- Dear Minister, how has public investment positively impacted the economy in the challenging context of the 2021-2025 period?
Public investment has played a good role as a driving force for economic growth, contributing positively to socio-economic development, specifically: Public investment resources have been allocated with focus and key points to implement major tasks, creating breakthroughs in infrastructure. The public investment plan for the 2021-2025 period has allocated 30% of the total central budget capital to implement important national projects, key projects, and regional highways.
Up to now, the whole country has completed over 2,000km of expressways, striving to reach about 3,000km by the end of 2025; basically completing the North-South expressway in the East, putting into operation the urban railway lines Cat Linh - Ha Dong, Nhon - Hanoi Railway Station, Ben Thanh - Suoi Tien; completing the access channel to Cai Mep - Thi Vai port... The recent process of managing the public investment plan has overcome the situation of scattered and dispersed investment, eliminating the "ask - give" mechanism.
- The Government has set a public investment capital plan of 790,727 billion VND this year . Can you tell us the basis for such a large amount of capital to be disbursed and for public investment to continue to be the driving force for a breakthrough in economic growth?
In recent years, the Government has issued many directives and drastic solutions to remove difficulties and obstacles related to the implementation and disbursement of public investment capital. This year, in order for investment capital to be disbursed and public investment to continue to play its role as a driving force for economic growth, it is necessary to focus on the following main directions and solutions:
Firstly , drastically implement solutions to promote disbursement of public investment capital from the beginning of the year: The National Assembly resolved on a public investment plan with a capital of VND 790,727 billion, about VND 100,000 billion higher than in 2024. Therefore, it is necessary to promptly bring capital into the economy, through a number of solutions such as assigning leaders to be responsible for monitoring the implementation progress and disbursement of each project according to the set plan, urging and promptly removing difficulties for each project; promoting decentralization, delegation of authority, individualization of responsibilities along with coordination, supervision, inspection...
Second, this is a pivotal year in preparing for the medium-term public investment plan for the 2026-2030 period, so this year we must focus on improving the quality of project investment preparation, especially strategic projects that change the situation and transform the state of the country, such as: High-speed railway project on the North-South axis, international railway connection projects, urban railways in Hanoi and Ho Chi Minh City, international transit seaports (Nam Do Son - Hai Phong, Lien Chieu - Da Nang, Can Gio - Ho Chi Minh City)... Ministries and branches need to be proactive, further improving the quality of project investment preparation, creating a premise for rapid project implementation...
Third, the year of "finishing" of key infrastructure projects such as the North-South Eastern Expressway project, Long Thanh International Airport... Ministries and agencies should pay attention to fully and promptly meeting the needs of the projects.

The 2023 Law on Bidding stipulates many solutions to overcome corruption, negativity, and waste in bidding, and improve bidding efficiency in the direction of: Amending and supplementing regulations on information disclosure, establishing a national database system on bidders by requiring the disclosure of all information in bidding, in order to improve transparency and accountability of relevant parties; limiting fraud as a basis for eliminating unreliable bidders and goods that do not meet actual usage needs; supplementing regulations on the content of bidding documents to limit "inserting" evaluation criteria, causing unfair competition;
To address corruption, negativity, and waste in bidding, ministries, branches, and localities need to focus on reviewing, perfecting, and promulgating documents regulating and guiding the implementation of the Bidding Law in the direction of simplification, shifting management thinking to unleashing resources with the spirit of breakthrough, decentralization, and delegation of power;
The Ministry of Planning and Investment continues to build and complete the bidding management database, ensuring transparency, consistency, and proper authority; increasing online bidding, transparency in bidding, especially publicizing the list of organizations and individuals violating bidding laws, contributing to gradually limiting bid-selling, fraud, and bid collusion.
Ministries, branches, localities and state-owned enterprises also need to strengthen regular inspection and examination of bidding to detect limitations, shortcomings and violations for strict and timely handling.
