According to information from the Ministry of Finance, the State Treasury has just been assigned by the Ministry of Finance to temporarily suspend budget expenditures for the General Department of Vocational Education and the Department of Social Protection under the Ministry of Labor, War Invalids and Social Affairs.
In this document, the Ministry of Finance stated that the State Budget Law 2015 and Circular No. 137/2017/TT-BTC of the Ministry of Finance regulate the review, appraisal, notification and synthesis of annual financial statements.
The deadline for level I budget units under the Central budget to submit annual settlement reports to the Ministry of Finance is before October 1 of the following year.
However, as of March 5, 2024 (more than 5 months and 5 days past the deadline prescribed in the State Budget Law), the Ministry of Finance has not yet received complete reports on the 2022 state budget settlement from a number of units under the Ministry of Labor, War Invalids and Social Affairs to serve as a basis for appraisal and synthesis of the 2022 state budget settlement as prescribed.
On this basis, the Ministry of Finance assigned the State Treasury to direct relevant units to temporarily suspend state budget expenditures for the General Department of Vocational Education and the Department of Social Protection according to regulations.
The suspension of budget expenditures will be extended until there is a written instruction from the State Treasury.
