The Ho Chi Minh City People's Committee has just issued a plan to propagate and disseminate Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (Resolution 98) for the period 2024 - 2025.
The plan aims to raise awareness of the entire city's political system in identifying this as an important and breakthrough political task; a favorable condition to focus on removing difficulties and obstacles, exploiting, clearing and effectively promoting potentials, advantages, and strategic positions for the city to develop rapidly and sustainably. Thereby, contributing to the successful implementation of the Resolution of the 13th National Party Congress and the Resolution of the 11th National Party Congress of the City.
In addition, raising awareness, social responsibility and creating consensus among the people, strengthening the great national unity bloc in effectively implementing the goals, tasks and solutions stated in Resolution 98, Directive No. 27-CT/TU of the City Party Committee, Resolution No. 18/NQ-HĐND of Ho Chi Minh City.
Along with that, it is necessary to raise the responsibility of departments, branches, local authorities at all levels, socio-political organizations and enterprises in the city in organizing the implementation of Resolution 98.
Create consensus among all classes of people and society. Promote the role of social criticism of the Vietnam Fatherland Front and socio-political organizations; listen to opinions of experts, scientists, people and businesses before issuing specific mechanisms and policies; strengthen inspection and examination of implementation; minimize complaints and lawsuits from people and businesses.
The Ho Chi Minh City People's Committee requests to closely follow the policies and directions of the City Party Committee, People's Council, and People's Committee on the implementation of Resolution 98, ensuring that communication work is extensive, timely, and targeted. Promoting the strengths of the media, widely propagating to party members, cadres, civil servants, and people.
At the same time, clearly define the responsibilities and coordination relationships of each agency and unit to ensure that information and propaganda work is implemented synchronously and effectively. Agencies and organizations assigned within the scope of assigned functions and tasks are responsible for seriously implementing this plan.
According to the roadmap, in 2024, propaganda will be carried out on the implementation of the 2024 working theme; Resolution No. 31-NQ/TW of the Politburo, Resolution 98 at departments, branches, agencies, units, and localities. At the same time, propaganda will be carried out on Directive No. 27-CT/TU; Resolution No. 18/NQ-HĐND of the city; Decision No. 2856/QD-UBND of Ho Chi Minh City.
Along with that, propagate the results of implementing the resolutions issued by the HCMC People's Council; the results of implementing mechanisms and policies under the authority of the HCMC People's Committee; the results of implementing the contents and tasks assigned each year by departments, branches and localities. Propaganda the contributions and suggestions of experts, scientists, sectors and compatriots at home and abroad in the process of organizing the implementation of Resolution 98.
In 2025, disseminate the results of the supervision of the Ho Chi Minh City People's Council on the implementation and organization of the implementation of Resolution 98 in 2024 and 2025. Communicate the initial results of the implementation of Resolution 98 in conjunction with the results of the implementation of the Resolution of the 11th City Party Congress; the results of the 3-year review of the implementation of the resolution under the direction of the Central and the city in conjunction with the results of the implementation of the Resolution of the 11th City Party Congress. Create maximum conditions for press propaganda
The Ho Chi Minh City People's Committee requests that departments, branches, and units assigned to take charge of implementing the tasks of Resolution 98 create maximum conditions for press and radio agencies to access information, grasp the orientation and content for effective propaganda.
At the same time, proactively organize the provision of periodic information, especially proactively informing about issues related to Resolution 98 so that press agencies can promptly carry out media articles according to the city's policies.
Proactively propose key contents that need to be informed and disseminated within the scope of the unit's tasks. Coordinate with the Department of Information and Communications to provide relevant information and documents to serve information and dissemination work. Directly and proactively organize and implement a number of information and dissemination activities within the scope of assigned tasks.
