JETP Secretariat meets to develop 2025 Work Plan

Speaking at the meeting, Deputy Minister of Industry and Trade Nguyen Hoang Long said that the Just Energy Transition Partnership (JETP) is an international commitment, a political statement of Vietnam announced in December 2022, within the framework of cooperation between Vietnam and the International Partnership Group (IPG), including G7 countries and Denmark and Norway. This agreement aims to support Vietnam in mobilizing 15.5 billion USD from public and private financial sources within 3-5 years on the energy transition journey.

Implementing the Prime Minister's direction at the 5th meeting of the National Steering Committee for the implementation of Vietnam's commitments at COP26, the Ministry of Industry and Trade has taken on the task of acting as the Standing Agency of the JETP Secretariat and coordinating with focal points of international partners (including the European Union and the United Kingdom) to review and select breakthrough projects to promote the energy transition process in Vietnam.

Deputy Minister of Industry and Trade Nguyen Hoang Long chaired the meeting.

Deputy Minister Nguyen Hoang Long emphasized that after Vietnam's commitment at the Climate Change Summit (COP26), Vietnam has quickly concretized tasks and solutions to implement its commitments such as amending and promulgating a series of legal frameworks and policy mechanisms to remove difficulties and obstacles to promote energy transition projects, contributing to the goal of achieving net zero emissions by 2050.

The meeting was divided into two sessions chaired by Deputy Minister Nguyen Hoang Long. At the first session, delegates listened to Ms. Ramla Khalidi - UNDP Resident Representative in Vietnam present a report on activities supporting the JETP Vietnam Secretariat. Ms. Ramla said that in 2024, the parties together reviewed, selected and proposed 8 priority projects to be implemented within the framework of JETP. However, these projects still have some barriers that need to be resolved. According to Ms. Ramla, in 2025, the program will continue to review the list of projects proposed by localities and central ministries to expand the list and opportunities for financial and investment cooperation for JETP projects.

Ms. Ramla Khalidi - UNDP Resident Representative in Vietnam presented a report on support activities for the JETP Vietnam Secretariat.

Following the report of the UNDP representative, Ms. Nguyen Thi Lam Giang - Director of the Department of Energy Efficiency and Sustainable Development, Ministry of Industry and Trade presented the Draft Action Plan for 2025 of the JETP Secretariat. Ms. Nguyen Thi Lam Giang said that the content of the draft Plan was proposed by the Department of Energy Efficiency and Sustainable Development and the Electricity Authority to implement the Synthesis and Energy Group of the Secretariat, the content of other Working Groups will be supplemented in writing after the Ministries and branches have completed the organization arrangement.

Ms. Nguyen Thi Lam Giang - Director of the Department of Energy Efficiency and Sustainable Development, Ministry of Industry and Trade presented the Draft 2025 Operation Plan of the JETP Secretariat.

Specifically, the content of the Synthesis work includes activities such as: Completing procedures to perfect the Secretariat and promulgating the Operating Regulations and submitting to the Head of the Secretariat for approval the Framework for evaluating and monitoring the implementation of JETP; organizing the review, assessment and updating of the Resource Mobilization Plan for submission to the Prime Minister for consideration and decision; implementing communication content for JETP such as operating the electronic information page, propaganda activities such as articles, reports, seminars, leaflets;...

Energy contents include: Developing a handbook of project review criteria to ensure effective mobilization of JETP resources; organizing technical meetings with energy sub-groups including: (1) Offshore wind power and Renewable Energy Service Industry Center; (2) Energy storage and pumped storage hydropower; (3) Renewable energy and new energy; (4) Smart grid; (5) Energy saving and efficiency; (6) Conversion of coal-fired thermal power plants; (7) Training and capacity building.

The second session was attended by representatives from the European Union, the UK and some banks in the Glasgow Financial Alliance for Net Zero Emissions - GFANZ and some international banks such as HSBC, MUFG, Mizuho, ​​Citi, Standard Chatter. The content of the second session focused on discussing with Banks and IPG partners about the implementation status of JETP.

The Just Energy Transition Partnership (JETP) is a partnership between developed countries to support Vietnam in implementing the energy transition towards clean energy development, reducing greenhouse gas emissions, responding to climate change to achieve the goal of net zero emissions by 2050. In December 2022, Vietnam became the third country in the world to adopt JETP with G7 countries, EU, Denmark and Norway (International Partnership Group IPG).
