Briefly reporting on the implementation of tasks in 2024 and the direction of tasks in 2025 of the Industry and Trade sector, Deputy Minister of Industry and Trade Phan Thi Thang emphasized: In 2024, the socio-economic development situation of the whole country in general and the Industry and Trade sector in particular will take place in the context of the world continuing to have great and unpredictable fluctuations with many intertwined opportunities and challenges.

Domestically, 2024 is the fourth year of implementing the 5-year socio-economic development plan for the 2021-2025 period. At the same time, this is also the year when our country has to face unfavorable natural disasters, in particular, super typhoon No. 3 and typhoon No. 4 have devastated and caused severe damage on a large scale in the northern and central provinces. In that context, with the great efforts and determination of the entire political system, the business community, the people of the whole country, and the support of international friends, our country's economy continues to affirm its clear recovery, with each month being better than the previous month, and the growth of each quarter being higher than the previous quarter.

Deputy Minister Phan Thi Thang briefly reported on the implementation of tasks in 2024 and the direction of tasks in 2025 of the Industry and Trade sector.

International organizations have highly appreciated and continuously adjusted our country's growth forecast in an increasingly positive direction; businesses have restored confidence in the economic outlook... Major balances have been ensured. It is expected that our country's economic growth rate in 2024 can reach and exceed 7%, among the few countries with high growth in the region and the world. Inflation is controlled below 4%, a very positive result in the context of salary increase from July 1, 2024 and price adjustment of some goods and services at the end of the year...

“Contributing to these common achievements, the Industry and Trade sector, under the direct direction of the Government and the Prime Minister, and the coordination of ministries, departments, branches, central and local organizations, has strived to carry out assigned tasks and achieved positive results, contributing to the country's economic development. Up to now, the Industry and Trade sector has completed and exceeded all assigned targets and tasks for 2024,” Deputy Minister Phan Thi Thang affirmed.

Specifically, the Ministry of Industry and Trade has made a breakthrough in the work of building and perfecting institutions and policies, focusing on presiding over and advising the Government to submit to the National Assembly the Law on Electricity (amended), approving the policy of restarting Ninh Thuan nuclear power projects and many new policies, removing difficulties for renewable energy projects; resolving many backlog projects of the industry, creating a strategic breakthrough for energy development in the era of national development.

Major balances are ensured, especially energy security and balance of supply and demand of essential goods and input materials for production... Especially the miracle of completing the 500 kV Line 3 with many records and key projects in the energy sector.

Import and export were a highlight and one of the main drivers of economic growth, with the total annual turnover reaching a new record (nearly 800 billion USD), up 15% over the previous year and 2.5 times higher than the assigned plan; the trade balance recorded the 9th consecutive year of high trade surplus (nearly 25 billion USD), helping to increase foreign exchange reserves, stabilize exchange rates and macroeconomic indicators.

Industrial production recovered strongly, growing spectacularly by 8.4%, of which the manufacturing and processing industry increased by nearly 10% (compared to 2023, just under 1%), creating a great driving force to promote macro-economic growth.

International economic integration has been implemented synchronously and effectively; successfully opening up large potential markets in the Middle East and Africa with the negotiation and signing of the Vietnam - UAE Comprehensive Economic Partnership Agreement (CEPA) in a record short negotiation time (16 months), contributing to further expanding Vietnam's global trade integration highway.

Trade defense has also achieved positive and solid results, successfully handling hundreds of anti-dumping, anti-subsidy, and trade evasion investigations, contributing significantly to protecting Vietnamese goods on their journey to the world.

The domestic market has grown steadily (nearly 9%), with stable supply and demand after 15 years of implementing the Campaign for Vietnamese People to Prioritize Using Vietnamese Goods; a pillar to ensure macro-growth targets. E-commerce has surpassed the 25 billion USD mark, growing 20% ​​compared to 2023 and accounting for 2/3 of Vietnam's digital economic value. Trade promotion has been strongly innovated with the largest series of events ever, the value of Vietnam's national brand has surpassed the 500 billion USD mark, ranking 32nd in the world.

