure of population growth in the central urban area of the City.
Upgrade, renovate, and synchronously build modern social infrastructure systems in urban areas and social infrastructure service networks integrated into the process of formulating and approving urban development programs. Continue to have incentive policies for urban social service provision projects in border economic zones and large industrial zones.
Regarding solutions to address environmental issues and flooding in response to climate change, focusing on solutions to protect the environment of the Dong Nai and Saigon river basins, Minister of Natural Resources and Environment Dang Quoc Khanh proposed many solutions, stating that it is necessary to develop the economy in the direction of ecology, circulation, green growth, green economy, low-carbon economy, promote sustainable production and consumption, and continue to strengthen measures to inspect, examine and handle facilities that cause environmental pollution.
Mr. Dang Quoc Khanh suggested that it is necessary to proactively control large sources of emissions and facilities with high risks of causing environmental pollution; prevent negative impacts on the environment through the model of monitoring teams for projects and large production facilities with high potential risks of causing pollution and environmental incidents; establish inter-sectoral and inter-regional control mechanisms to prevent emission activities that are harmful to the environment in the region and inter-region.
Pay special attention to strictly protected areas and emission-restricted areas; classify new investment projects according to their level of environmental impact right from the time of investment policy approval to control throughout their life cycle; control environmental pollution from production, business and service establishments through environmental licenses, environmental protection planning, environmental carrying capacity and environmental technical standards.
