Not only causing a huge waste of land and financial resources, and ruining the urban beauty, the long-delayed progress of apartment buildings has been causing many difficulties for hundreds of customers who have paid 70-100% of the value of the apartment purchase contract at this project.

According to the investigation of the Hanoi Moi Newspaper reporter, the Van Khe New Urban Area Expansion Investment Project (abbreviated as Usilk City Project) was approved and allowed for investment by the People's Committee of Ha Tay Province (old) in Decision No. 2781/QD-UBND dated July 24, 2008 on an area of 92,106.9m2 in La Khe and Van Phuc wards (Ha Dong district). The project is divided into 4 clusters of works (from CT1 to CT4) with 9 apartment blocks including: CT1-101, CT1-102, CT1-103, CT1-104, CT2-105, CT3-106, CT3-107, CT4-108, CT4-109) from 25 to 50 floors high with 3,674 apartments. The total investment of the project is more than 291.56 billion VND.
With the goal of completing the infrastructure of the entire area and developing high-end apartment buildings with diverse architectural designs to meet the needs of customers, the project officially started construction at the end of 2008. According to the investor's commitment, all apartment blocks will be put into use by the fourth quarter of 2013. However, currently only buildings: CT1-101, CT1-102, CT1-103, CT2-105 have been completed and handed over to residents for use; while building CT1-104 has completed the rough construction and has not been handed over; buildings CT3-106, CT3-107, CT4-108 have stopped construction on the 5th floor and building CT4-109 has stopped construction on the 12th floor since 2012.
Witnessing the unfinished apartment buildings above, many people cannot help but feel sorry. Because the apartment blocks have stopped construction since 2012 until now, the concrete is covered with black mold, the iron pillars are rusty. Many people have compared this area to a real estate "graveyard" in the heart of the capital. Notably, recently, the inside of these unfinished apartment blocks has been rented out by the investor to make car garages, parking lots, pickleball courts, warehouses, etc.
It is known that since the project started, Song Da - Thang Long Joint Stock Company started selling apartments and mobilizing capital from customers. Specifically, more than 700 customers have paid from 70% to 100% of the contract value for buying and selling apartments in the above-mentioned unfinished blocks. However, instead of investing in the construction of the project to hand over according to the committed schedule, the project investor used the capital mobilized from customers buying future apartments to invest outside, using it for the wrong purpose. Due to the long delay in progress of the apartment blocks in the Usilk City Project, many customers still have to rent houses to live in, life is extremely difficult, many customers have died but still have not received their houses.
To clarify the reason why the CT3-106, CT3-107, CT4-108 and CT4-109 buildings have not been resumed yet, on March 28, the reporter went to schedule a meeting with Song Da - Thang Long Joint Stock Company, located on the 2nd floor, CT1-102 building, Usilk City Project. However, the reporter has not yet received a response from the project investor.
Regarding this issue, Head of the Economic, Infrastructure and Urban Department of Ha Dong District Chu Manh Ha said: In the face of the fact that the apartment blocks at the Usilk City Project have been behind schedule for many years, in recent years, the District People's Committee has continuously directed the departments to coordinate to resolve the existing problems and obstacles at the project, and at the same time reported to the City People's Committee to direct the investor to speed up the construction progress, complete and hand over the apartments to customers. However, due to the limited capacity of Song Da - Thang Long Joint Stock Company, it has not been possible to continue construction of the apartment blocks.
To avoid waste and ensure the rights of customers who have purchased apartments at the Usilk City Project, we hope that the Hanoi People's Committee will soon have strong instructions for the construction investor to soon complete the project and hand it over for use.