Proactively and resolutely "streamlining, compacting, and strengthening" the apparatus in the spirit of summarizing Resolution 18, the Ministry of Industry and Trade has proposed streamlining nearly 18% of the number of focal points and units under the Ministry and strongly streamlining the operating apparatus from within...

Other aspects of work such as industrial cluster management and national industrial promotion; management and assurance of industrial environmental safety; inspection; anti-corruption, thrift practice, anti-waste; administrative reform... are all implemented in a drastic, substantive and synchronous manner.... Major policies and orientations of the Central and the Government are all specified in action programs to unify direction and organize effective implementation throughout the industry.

Important contribution to the overall achievements of the country

At the Conference, representatives of ministries and branches highly appreciated the results and achievements that the Industry and Trade sector has achieved.

Deputy Minister of Agriculture and Rural Development Vo Van Hung assessed that with the synchronous participation of the Industry and Trade sector in 2024, a breakthrough was created in the production and export of agricultural, forestry and fishery products. Production value increased by over 3.2%, for the first time agricultural product exports exceeded 60 billion USD (estimated at 62.7 billion USD in 2024), an increase of over 18% compared to 2023, with 11 items continuing to maintain an export turnover value of over 1 billion USD.

“The close and effective cooperation between the two ministries as well as the support and companionship of ministries, branches and local agencies are contributing to the successful implementation of the strategic goals of sustainable rural agricultural development to 2030, with a vision to 2045,” said Deputy Minister Vo Van Hung.

Regarding international economic integration, Mr. Nguyen Minh Vu - Assistant Minister of Foreign Affairs - also said that this work is increasingly extensive, substantial, and effective, contributing to raising the level of multilateral diplomacy, creating a wide economic network. The Industry and Trade sector and the whole country have actively promoted negotiations and signed new generation FTAs, bringing the total number of FTAs ​​that Vietnam has signed and participated in to 17 FTAs, in which the CEPA Agreement stands out with a record negotiation time, opening up many opportunities for economic, trade, and investment cooperation with the entire Middle East region.

From a local perspective, Mr. Huynh Van Son - Vice Chairman of Long An Provincial People's Committee - shared the achievements of the province. Accordingly, the province's economic growth reached 8.3%, meeting the annual plan target, ranking 3rd in the Mekong Delta region, and 21st in the country. The growth rate of the industrial sector increased by 11.26%. The local export turnover in 2024 also reached nearly 13 billion USD; of which export turnover reached 7.5 billion USD, an increase of 8.6% compared to 2023, import turnover reached 5.4 billion, an increase of 25.58%... According to the Vice Chairman of Long An Provincial People's Committee, the Ministry of Industry and Trade played a great role in contributing to Long An's overall achievements. Along with that, the ministry also actively supported the province in organizing many activities connecting the provincial business community with foreign investors and importers to connect trade and promote exports.

Also at the Conference, representatives of ministries, branches, localities, enterprises, industry associations, units under the Ministry, and business groups exchanged, discussed, and assessed the situation and development results of the Industry and Trade sector in 2024; proposed key solutions for 2025.

The Industry and Trade sector needs to affirm its pioneering role.

Speaking at the Conference, on behalf of the Government, Prime Minister, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son highly appreciated and commended the efforts and important results achieved by the Industry and Trade sector in 2024. Accordingly, the Industry and Trade sector has made its mark on both main tasks of perfecting institutions, policies, legal frameworks and improving the effectiveness and efficiency of state management, while creating and promoting production and business development.

Believing that 2025 needs to focus on accelerating to implement the 5-year socio-economic development plan 2021-2025, Deputy Prime Minister Bui Thanh Son assessed that this is the year to consolidate the fundamental factors, creating a premise for our country to confidently enter a new era - the era of national prosperity and prosperity.

