The first time stepping up to the podium to honor the Advanced Youth of the Central Highlands region held in Gia Lai last March, Mr. Pham Thanh Sang - an officer of the Provincial Customs Department could not hide his emotion and pride.
Mr. Sang said, just a few minutes on stage but it was like a fast-forward film about his journey of efforts with work over the past 12 years. Working in customs since 2011, going through many positions from Nam Giang Border Gate officer to Ky Ha Port Border Gate helped Mr. Sang gain more experience and solidify his professional expertise.

At the port, the volume of goods coming in and out is large, diverse in types, many large enterprises, so the responsibility of customs officers is very high. Therefore, the requirement for themselves is to be neat in style, attitude, speech, must have knowledge and skills to help customers understand correctly and quickly, helping the work go smoothly.

From practical work, in 2023, Mr. Sang had an initiative to improve the effectiveness of monitoring and management of transit goods that cannot be sealed, by using QR Codes to synthesize information and images. This method helps customs officers reduce paper records; information and images are stored scientifically and completely, saving time and printing costs during the inspection process.
Thanks to that, the customs clearance process is carried out faster, creating favorable conditions for businesses. Or before that, the initiative to improve the efficiency of statistics and reporting for transit and independent transport goods at Ky Ha Port Customs Branch also helped improve the efficiency of the unit's work.
Proactively taking on difficult and new tasks, constantly innovating, researching, and proposing breakthrough initiatives and solutions, from 2021 to present, Mr. Sang has had 3 innovative initiatives recognized and effectively applied in practice.

Not only good at his profession, Mr. Sang is also an active leader, helping the Customs Branch of Ky Ha Port operate effectively, implementing many meaningful tasks for the community.
With his efforts, from 2020 to present, he has been classified as having completed his tasks excellently, and was awarded the title of Outstanding Provincial Youth Union Secretary in 2021; Outstanding Young Officials, Civil Servants and Public Employees of Quang Nam Province in 2024; the title of "Advanced Youth Following Uncle Ho's Teachings for the period 2023 - 2024" by the Youth Union of the Central Highlands - Central Provinces; and was awarded the title of exemplary youth in implementing Conclusion No. 01-KL/TW by the Party Committee of the Provincial Agencies.
In April 2024, Pham Thanh Sang was transferred to work at the Control Team, Provincial Customs Department. "The recent recognition further motivates me to continue to make every effort in my work, aiming for a specific goal of contributing to the overall development of the Quang Nam customs sector," said Mr. Sang.

Dedicated to the profession
With nearly 18 years of working in the Social Insurance industry, for Phan Thi Bich Thoa - a specialist at the Provincial Social Insurance Office, the joy every day is helping people and workers solve problems related to social insurance policy benefits.

Working at the One-Stop Department of the Social Insurance Agency, Ms. Thoa and her colleagues come into contact with many files and answer people's questions related to procedures, regimes, and policies of social insurance, health insurance (HI), unemployment benefits (UCTN)... As a bridge between the Social Insurance Agency and the people, Ms. Thoa sets high requirements for herself in terms of expertise, dedicated service attitude, and timely handling to ensure people's rights are guaranteed.
Ms. Thoa said that once an elderly man came to adjust the information on his wife's health insurance card so that he could promptly take her to Ho Chi Minh City for cancer treatment. In an urgent situation, she flexibly adjusted the information and promptly helped the patient transfer to another hospital for treatment.
“A few days later, my uncle returned to thank us and compliment us on the quick way the work was handled. We were very happy. For me, the joy every day is helping people and workers ensure their rights related to social insurance policies,” Ms. Thoa shared.

The nature of her daily work involves contacting many people, and it is inevitable that there will be hot-tempered people, but Ms. Thoa still calmly listens, patiently resolves each case, provides specific instructions on regulations, and helps them complete their records quickly, especially records for receiving unemployment benefits or adjusting information on health insurance cards in urgent cases.
Recently, the number of people requesting to withdraw their social insurance at one time has increased. She has learned about each person's story to provide appropriate advice, helping people better understand the social security policies of the Party and State.
I put myself in their shoes to understand and choose the appropriate way to handle things, both ensuring compliance with regulations and promptly resolving problems that people and workers encounter.

