ANTD.VN - Revenue from crude oil and balance of import-export activities decreased sharply compared to the same period due to the Lunar New Year holiday, but domestic revenue grew positively.

According to data from the Ministry of Finance, total state budget revenue in January 2025 reached VND 276.6 trillion, equal to 14.1% of the estimate, up 3.7% over the same period in 2024.

Of which: Domestic revenue reached 15.7% of the estimate, up 7.9% over the same period; Revenue from crude oil reached 6.6% of the estimate, down 28.9% over the same period; Revenue from import-export balance reached 5% of the estimate, down 40.2% over the same period.

According to General Director of the General Department of Taxation Mai Xuan Thanh, the domestic budget collection results in January 2025 showed positive signs. In the coming time, the Tax sector will focus on implementing solutions to boost the collection of potential revenues, especially the first corporate income tax settlement period of the year.

Regarding the implementation of measures to prevent and combat illegal trading and use of invoices, General Director Mai Xuan Thanh said that the Tax sector is currently running 6 applications to prevent and combat electronic invoice fraud; at the same time, it is developing and implementing 20 topics to combat budget loss.

Domestic budget revenue still grows positively in the first month of the year

Regarding budget expenditure, the total balanced state budget expenditure in January is estimated at VND 134.4 trillion, equal to 5.3% of the estimate, up 4.8% over the same period in 2024. In particular, focusing on funding to effectively implement social security policies, salaries, pensions, and social allowances for beneficiaries; ensuring full and timely payment of due interest debts.

Operating expenses of the State apparatus, ensuring national defense, security, social order and safety in the first months of the year and the Lunar New Year of At Ty in 2025. In addition, implementing the Prime Minister's Decision, the Ministry of Finance has issued 6.7 thousand tons of national reserve rice for relief and hunger relief for people during the Lunar New Year and the first crop gap of the year.

Regarding development investment expenditure, in January, ministries, central and local agencies focused on completing documents, procedures, and capital payments for projects under the 2024 plan; at the same time, they were in the process of allocating and assigning detailed capital plans for 2025 to investors, so the expenditure progress in January was low, estimated at 1.26% of the plan assigned by the Prime Minister, equal to 1.18% of the capital plan for 2025 (in the same period in 2024, it reached 2.58% of the plan assigned by the Prime Minister).

According to Minister of Finance Nguyen Van Thang, in 2025, the Government and the Prime Minister set a growth target of about 8% in 2025; at least 10% in the 2026-2030 period. In line with this target, the functional units of the Ministry of Finance are closely coordinating to develop an implementation plan. In which, it is urgent to study, review, and propose amendments to the State Budget Law; and develop a 5-year State budget framework for the 2026-2030 period.

For the fiscal policy period 2020-2024, each year the State budget has allocated about 200 trillion VND to implement policies on tax, fee, charge, and land rent exemption, reduction, and extension. The policies mostly focus on revenues with a wide range of beneficiaries to support many. In 2025, the Ministry of Finance proposed and was approved to extend the reduction of Value Added Tax in the first 6 months of the year.

The Minister said that since the beginning of the year, the Government and the Prime Minister have directed the Ministry of Finance to continue researching and proposing appropriate policies to reduce taxes, fees, and charges, and report to competent authorities.

Currently, the Ministry of Finance is urgently researching and reviewing policies to promptly report proposals in February 2025.

Minister Nguyen Van Thang said that it is necessary to consider tax support policies with focus and key points and need the support of all levels and sectors. With the effectiveness of financial policies, the business community's activities are currently recovering and developing.

At the same time, there is still a need for incentive and motivational policies with the mindset of: "proper, targeted, focused, and key tax support to support businesses and people with resources to do better business, thereby nurturing revenue sources and developing the socio-economy".

Regarding the work of reorganizing the apparatus, Minister Nguyen Van Thang requested that units under the Ministry of Finance coordinate to prepare so that when the new structure of the Ministry officially comes into operation, it must be smooth and not affect the implementation of tasks.

At the same time, coordinate with units to complete the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Finance (after the merger) and submit it to the Government within the prescribed time, in parallel with the handling of public assets, headquarters... to ensure the principle of "one task is only undertaken by one agency".
