
The Tax Department said the estimated state budget revenue assigned by the Ministry of Finance is 19,605 billion VND, the Provincial People's Council assigned 20,100 billion VND (land use fee and lottery fee is 2,800 billion VND). The estimated budget revenue excluding land use fee and lottery fee is 17,300 billion VND.
Total budget revenue in the first 6 months of 2024 was VND 9,309 billion, reaching 46.3% of the estimate, equal to 91.6% over the same period. Total revenue minus land use fees and lottery was VND 8,823 billion, reaching 51% of the estimate, equal to 98.8% over the same period.
According to statistics, compared to the estimate, 14/17 domestic revenue targets ensured the estimated progress. Specifically: house rental and house sale revenue reached 98%; revenue from local state-owned enterprises reached 77.8%; revenue from personal income tax reached 66.1%; revenue from fees and charges reached 63.5%; revenue from lottery reached 59.5%... The lowest revenue target of the remaining 3 targets that did not meet the estimate was land use fee revenue, reaching only 15.8%. All tax branches ensured the estimated progress.
The tax sector has done a good job of disseminating and supporting taxpayers; managing tax declaration, accounting and refund; tax inspection and examination; managing tax debts and tax debt enforcement; managing tax collection from business households, individuals and other revenues; and managing land revenues.
In addition, it also promotes information technology, administrative reform, digital transformation, effectively implements Project 06, creates favorable conditions for taxpayers and effectively implements recommendations of the State Audit and Government Inspectorate...

However, Mr. Nguyen Van Tiep - Director of the Tax Department admitted that there are still many shortcomings and limitations in tax management. The amount of land use fees and land rents collected is low; the refund of personal income tax by electronic means still has many limitations; the standardization of personal tax code data faces many difficulties due to the inability to contact taxpayers; the quality of tax management for individual households is not high.
In addition, the rate of electronic tax payment and implementation of the digital map function for business households is low compared to the requirements; the work of preventing revenue loss in mineral exploitation activities has many limitations and is not very effective.
In the last 6 months of the year, the tax sector will resolutely implement solutions to manage tax collection, recover tax debts, and prevent state budget losses according to the Project "Preventing state budget losses in Quang Nam" approved by the Provincial People's Committee. Strive to complete the assigned budget, reduce tax debts to below 5% of total state budget revenue.
Speaking at the conference, Chairman of the Provincial People's Committee Le Van Dung highly appreciated the efforts of the tax sector in collecting budget revenue and creating favorable conditions for taxpayers.
Comrade Le Van Dung requested the tax sector to join hands with departments, branches, sectors and localities to remove difficulties for enterprises' production and business. Take all measures to exploit and nurture budget revenue sources, collect correctly and fully, and prevent revenue loss. Promote administrative reform, digital transformation, and create all favorable conditions for taxpayers to exercise their tax rights and obligations.

On this occasion, authorized by the President, Chairman of the Provincial People's Committee Le Van Dung awarded the Second Class Labor Medal to Director of the Tax Department Nguyen Van Tiep and the Third Class Labor Medal to Deputy Director of the Tax Department Le Mai Khac Hung. In addition, 4 officers of the Tax Department received the title of Emulation Fighter of the Finance Sector.
