President Vahagn Khachaturyan expressed his delight and appreciation for the official visit of National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly to Armenia; affirming that the first visit of a high-ranking Vietnamese leader to Armenia since the two countries established diplomatic relations is an important milestone in further promoting the traditional friendship and expanding cooperation between Vietnam and Armenia.
The President of Armenia said that the Armenian people and he personally admired President Ho Chi Minh; respected Vietnam, a heroic nation in the struggle for national liberation, a model of socio-economic development for many countries, including Armenia.
National Assembly Chairman Tran Thanh Man expressed his pleasure to represent the leaders of the Party and State of Vietnam in paying an official visit to Armenia; thanked the high-ranking leaders of Armenia, including the President, for their warm and respectful welcome to the delegation; and respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong and Prime Minister Pham Minh Chinh to President Vahagn Khachaturyan. National Assembly Chairman Tran Thanh Man emphasized that the Vietnamese people always remember the valuable support and assistance that the Armenian people have given to Vietnam in the struggle for national independence and in the cause of national construction and development.

Congratulating Armenia on its important achievements, especially in socio-economic development, improving people's lives, and affirming its position in the international arena, National Assembly Chairman Tran Thanh Man stated that Vietnam always attaches importance to the traditional friendship and multi-faceted cooperation with Armenia and wishes to promote and consolidate political trust, comprehensive and long-term bilateral cooperation, for the common interests of the two peoples, for peace, stability, and development in the region and the world.
On this occasion, National Assembly Chairman Tran Thanh Man shared Vietnam's outstanding socio-economic achievements in 2024, major orientations in 2025 and the following years towards a new era, an era of national prosperity.
National Assembly Chairman Tran Thanh Man also informed about the results of the talks with the Chairman of the Armenian National Assembly, especially the signing of the Cooperation Agreement between the two National Assemblies, the establishment of the Armenian-Vietnamese and Vietnam-Armenian Parliamentary Groups to promote cooperation between the two countries as well as between the two National Assemblies.

For his part, the President of Armenia emphasized that with the foundation of traditional relations and solid friendship, and with the goal of both sides to strongly develop the country, the two countries will continue to expand cooperation in many fields, especially in economics, health, tourism, infrastructure, and transport connectivity, maximizing the potential of each side.
In a sincere and open atmosphere, the two leaders were pleased with the positive developments in the Vietnam-Armenia relationship in many fields; acknowledged the maintenance of delegation exchanges at all levels, especially at high levels, through all channels, which have been actively and effectively implemented to continue strengthening relations and mutual trust, meeting the interests of both countries. At the same time, they highly appreciated the positive growth momentum of economic and trade cooperation between the two countries, especially in recent years after the Free Trade Agreement (FTA) between Vietnam and the Eurasian Economic Union (EAEU) took effect in 2016; in which the bilateral trade turnover in 2023 reached 342 million USD; in 2024 reached nearly 500 million USD, as well as highly appreciated the two countries' recent organization of a Business Forum, which contributed to connecting businesses to promote investment cooperation between the two countries.
Discussing major orientations to exploit areas with much room to deepen and make bilateral relations more effective, the two leaders agreed that geographical distance is not a barrier to bilateral cooperation.

Accordingly, the two leaders agreed that the National Assembly, Government and agencies of the two countries will coordinate, create a legal framework and favorable conditions for businesses of the two countries to directly connect and seek cooperation and investment opportunities; increase information exchange on policies and markets; research and remove difficulties for businesses of the two countries when investing in each other's markets; expand trade and investment cooperation, focusing on areas such as light industry, food industry, agricultural processing, production of modern construction materials using Armenian materials; promote cooperation in many new areas such as aviation connectivity, science and technology, innovation, digital transformation, artificial intelligence (AI), green transformation, etc. National Assembly Chairman Tran Thanh Man emphasized that Vietnam is ready to apply its advanced technologies in implementing projects in the field of technology - telecommunications, applying technological solutions in the industrial sector, tourism industry development projects, etc.
The two leaders agreed on the importance of promoting cooperation in the fields of defense, security, education and training, culture, sports, people-to-people exchange and tourism between the two countries. National Assembly Chairman Tran Thanh Man suggested that Armenia support Vietnam in training human resources in areas such as high technology, and increase student exchanges to learn from each other, share experiences and cooperate and develop together. The President of Armenia suggested that relevant agencies of the two countries have favorable visa policies for citizens of the two countries.
Discussing multilateral and regional cooperation, National Assembly Chairman Tran Thanh Man and President Vahagn Khachaturyan agreed that the two countries will continue to closely coordinate and support each other at multilateral forums, especially at the United Nations, the Inter-Parliamentary Union (IPU), the Inter-Parliamentary Assembly of Southeast Asian Nations (AIPA), the Francophone Parliamentary Union (APF), etc. National Assembly Chairman Tran Thanh Man affirmed that Vietnam is ready to support the connection of Armenia with ASEAN; at the same time, he asked Armenia to support the stance of ASEAN and Vietnam on the East Sea issue, resolving disputes by peaceful means, on the basis of international law, the United Nations Charter, and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

Informing each other about upcoming important multilateral events, National Assembly Chairman Tran Thanh Man announced that Vietnam will host the signing ceremony of the United Nations Convention against Cybercrime in October 2025 in Hanoi and respectfully invited senior leaders of Armenia to attend to contribute to the international community's joint efforts to combat this new type of crime. The President of Armenia highly appreciated Vietnam's organization of this important event, and announced that Armenia will host the COP 17 United Nations Conference on Biological Diversity in 2026 and hoped that Vietnam would send senior leaders to attend this important conference.
On this occasion, National Assembly Chairman Tran Thanh Man respectfully conveyed the invitations from General Secretary To Lam and President Luong Cuong to President Vahagn Khachaturyan to visit Vietnam soon. President Vahagn Khachaturyan happily accepted the invitation to visit Vietnam at a time convenient for both sides.