The Resolution of the 13th National Party Congress also sets the goal that by 2025 our country will become a developing country with modern industry; by 2030, the 100th anniversary of the Party's founding: a developing country with modern industry.

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son gave a directive speech.

According to the Deputy Prime Minister, the target of 8% growth or more in 2025 to create momentum, force, and position for the 2026-2030 period of double-digit growth is a very high requirement, requiring great efforts from the entire political system, people and businesses. In particular, the Industry and Trade sector needs to affirm its pioneering role in this process.

The Deputy Prime Minister raised a number of issues for the Industry and Trade sector to study and implement in the process of performing tasks in 2025 and the following years.

Firstly, to free up resources and attract investment, the first thing is to create a favorable, clear, transparent legal environment, remove administrative barriers for industrial production development and promote trade. Accordingly, it is necessary to continue to identify institutional and policy building as one of the three strategic breakthroughs.

Second, it is necessary to promptly review, complete and submit to competent authorities for promulgation the Law on Production of Key Industrial Products, in order to enhance the independent and self-reliant capacity of Vietnam's production sector. Develop industries that use a lot of domestic technology, have high added value and low-carbon emission industries, issue strong enough incentive mechanisms to develop priority areas of key industries such as metallurgy, mechanical engineering, electronics, semiconductors and develop the ecosystem of energy industry and supporting industries.

To do this, the Deputy Prime Minister said that, along with the efforts of the Ministry of Industry and Trade, it is necessary to have close and effective coordination between ministries, branches and localities, especially the Ministry of Transport, Planning and Investment, Ministry of Science and Technology, Ministry of Information and Communications, etc., so that the strategies are feasible along with mechanisms to promote and attract investment, especially the development of R&D Centers.

Third, implementing solutions to ensure national energy security. Avoiding power shortages is a mandatory requirement and a difficult problem in the context that in recent years, there have not been many new power source and grid projects implemented.

Therefore, in addition to proactively regulating and operating the system, especially after the Ministry has received and established the Electricity System and Electricity Market Operation Company Limited (NSMO), it is necessary to focus on implementing and continuing to research and advise on mechanisms and policies on energy development and the electricity market, including reviewing and submitting to competent authorities for consideration and adjustment of the VIII Electricity Plan, in accordance with the general trend of the world and the potential, advantages and conditions of the country.

Fourth, strengthen trade promotion, diversify markets and supply chains; consolidate and expand market share in traditional markets; create breakthroughs in expanding new potential export markets; direct trade offices to closely coordinate with diplomatic agencies to effectively play the role of a bridge for businesses to "take root" in the market.

Fifth, promote the development of the domestic market, effectively implement programs and projects on domestic market development. Closely monitor the market situation, implement measures to ensure the balance of supply and demand of goods, especially during peak periods, holidays and Tet, as a premise to implement solutions to stimulate consumption and promote domestic trade.

At the same time, effectively carry out the work of combating origin fraud, counterfeit goods, fake goods, poor quality goods, and trade defense to protect the economy, businesses, domestic market and in accordance with international commitments.

Finally, the Deputy Prime Minister requested the Ministry to urgently deploy the organizational arrangement work after being approved by the Government to quickly stabilize the organization, ensure no interruption in task implementation, and the new organizational structure must be more effective and efficient than the old organization.

“More than ever, the collective leadership, cadres, civil servants and workers of the Industry and Trade sector need to unite, make greater efforts and determination, dare to think, dare to do, dare to take responsibility to lead and promote the development of the Industry and Trade sector,” the Deputy Prime Minister emphasized.

6 key solutions for 2025

Receiving the statements and instructions of Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, the head of the Industry and Trade sector - Minister Nguyen Hong Dien thanked the Deputy Prime Minister for his profound instructions and said that the Industry and Trade sector will make the greatest effort to complete the tasks assigned by the Government and the people.

