Prime Minister: 'Digital literacy' is to eliminate illiteracy about digital transformation

According to the Prime Minister, the "Popular Digital Education" movement was inspired by, inherited and promoted from the "Popular Education" movement launched by President Ho Chi Minh.

Speaking at the launching ceremony of the movement and the launch of the "Digital Popular Education" platform on the afternoon of March 26 at Hanoi University of Science and Technology, Prime Minister Pham Minh Chinh emphasized that the "Digital Popular Education" movement is one of the important tasks to concretize Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation, towards digital learning and responding to the Digital Popular Education movement launched by General Secretary To Lam.

"If we perceive science, technology, innovation and digital transformation as objective requirements, strategic choices and top priorities in the current revolutionary period, we cannot fail to mention digital society, digital nation and comprehensive digital citizenship; from there, we cannot fail to have the movement of "Digital Literacy for All" , the Prime Minister said.

The Prime Minister also emphasized that the country is facing a historic opportunity to enter a new era of strong development with the main driving force coming from science, technology, innovation and digital transformation.

"We must carry out a particularly important and urgent task, which is to popularize knowledge and technology about digital transformation and digital skills for all people, that is, to "eliminate illiteracy" about digital transformation," the Prime Minister stated.

Youth play a pioneering role

Speaking at the ceremony, Mr. Bui Quang Huy, alternate member of the Party Central Committee, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, emphasized that "Digital literacy for all" is not only a movement, but also a policy of strategic significance, a historic opportunity for every Vietnamese person to master technology, master the future and a driving force to bring our country on par with the world powers.

In particular, youth must be the most proactive force. Today's youth is a generation born in an era associated with technology, a force with creativity and the ability to quickly apply digital technology into practice. Being involved in technological activities and digital transformation has become a natural and profound movement in the lives of young people.

“The Ho Chi Minh Communist Youth Union is deeply aware that raising awareness, changing the mindset and habits of young people about digital transformation, and promoting the vanguard role of young people in implementing the national digital transformation policy is a particularly important task for the Youth Union in the new revolutionary period,” said the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.

Launch of the "Digital Education for All" Platform

At the event, the Ministry of Public Security launched the "Digital Popular Education" Platform - a national training platform managed and operated by the Ministry of Public Security and the University of Technology.

The "Digital Popular Education" platform at https://binhdanhocvuso.gov.vn/ aims to deploy training courses, raise awareness of digital transformation and information security and safety, and support the deployment of online public services in provinces, cities, and ministries and branches nationwide.

The platform also coordinates the construction and evaluation of learning material repositories and operates courses on the platform, providing the most necessary and popular knowledge and skills to learners.

According to the Ministry of Public Security, the "Digital Popular Education" platform is designed based on the application of leading advanced technology standards in the field of online training, ensuring flexible scalability and meeting large-scale needs of learners.

Learners can access quickly and easily from any location with an Internet connection, on popular devices, providing interaction between teachers and learners in many forms, self-study according to video lectures, supervised learning both directly by humans or through artificial intelligence (AI)...;

Connecting to the Ministry of Public Security's electronic identification and authentication platform allows the system to identify learners through VNeID accounts, thereby tracking each learner's learning process in detail, evaluating, monitoring and reporting the learner's learning progress using AI facial recognition technology, ensuring seriousness in learning and exams.

Initially, the "Digital Education for the People" Platform has provided training for more than 200,000 students including civil servants, public employees, workers, armed forces... in 50 localities with 02 topics on Digital Transformation and Digital Space Security.

With its superior features, the “Digital Popular Education” platform is ready to be put into operation nationwide from April 1, 2025. The goal in the first year of implementation is to help reduce up to 80% of training and coaching costs compared to traditional methods, contributing to improving the effectiveness of state management, saving social resources and promoting the dissemination of digital knowledge to all people.

In the coming time, the Ministry of Public Security will coordinate with the Ministry of Science and Technology to issue technical standards for connecting with other digital platforms to effectively serve the national digital transformation.
