Nam Dinh strives to become a center of digital technology industry

In recent years, Nam Dinh province has made many important strides in applying science and technology, promoting digital transformation, creating leverage for the province's socio-economic development. Regarding the digital transformation roadmap, the province has continuously ranked in the top 10/63 provinces and cities nationwide, contributing to improving the administrative reform index (Par Index), ranked 6th/63 provinces and cities by the Ministry of Home Affairs.

Nam Dinh is one of the first 10 provinces and cities to complete the connection and exploitation of data from the National Population Database; and is one of the four leading units nationwide in receiving and processing records of two groups of interconnected public services.

In building a digital economy, the province has become a bright spot in the country in terms of e-commerce revenue, accounting for 9% of total retail sales, ranking 4th out of 63 provinces and cities. Developing a digital society has achieved many outstanding results, completing the activation of more than 1.3 million electronic identification accounts, making the province one of the leading provinces nationwide in deploying utilities to serve the development of digital citizens.

The results of digital social development not only contribute to improving the quality of life of the people but also strongly support the movement to build advanced and exemplary new rural areas. This achievement is the foundation for Nam Dinh to confidently promote the effective implementation of tasks according to the requirements of Resolution No. 57-NQ/TW.

Taking part with a determined and urgent spirit, Nam Dinh has issued plans, tasks, and key solutions, aiming to bring science and technology development, innovation and digital transformation, gradually becoming a leading factor in the province's socio-economic development, a driving force that actively contributes to building digital government, digital economy and digital society, clearly demonstrating the contribution of science and technology to the province's GRDP.

Specifically, by 2030, the potential, level of science-technology and innovation will reach advanced levels in many important fields, ranking among the leading provinces with good incomes; striving by 2045, to turn the province into one of the digital technology industrial centers of the Red River Delta region; sustainable economic growth based on the digital platform, striving for the digital economy to reach 45% of GRDP.

Right at the first meeting, the Steering Committee on Science, Technology, Innovation and Digital Transformation Development of Nam Dinh province proposed a plan for 2025 with 22 tasks covering the fields of propaganda, raising awareness, transforming thinking; training cadres; perfecting mechanisms and policies...

In particular, the province strives to establish a branch training high-tech human resources of prestigious domestic universities in the province to focus on developing human resources in basic sciences, engineering and high technology, strategic technologies (semiconductors, artificial intelligence, big data, etc.); comprehensively innovate the settlement of administrative procedures, provide public services regardless of administrative boundaries, etc.

On that basis, the Provincial Party Committee's Propaganda and Mass Mobilization Department guides all sectors and levels to focus on promoting propaganda in a simple and practical direction so that people can easily understand, remember and implement.

The Department of Education and Training has promoted the Provincial Technical Pedagogical School to cooperate with the Polytechnic University to discuss plans to build an additional Semiconductor Technology faculty or a branch in Nam Dinh; organize teachers to use AI technology in teaching. The provincial police force has implemented Project 06; promoted digital payments and ensured network information security.

The Provincial People's Committee Office, the Department of Science and Technology, together with sectors and localities, organized administrative reforms and built a paperless working environment down to the commune level to quickly meet practical conditions when the province and the whole country were quickly organizing and rearranging administrative units and streamlining the apparatus.
