The summary report of the Emulation Bloc stated: In the past time, with the attention of the Ministry of Home Affairs (Central Emulation and Reward Board), the leaders of the Ministries, branches of the units in the Bloc, the emulation and reward work has been implemented closely following the provisions of the Law on Emulation and Reward and related guiding documents.

Units in the bloc have proactively built and launched patriotic emulation movements to carry out tasks and solutions for socio-economic development in general and key tasks of each ministry and branch in the working year; built implementation plans, responded to emulation movements launched by the Government and the Prime Minister and organized the launching of emulation movements by topic and sudden of each unit.

The commendation work is carried out in accordance with regulations, promptly, in substance, with the right achievements, the right work, and the right people. The quality of commendation is improved, thematic commendation is focused on and implemented regularly; the work of considering titles and awards is in accordance with procedures and legal regulations.

Emulation evaluation work is carried out democratically, publicly and transparently, creating a spirit of solidarity and unity throughout the agency and unit.

On the side of the Ministry of Culture, Sports and Tourism, the conference report stated: The Ministry of Culture, Sports and Tourism has organized propaganda, dissemination and implementation of the Party's guidelines and policies, President Ho Chi Minh's ideology on patriotic emulation; the State's legal policies on emulation and rewards to create a change in the awareness of all cadres, civil servants, public employees and workers about the role, position and importance of emulation and rewards; Focused on organizing the implementation of Directive No. 19/CT-TTg dated July 16, 2021 of the Prime Minister on launching emulation to successfully carry out the annual socio-economic development tasks and the 5-year Plan (2021-2025) according to the Resolution of the 13th National Congress of the Party; the Central Committee's specialized resolutions on cultural development.

The whole industry actively responded to the Movements "All people unite to build a cultural life"; "All people exercise following the example of great Uncle Ho"; "The whole country joins hands to build new rural areas", "Vietnamese enterprises integrate and develop", "The whole country joins hands for the poor - leaving no one behind"; "Cadres, civil servants and public employees compete to practice office culture"... Especially the implementation of the Project "Propaganda of typical advanced examples for the period 2022 - 2025" according to Decision No. 1526/QD-TTg dated December 9, 2022 of the Prime Minister.

Regarding the emulation movement "The whole country joins hands for the poor - leaving no one behind": Implementing Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister approving the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025, the Ministry of Culture, Sports and Tourism has been actively developing documents to guide, direct and implement the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas. The Ministry of Culture, Sports and Tourism's Trade Union regularly supports and helps union members, policy families, and workers in difficult circumstances working in the Culture, Sports and Tourism sector.

In 2024, 04 collectives and 89 individuals under the Ministry of Culture, Sports and Tourism were awarded at the state level. Specifically, the President issued the following commendation decisions: Awarding the title "Meritorious Artist" to 05 individuals; awarding the Second-class Labor Medal to 02 individuals; Third-class Labor Medal to 17 individuals; The Prime Minister issued the following commendation decisions: Awarding the "Government Emulation Flag" in 2023 to 03 collectives under the Ministry; awarding the title "National Emulation Fighter" to 01 individual under the Ministry; awarding Certificates of Merit to 01 collective and 03 individuals under the Ministry (commendating work achievements); awarding Certificates of Merit to 61 individuals with outstanding achievements in international sports competitions in 2023 (commendating outstanding achievements in sports); The Minister of Culture, Sports and Tourism has issued the following commendation decisions: Decision to recognize the title of "Ministry-level Emulation Fighter" in 2023 for 12 individuals of agencies and units under the Ministry; Decision to award Certificates of Merit to 215 collectives and 1,249 individuals for their work achievements and outstanding achievements; awarding the "For the cause of culture, sports and tourism" Medal to 423 individuals at home and abroad who have made many contributions to the cause of culture, sports and tourism.

Promoting the results achieved in 2024, the Emulation Bloc of the Ministries - Culture - Society has set out the direction for emulation and reward work in 2025, focusing on 7 key tasks including: Responding to and implementing well the emulation movement launched by the Prime Minister: "The whole country joins hands to build new rural areas"; emulation movement "For the poor - No one is left behind"; emulation movement "Cadres, civil servants and public employees compete to practice office culture". Emulation movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030". Emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste". Improving the quality of emulation and reward work, ensuring timeliness, compliance with regulations, publicity and transparency. Promote the dissemination and popularization of legal documents on emulation and reward work. Organize patriotic emulation congresses at all levels, towards the 11th National Patriotic Emulation Congress. Research and develop forms and measures to discover and replicate new management models and advanced models. Participate, coordinate and exchange experiences in emulation and reward activities of the Emulation Bloc of Science - Culture - Society sectors in a practical and effective manner. Strengthen professional training for cadres working on emulation and reward work at units.

On this occasion, the Emulation Bloc of the ministries, branches of Science - Culture - Society introduced the Head of the Bloc in 2025 as Vietnam Television, the Standing Deputy Head of the Bloc as Voice of Vietnam and the Deputy Head of the Bloc as the Ministry of Education and Training.

The emulation bloc of ministries, branches of Science - Culture - Society includes 14 units: Vietnam Social Security; Ministry of Education and Training; Ministry of Science and Technology; Ministry of Labor, War Invalids and Social Affairs; Ministry of Foreign Affairs; Ministry of Culture, Sports and Tourism; Ministry of Health; Hanoi National University; Ho Chi Minh City National University; Vietnam News Agency; Vietnam Academy of Science and Technology; Vietnam Academy of Social Sciences; Voice of Vietnam; Vietnam Television.
