In recent times, the work of receiving citizens and handling complaints and denunciations (KNTC) of citizens in Nga Son district has been regularly paid attention to by all levels, sectors and localities, proactively coordinated and focused on promptly and thoroughly resolving cases right at the grassroots level when they first arise. Thereby, contributing to ensuring the legitimate rights and interests of the State, organizations and citizens, maintaining political security, social order and safety, creating a favorable environment to promote socio-economic development.

Every year, the District People's Committee has issued a plan for inspection, citizen reception, and complaint settlement, focusing on inspection and supervision of the dissemination and education of laws and personnel work; reviewing and resolving complaints and denunciations. In addition, the District People's Committee has directed all levels and sectors to strictly implement the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations, directives and regulations of the Politburo and the Provincial Party Committee on strengthening the leadership of the Party, the responsibility of the heads of Party committees for the work of citizen reception, complaint settlement and directive documents of the Prime Minister, the Government Inspectorate, and the Provincial People's Committee on strengthening responsibility, improving the effectiveness and efficiency of citizen reception and complaint settlement. At the same time, promote the dissemination of laws on citizen reception and complaint settlement to cadres, civil servants and people in the area. The Standing Committee of the District Party Committee regularly listens to reports from competent agencies on the results of handling petitions, complaints, recommendations and reflections from citizens to promptly direct the resolution.
To facilitate the settlement of complaints and denunciations, the district has established and assigned tasks to the citizen reception committee, developed a citizen reception schedule, publicly posted it and notified it to communes and towns. The citizen reception locations are conveniently arranged, ensuring the necessary conditions. The leaders of the district People's Committee directly receive citizens and resolve citizen complaints and denunciations and recommendations according to the monthly schedule. After each citizen reception session, the district citizen reception committee meets, discusses plans, classifies petitions and letters and transfers them to competent agencies for settlement according to their authority, and does not let petitions and letters remain pending for a long time, causing resentment among the people. In addition, the district People's Committee directs the district Inspectorate to coordinate with relevant agencies to focus on advising on the timely and complete settlement of petitions and denunciations, especially complicated and mass complaints.
Nga Trung commune is considered one of the units in Nga Son district that seriously and effectively implement the work of receiving citizens and handling complaints and petitions. In 2022 and the first 6 months of 2023, Nga Trung commune received 50 citizens. During the process of receiving citizens, the leaders of the Party Committee, People's Council, and People's Committee of the commune explained and answered policies and laws and guided citizens to comply with the law, so the number of complaints and petitions to be handled was 11/11 cases, of which 11 were under their authority and were resolved in accordance with the provisions of law. Chairman of the People's Committee of the commune Pham Van Dinh affirmed: In the past time, the Party Committee, the government and mass organizations of the commune have joined in, proactively monitoring and grasping the situation of complaints, petitions and petitions of citizens right from the beginning to promptly direct the settlement at the grassroots level, not allowing the situation of complaints and petitions to be backlogged or bypassed.
According to the report of Nga Son District People's Committee, in 2022 and the first 6 months of 2023, the whole district received 839 petitions/839 cases (653 petitions under the jurisdiction of settlement). The main content is related to the fields of land, site clearance, environment, social policies and regimes, small civil disputes... The petitions and letters are received and resolved in accordance with the correct procedures and responded to citizens in accordance with the provisions of law, in a reasonable manner, not creating hot spots or frustrations among the people, minimizing petitions and letters of complaint beyond the level, crowded, prolonged, affecting the political security situation and social order and safety.
Comrade Mai Ngoc Oanh, Chief Inspector of Nga Son district, said: Every year, the District People's Committee has issued an inspection and examination plan, focusing on propaganda, dissemination, and legal education, promoting the responsibility of leaders in receiving citizens and handling complaints and denunciations. Thereby, promptly correcting existing problems and limitations, improving the quality of receiving citizens and handling complaints and denunciations. Strengthening dialogue with citizens, performing well the mediation work at the grassroots level, promptly and legally handling complaints and denunciations under the authority as soon as they arise from the grassroots level, limiting prolonged complaints and denunciations, and going beyond the level. Through receiving citizens, promptly grasping the thoughts and aspirations of the people and guiding citizens to comply with the law; at the same time, well implementing the decisions on handling complaints and denunciations that have come into legal effect and properly handling the wrongdoings of violating organizations and individuals. In the process of handling the case, the relevant agencies have reviewed and carefully studied the documents; closely coordinated with concerned sectors and localities to promptly and objectively resolve the case, ensuring publicity, transparency, and compliance with legal regulations, thereby ensuring the legitimate rights and interests of citizens. This not only strengthens the people's trust in the Party Committee and the government, thereby promoting social consensus, but also contributes to continuously improving the effectiveness and efficiency of State management, maintaining political security and social order and safety, and promoting socio-economic development.