According to Ms. Thoa, the work at the One-Stop-Shop is very specific, requiring staff here to fully understand the regulations to promptly handle or advise leaders to handle cases beyond their authority. To help people reduce travel or waiting time, she carefully checks the documents upon receipt.
“The policy of the industry is to serve the people, working at the One-Stop Department, we see our responsibility more clearly. When we help people solve problems and resolve related policies, we all feel happy, which is the motivation to stick with the job” - Ms. Thoa confided.
Pioneer in carrying out the mission

Taking on the position of Chief of the Provincial Inspectorate Office since 2021, Ms. Vo Thi Thuy Ha has always been dedicated to her work, firmly grasping the Party's guidelines, policies and laws of the State to promptly advise the leadership on issuing solutions to improve work efficiency. Notably, immediately after the 2022 Inspection Law and Decree No. 43/2023 of the Government detailing a number of articles and measures to implement the Inspection Law were issued, Ms. Ha proactively researched and updated the new functions and tasks of the industry.
According to Ms. Ha, through research, Article 77 of the 2022 Inspection Law has provisions on the appraisal of draft inspection conclusions, but it is still general and not specific, causing difficulties in the process of appraising draft inspection conclusions and has not clearly stated the position of the Head of the Appraisal Team for draft inspection conclusions.
"Therefore, when Decree No. 43 was issued, I saw that there were "new turning points" for the appraisal work, so I advised the leaders and was assigned the task of developing the "Procedure for appraisal of draft inspection conclusions in the province". The nature of office work will not be as "specialized" as Department 2 on legal work or Department 3 on appraisal work.
However, when taking on the responsibility, we must focus on implementation, quickly build a process for early application. And after nearly 4 months, the process was completed, approved by the leadership and allowed to be applied from November 2023. This is a completely new process, not many provinces and cities in the region have implemented it yet" - Ms. Ha said.

According to Ms. Ha, the "Procedure for appraising draft inspection conclusions in the province" was created based on the 2022 Inspection Law and Decree No. 43/2023 of the Government to help the Head of the Draft Inspection Conclusion Appraisal Team fully grasp the principles of appraisal, ensure the correct scope of authority, correct order and procedures according to the provisions of law; assessment and conclusion ensure objectivity, fairness, and respect for the rights of relevant entities. At the same time, it helps to speed up the appraisal time of the draft Inspection Conclusion, reduce travel and accommodation costs, save costs and improve the effectiveness of inspection work.
Along with that, the Provincial Inspectorate Office is continuing to be assigned by the leaders to draft regulations on the functions and tasks of the Provincial Inspectorate and is collecting opinions from departments, branches and localities. At the same time, studying solutions to implement administrative reform and digital transformation of the Provincial Inspectorate. Recently, the Provincial Inspectorate Office has built and operated the software for receiving citizens and managing complaints and denunciations in the province and integrated the Quang Nam Provincial E-Government System; the software for dialing numbers to select people to have their assets and annual income verified, etc. has been highly appreciated by all levels.
I am aware of my responsibility to the industry and the assigned work, regularly researching new regulations and new solutions to better serve the needs of people and businesses. Thereby improving work efficiency, worthy of Uncle Ho's teaching: "Inspectors are the eyes and ears of superiors, and friends of subordinates."

Arouse the spirit of responsibility, dare to think, dare to do
Deputy Secretary of the Provincial Agencies Party Committee - Nguyen Xuan Duc said that the implementation of studying and following Uncle Ho's example in the Provincial Agencies Party Committee is increasingly going into depth. Through the preliminary review of 3 years of implementing Conclusion No. 01, the Provincial Agencies Party Committee commended and rewarded 26 collectives and 39 individuals, including many party members and the masses who do not hold leadership and management positions.
