On the morning of November 28, Traffic Police Team No. 10 (Traffic Police Department of Hanoi City Police) set up a checkpoint to handle students violating traffic laws on National Highway 21B (section through Phu Lam ward, Ha Dong district).
Police determined that this area has a number of high schools, universities... where students often violate laws such as: driving a motorbike when underage, not wearing a helmet when driving...
After a few minutes of setting up the checkpoint, the Traffic Police Team requested to stop the vehicle with license plate 29T2-XXX driven by a male student. Upon inspection, the Traffic Police discovered that the male student was in grade 12 at Tran Hung Dao High School (Ha Dong), which means he was not old enough to drive a 110cc motorbike.
"My parents bought me this motorbike to go to school every day. When they gave me the motorbike, they told me to be careful and wear a helmet, but they didn't mention that I needed a driver's license," the male student said.
However, when working with the police, a man claiming to be the male student's uncle said that the motorbike was left at home by the student's parents, so the student took it to school without permission.
The working group of Traffic Police Team No. 10 has drawn up a record of administrative violations against the male student. At the same time, the parents of the male student were invited to the Team headquarters to continue verifying and clarifying the matter of handing over the vehicle to a minor.
At the same time, the Task Force requested to stop a 50cc motorbike without a license plate driven by a male student not wearing a helmet.
Through inspection, the police identified the male driver as NDAD (also a student at Tran Hung Dao High School).
Presenting to the Working Group, NDAD said that because he was near the school gate, he took off his helmet to cool off, and the license plate was broken so he could not install it on the bike.
According to VietNamNet reporters , most students at Tran Hung Dao High School (Ha Dong) use large-displacement motorbikes (over 110cc) and park them outside the school grounds. Students drive these motorbikes to the parking lot and then walk into school.
Also in the morning of the same day, the Cross-Area Traffic Police Team (Traffic Police Department of Hanoi City Police) set up a checkpoint at National Highway 21B (section of Ba La area, Ha Dong), and fined 10 vehicles driven by students, violating the following violations: not wearing helmets, not having a driver's license.
In particular, there was a case of a student from Le Loi High School (Hanoi) driving a motorbike without a helmet. When he saw the traffic police, he turned around and ran away, crashing into another vehicle.
Major Quach Anh Tuan, an officer of Traffic Police Team No. 10, said that in addition to making records to handle students who violate the law, the unit also invites parents to the Team headquarters to impose penalties if they hand over vehicles to underage drivers.
"To thoroughly handle the situation of students violating traffic laws, the unit regularly changes the location and time of the checkpoints so that students cannot avoid them and voluntarily comply with the law," added Major Quach Anh Tuan.
