On the afternoon of May 13, in Quang Binh province, the Industry and Trade Conference of 6 North Central provinces in 2024 took place. Attending were comrade Do Thi Minh Tram - Deputy Director of the Department of Local Industry and Trade, Ministry of Industry and Trade; along with leaders of Quang Binh province and the Department of Industry and Trade of 6 North Central provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue.
Industry , trade recovery and growth
In 2023 and the first months of 2024, the activities of the Industry and Trade sector will take place in the context of rapid, complex and unpredictable developments in the world and regional political and economic situations; the global economy will recover much slower than expected.
Faced with that situation, the Industry and Trade sector in general and the Department of Industry and Trade of the 6 North Central provinces in particular have strived to achieve the highest level of planned targets in the fields of industry and trade.
The Departments of Industry and Trade have closely followed the contents set out in the Resolution of the Government, the Conclusion of the Provincial Party Committee, the Resolution of the People's Council, the Program, and the Action Plan of the Provincial People's Committees on socio-economic development; focused on removing difficulties, promoting production and business activities and promoting investment support; along with the efforts and attempts to overcome difficulties of the business community. Industrial production and commercial activities in 2023 and the first 3 months of 2024 continued to recover and grow.
In 2023, the IIP index of Thua Thien Hue, Quang Tri, Quang Binh, Ha Tinh, Nghe An, and Thanh Hoa provinces all increased compared to the same period last year. In the first 3 months of 2024, the industrial production index of Thua Thien Hue, Quang Tri, Quang Binh, Ha Tinh, Nghe An, and Thanh Hoa provinces were 1.2% - 1.56% - 6.6% - 4.67% - 8.07% - 20.01%, respectively (the country's IIP in the first 3 months of the year increased by 5.7% over the same period last year).
The main industrial products of the region include: Electricity production; petrochemical refining; construction stones of all kinds; cement; ready-mixed concrete; plywood from wood; sawn or sawn timber; titanium ore; processed milk; beer of all kinds; garment; processed aquatic and seafood products; printing products; vegetable oil, tobacco; starch; mineral water...
In 2023, the total retail sales of goods and service revenue of the provinces of Thua Thien Hue, Quang Tri, Quang Binh, Ha Tinh, Nghe An, Thanh Hoa all maintained a fairly high growth rate compared to the previous year; specifically: 14.6% - 15.1% - 10% - 13.03% - 23.31% - 14.1%, respectively; by the first 3 months of 2024: 1% - 9.59% - 10.05% - 21.47% - 40% - 11.27% (the whole country in the first 3 months of 2024 increased by 8.2% over the same period last year). The export turnover of the whole region in 2023 reached 11,530.04 million USD, accounting for more than 3% of the country's export value (354,500 million USD).
With the recovery of the world market and increased export orders, import and export activities in the first quarter of 2024 in the country in general and in 6 provinces in the region in particular have improved and achieved positive results.

Strengthening the exchange of regional linkage experiences
At the conference, delegates discussed and affirmed that besides the achieved results, industrial and commercial production activities of the North Central provinces still have some shortcomings and limitations. The development targets of the Industry and Trade sector, although growing, are still not high and some targets have not been achieved compared to the set plan. There are not many products with high added value; many enterprises and production facilities have not significantly improved their quality and designs to be able to penetrate new markets, therefore, they have not been able to expand new export markets.
It is forecasted that in the coming time, the implementation of industrial and commercial development targets in the last 9 months of 2024 will still face many difficulties.
In that situation, speaking at the conference, comrade Do Thi Minh Tram - Deputy Director of the Department of Local Industry and Trade, Ministry of Industry and Trade requested that the Department of Industry and Trade of the provinces need to be determined to make efforts to overcome difficulties and strive to complete the tasks in 2024.
To complete the set targets, the Department of Industry and Trade of the provinces needs to propose specific, flexible solutions that are close to the actual situation of each province, increase the exchange of experiences in regional linkage in industrial production and supply-demand connection in commercial business. Closely follow the direction of the Ministry of Industry and Trade in Decision No. 155/QD-BCT dated January 23, 2024 on promulgating the action program of the Industry and Trade sector to implement Resolution No. 01/NQ-CP dated January 5, 2024 of the Government on the main tasks and solutions to implement the Socio-Economic Development Plan, State budget estimates and improve the business environment, enhance national competitiveness in 2024 and the direction of the Provincial People's Committees on implementing socio-economic tasks in 2024.
At the same time, strengthen activities to support the connection between supply and demand for goods consumption; effectively exploit free trade agreements (FTAs), support businesses to take advantage of preferential commitments and the results of the province's foreign affairs activities to expand and diversify markets, supply chains and boost exports. Increase the export proportion of high value-added goods, deeply processed products, gradually reduce the export proportion of raw and pre-processed products; develop more export items. Implement well the work of environmental protection and improve labor productivity of the whole industry; Implement newly issued industry development plans.
The leaders of the local Department of Industry and Trade also requested localities to promote the effective implementation of the Domestic Trade Development Strategy for the period up to 2030, with a vision to 2045, and programs and projects on domestic trade development.
The conference also assessed the results of the implementation of the 2023 Emulation Covenant signed between the North Central provinces in Thua Thien Hue province; and granted the right to host the Industry and Trade Conference and emulation work of 6 North Central provinces in 2025 to Quang Tri province.
