At the conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2024 of the Ministry of Planning and Investment (MPI) on the afternoon of July 15, Minister Nguyen Chi Dung assessed that the socio-economic situation in the first 6 months of 2024 achieved many important, quite comprehensive and very encouraging results, completing and exceeding expectations of many targets and tasks.

“The results achieved give us more confidence and new expectations and motivation to strive to achieve higher targets than the 2024 target set by the National Assembly, especially in terms of economic growth,” the Minister emphasized.

In the first 6 months of 2024, the key task identified by the Ministry of Planning and Investment is to build and perfect institutions, policies and laws. To date, 98 plans have been approved, including 3 national plans, 60 provincial plans, 6 regional plans, and 29 sectoral and field plans.

According to statistics, in the first 6 months of 2024, 80,482 newly registered enterprises were established, an increase of 6.1% over the same period in 2023.

Regarding foreign investment, foreign direct investment (FDI) attraction increased significantly, with total registered capital reaching nearly 15.2 billion USD, up 13.1% over the same period in 2023, of which newly registered capital increased by 46.9%. Disbursed FDI capital reached 10.84 billion USD.

However, the head of the Science and Technology sector noted: We must not be subjective or satisfied with the results achieved; we need to be more creative; advisory work must closely follow the situation, proactively create and exploit new opportunities for national development.

The Minister emphasized that the next 6 months are a particularly important time, with many important tasks and tasks, the Science and Technology sector needs to pay attention to 3 main contents.

Firstly , we must learn from experience to do better in advising, directing and operating the socio-economic development of the whole country and of sectors, fields and localities.

In particular, it is necessary to effectively implement newly issued solutions, policies and regulations, and at the same time have new, breakthrough solutions for growth and development to meet new expectations and requirements set forth in the last 6 months of the year and the whole year of 2024.

Second , proactively and actively research and advise on developing plans, directions and solutions in socio-economic development and public investment.

Third , do a good job of preparing for Party Congresses at all levels, towards the 14th National Congress of the Party.

Minister Nguyen Chi Dung said that it is necessary to further promote the spirit of initiative in reform and development, long-term vision and strategy, breakthrough thinking, and innovation.

Regarding the tasks for the last 6 months of the year, the Minister requested to focus on organizing the implementation of planning; developing and implementing new laws and regulations on bidding and disbursement of public investment capital; summarizing and evaluating pilot and specific mechanisms and policies, clarifying effective policies to advise on expanding the scope of application...

In addition, it is necessary to focus on solutions to promote disbursement of public investment capital; propose amendments to legal regulations on public investment, management and use of ODA capital, foreign preferential loans, laws on investment under the public-private partnership model,... solutions to promote startups, innovation, digital transformation, green transformation, circular economy...

Thereby, striving for economic growth in 2024 at the upper limit of 6.5-7%, higher than the target of 6-6.5% in the National Assembly's resolution.