Closing the Conference, Minister Nguyen Hong Dien assessed and summarized the outstanding results of the Industry and Trade sector in 2024, as well as pointed out the shortcomings, limitations and causes, especially subjective causes in the Ministry's work activities in 2024. The Minister stated that the shortcomings and limitations pointed out in today's Conference are the bottlenecks for the development of the sector over the past years; therefore, it is necessary to look at it frankly, seriously overcome it, and create more substantial and stronger changes in the coming time.

Regarding the implementation of tasks in the coming time, Minister Nguyen Hong Dien requested units in the whole Industry to thoroughly grasp, absorb and seriously and effectively implement the direction of the Deputy Prime Minister at this Conference; at the same time, focus on implementing well the following main contents and solutions:

Firstly, continue to thoroughly grasp and promptly institutionalize the Party and State's new viewpoints and policies on industrial and trade development into strong, synchronous, feasible mechanisms and policies, and direct and organize implementation resolutely and effectively, creating new space and momentum for the country's economic development.

In the immediate future, urgently develop a Program and Action Plan to implement Resolution 10 of the 13th Central Committee and the Government's Resolution on socio-economic development, improving the investment and business environment, and enhancing national competitiveness in 2025 to resolutely and synchronously implement assigned tasks effectively from the first days and months of the new year.

Second, resolutely innovate the management of the industry, pursuing a system of objectives instead of a system of solutions as at present. Continue to promote and improve the work of building policy mechanisms and consulting, identifying this as a breakthrough task of breakthrough, creating a synchronous and feasible legal corridor, promoting investment attraction for industrial, energy and trade development.

In the immediate future, focus on completing documents guiding the implementation of the Electricity Law (amended), Government Decrees on mechanisms and policies on industrial development (especially foundational industries) and new types of energy; develop regulations on price frameworks for electricity types, two-component electricity prices, hourly electricity prices and draft Decrees on mechanisms for developing natural gas power projects, offshore wind power, and nuclear power development to promote investment attraction and develop a competitive electricity market; urgently review and adjust the VIII Power Plan and tasks related to the Nuclear Power Development Program and Ninh Thuan nuclear power projects under the direction of the Government; at the same time, complete the draft Law on Chemicals, the Law on Economical and Efficient Use of Energy, the Law on Key Industrial Production and the Law on E-commerce Management to submit to the National Assembly for approval at the upcoming sessions. Proactively propose to competent authorities for mass application after piloting in some localities on a number of appropriate breakthrough mechanisms and policies to unblock and liberate resources for the development of the Industry.

Third, continue to promote industrial restructuring towards improving quality, efficiency and competitiveness based on the foundation of science and technology, innovation, contributing to renewing and promoting traditional growth drivers (including investment, consumption and export), while effectively exploiting new growth drivers (such as digital transformation, green transformation, circular economy, sharing economy and high-tech industries such as chips, semiconductors, AI technology, etc.). Focus on effectively implementing tasks and solutions to remove difficulties, support businesses to recover and develop production and business; accelerate the implementation of key industrial, energy and trade development projects to soon put them into operation, creating new momentum for economic growth.

Fourth, strengthen international economic integration; proactively advise on effectively exploiting opportunities from foreign relations with major countries to anticipate the wave of investment shifting in key industries to third countries by multinational corporations, especially in areas where our country is in need; at the same time, focus on effectively implementing solutions to closely connect FDI enterprises with domestic enterprises to promote the development of management skills and technology transfer, contributing to improving the competitiveness of Vietnamese enterprises, meeting the requirements of participating in the global production and supply chain.

Continue to promote the role of the Vietnamese Trade Office system abroad in supporting localities and enterprises, implementing and effectively exploiting free trade agreements to which Vietnam is a member to diversify markets, supply chains and boost exports. Actively advise on negotiations, sign new and upgrade FTAs ​​with potential partners, create growth momentum, strengthen trade and investment cooperation; at the same time, increase support for enterprises to strongly shift to official exports associated with brand building, promoting sustainable exports.

