On the morning of December 28, at the National Innovation Center (Hoa Lac, Hanoi), Prime Minister Pham Minh Chinh attended the conference to review the work in 2024 and deploy tasks in 2025 of the planning and investment sector.

The report at the Conference emphasized that in 2024, the Ministry of Planning and Investment achieved many outstanding achievements. As a strategic advisory agency on socio-economic issues, the Ministry has completed a large volume of important work, having a strong impact on the country's development.
In the field of law-making, the Ministry has submitted to the National Assembly 5 resolutions and 2 laws for approval, and has studied amendments to the Enterprise Law, the Public Investment Law, and developed the Law on Industrial Parks and Economic Zones. In particular, the Law on Public Investment (amended) has introduced 5 major groups of breakthrough policies, removing bottlenecks in the management of public investment resources. In addition, the Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model, and the Law on Bidding has identified 9 major groups of policies in the spirit of focusing on amending contradictory regulations that are causing difficulties to facilitate investment, production, and business activities; at the same time, ensuring the consistency and unity of the legal system, in accordance with Vietnam's international treaties and commitments.
The Ministry of Planning and Investment has promptly researched, monitored, evaluated and closely forecasted the situation, proactively advised and proposed solutions, mechanisms and policies, developed growth scenarios, stabilized the macro economy, controlled inflation, ensured social security, removed difficulties, promoted production and business, and promoted disbursement of public investment capital.
The solutions proposed by the Ministry are all strong, focused, in-depth and flexible, suitable for short-term and medium-term requirements to maximize recovery opportunities and create new momentum for the country's economic development.
At the same time, the Ministry has done a good job of advising the Government and the Prime Minister to research and implement measures to continue attracting high-quality FDI capital flows; promoting improvements in the investment and business environment to create favorable conditions, increase confidence and arouse the entrepreneurial spirit, creativity and mettle of enterprises.
Along with that, continue to preside over and coordinate with ministries, branches and localities to research and specify policies to promote new economic models (night-time economy, digital economy, sharing economy, circular economy, etc.), promote regional connectivity, digital transformation, innovation and business development, thereby promoting economic growth towards green growth and sustainable development.
A highlight of the planning and investment sector in 2024 is the successful promotion of cooperation with the world's leading technology corporations such as NVIDIA in research and development, technology transfer, and development of high-quality human resources to maximize the potential of the semiconductor chip and artificial intelligence (AI) sectors, contributing to shaping the future of technology and realizing development goals in the new era of the nation.
Efforts to contribute to the country's take-off phase
Speaking at the Conference, Minister of Planning and Investment Nguyen Chi Dung emphasized that in difficulties and challenges there are always opportunities. If we can identify or proactively create opportunities and know how to seize opportunities, challenges can also become a driving force for the country's development in the new situation.

With this spirit, the Minister called on the entire industry to be proactive, flexible and courageous to exploit opportunities, find new directions and new motivations for national development. “We are deeply aware of the role, mission, responsibility and new requirements that the Party and the State have set for the industry in the work of research, strategic advice on policies, solutions for direction and management in the period of take-off, strong, comprehensive and breakthrough development of the country in the coming time. The more challenging it is, the more solidarity for the common good, collective intelligence, determination to make breakthroughs and innovation of the entire industry is needed in striving to implement and complete the set socio-economic development goals,” said the Minister.
One of the key tasks of the sector in the coming time is to perform well the task of synthesizing and advising the Party and the State on summarizing 40 years of the Doi Moi process, thereby building socio-economic development orientations for the period 2026-2030. The Minister emphasized the necessity of concretizing the Party's strategic thinking and vision for the new development era, while researching and proposing breakthrough, feasible and effective solutions and policies.
In 2025, closely monitoring the economic situation and improving analysis and forecasting capacity are identified as core factors to proactively advise and propose timely solutions. Minister Dung emphasized the consistency of the viewpoint of "taking development for stability and stability as a premise for development"; prioritizing promoting growth in conjunction with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy.
Focus on promoting the disbursement of public investment capital, ensuring the progress of completing major programs, projects, tasks and plans in 2025 to concentrate resources and time on new priority projects and tasks in the 2026-2030 period; complete the goal of having 3,000 km of expressway by the end of 2025, 5,000 km by 2030 and investing in North-South high-speed railways, urban railways, railways connecting with China, nuclear energy projects, artificial intelligence, etc.
Unleash all resources, use State resources to arouse, lead, and activate social resources; ensure the connection between strategies, plans, and socio-economic development tasks with State resources for implementation. Develop economic corridors and belts associated with key transport infrastructure projects, creating new development space, in accordance with approved plans.
Accompanying businesses, identifying the difficulties and obstacles of businesses as our own difficulties and obstacles to resolve. Creating a favorable investment and business environment to attract investment and develop production and business. Supporting the development of large, leading businesses and private businesses to reach out to the world and invest abroad.
Strengthen economic dialogue, attract large FDI projects with spillover effects, lead to new economic sectors and fields, domestic value chains and participate more deeply in the global value chain. Develop strong enough policies to connect businesses, cooperate and develop together between domestic enterprises and FDI enterprises.
Continue to research and advise on the development of new economic models, new industries and fields, creating new growth drivers; taking shortcuts to catch up with the world's development trends. In the immediate future, effectively implement projects for international and regional financial centers, free trade zones in some localities, develop circular economy, sharing economy, train human resources for the semiconductor industry, as well as development trends in innovation, renewable energy, artificial intelligence, etc.
