Enhancing the leadership role of party organizations in state-owned enterprises

The conference unanimously assessed that the summary work had been planned, led, and directed by the Party Committee of the Bloc to be implemented urgently and seriously from the grassroots level upwards. The summary reports were carefully and meticulously prepared, closely following the outline and summary instructions of the higher levels.

Accordingly, all aspects of Party building work are implemented seriously, systematically and in accordance with regulations by Party committees at all levels. Political and ideological work has many innovations, focusing on grasping and orienting public opinion, protecting the Party's ideological foundation, creating unity and consensus in enterprises.

State-owned enterprises operate in many industries and fields and have important roles and positions in the economy.

Increasing autonomy for state-owned enterprises to operate more effectively

The study, dissemination, preliminary and final review of the Central Committee's resolutions, directives and conclusions are carried out seriously and in appropriate forms, creating a widespread political movement in Party committees and Party cells.

Personnel work is regularly implemented, in accordance with regulations and procedures. Training, fostering, and updating new knowledge are given importance, linked to job title standards, planning, and staff assignment and placement. The work of summarizing practices and researching theories is enhanced. Inspection, supervision, and Party discipline are given attention.

At the same time, Party committees at all levels in the Party Committee of the Bloc have led and directed corporations, general companies, and banks to promote production and business and restructure enterprises in the context of many economic difficulties and challenges. Enterprises and banks in the Bloc have made efforts to implement many solutions in production and business, achieving positive results, clearly demonstrating the role of State-owned enterprises, contributing to curbing inflation, ensuring some major balances of the economy.

This is also an important tool to stabilize the macro-economy, cope with market fluctuations, carry out national defense, security and social security tasks; fulfill obligations to the State, make important contributions to the national budget; at the same time ensure employment, increase income and regimes and policies for workers.

Regarding the direction and tasks in the coming time, the Party Committee of the Bloc determined to continue to strengthen the dissemination, raise awareness, firmly apply and creatively develop Marxism-Leninism and Ho Chi Minh Thought; persist in the goal of national independence associated with socialism and the Party's innovation policy; continue to affirm and enhance the leadership role of Party organizations in enterprises, agencies and units. In addition, it is necessary to improve efficiency and create changes in Party building work; focus on building and rectifying the Party and the political system in enterprises.

Party committees and branches continue to affirm and maintain their core role and comprehensive leadership in the activities of enterprises and units; regularly innovate leadership methods, improve leadership capacity, fighting strength of grassroots party organizations and the quality of party members.

Party committees at all levels should strengthen their orientation towards the grassroots, regularly exchange, dialogue and work with Party committees and organizations, focusing on direct dialogue with workers to build close relationships between Party leaders and Party members, and strengthen workers' trust in the Party.