Fifth, focus on innovation, improve the effectiveness of trade promotion, closely combine traditional trade with modern trade to effectively exploit the domestic market of 100 million people, which still has a lot of potential. Continue to promote the development of e-commerce and digital economy to effectively exploit the strong development of the digitalization trend of the economy; at the same time, closely monitor the developments of supply and demand, prices, and markets of essential goods for appropriate and effective management; strengthen the management and supervision of the domestic market and improve trade defense capacity, protect the interests of producers and consumers, in accordance with international commitments and national interests.

Sixth, on the arrangement and streamlining of the apparatus of the Ministry and its units, ensuring streamlined, effective and efficient operations. The Commander of the Industry and Trade sector informed: Implementing the policy of the Politburo and the requirements and orientations of the Central Steering Committee, the Government Steering Committee, and the Party Committee, the leaders of the Ministry of Industry and Trade have directed the completion of the project on arrangement and streamlining of the Ministry's apparatus, reported to the Ministry of Home Affairs for appraisal, and submitted to the Government; accordingly, the organization of the Ministry has been reduced from 28 units to 23 units, a reduction of 05 units, equivalent to nearly 18%; in particular, the proposal to end the organizational model of the General Department of Market Management and transfer the local Market Management Departments to the People's Committees of provinces and cities for management under the direction of the Central Steering Committee and the Government Steering Committee.

This is a difficult, complicated, sensitive task but it cannot be avoided and cannot be delayed any further. Therefore, in order to carry out this particularly important task well, the Minister requested that the Party Committees and leaders of the units under the Ministry continue to thoroughly grasp and seriously implement the Politburo's policies and the requirements and directions of the Government Steering Committee and the Party Committee, and the Ministry's leaders on streamlining the organizational apparatus. The heads of agencies and units need to promote a high sense of responsibility, be exemplary, and resolute in implementing this task. Focus on doing a good job of political and ideological work, personnel work (especially the arrangement, placement and implementation of personnel policies), creating high consensus and unity in the awareness and actions of civil servants, public employees, and workers in the whole Industry and in each agency and unit; Identifying the organizational arrangement as something that needs to be done and must be done immediately, but must be done objectively, democratically, scientifically, ensuring streamlining, efficiency, effectiveness, and efficiency (rather than mechanical arrangement) to minimize overlap and ambiguity in functions and tasks between units; absolutely not allowing internal ideology and disunity to arise; not allowing comparison, delay, or negligence in performing public duties.

The Minister noted that in the process of organizing and implementing the internal apparatus arrangement and organization, units must closely follow the requirements and orientations for arrangement and streamlining of the apparatus organization of the Government Steering Committee and the Ministry's Steering Committee to ensure the quality, progress of implementation and the minimum arrangement targets assigned; at the same time, it is necessary to pay attention to issues related to handling finance, budget, public assets and transitional management of investment projects during the process of arranging and perfecting the apparatus organization. In addition, it is necessary to proactively review, advise and propose to competent authorities to issue new or amend and supplement regulations, policies and mechanisms in accordance with the new apparatus organization model to ensure that the new apparatus model must be better than the old model and must be put into operation immediately, without interruption of work, without gaps in responsibilities and areas of responsibility.

The Minister also asked the leaders of the People's Committee and the Department of Industry and Trade of the provinces and cities to focus on directing and urgently completing the development of the project, ready to receive the status quo (including human resources, assets, transition investment projects) of the local market management departments on the People's Committee of provinces and cities after the official decision of the competent authority. Checking and monitoring markets, fighting against smuggling, fake goods, poor quality goods and unknown origin in the management area, especially in the context of the New Year and Lunar New Year 2025 approaching, the commodity market will be very exciting, easy to generate mistakes in production and business if the market inspection and supervision is loose. In particular, it is necessary to focus on implementing seriously and effectively the peak anti -smuggling plan, trade fraud and fake goods in the last months of 2024; before, during and after the Lunar New Year in 2025 was issued by the Ministry of Industry and Trade, ensuring the market stability and good service of people happy to celebrate the spring.
