On May 29, at the meeting of the Party Committee of the Ho Chi Minh City People's Committee on the city's socio-economic situation in the first 5 months of the year, Secretary of the City Party Committee Nguyen Van Nen said that he had directed the inspection of all documents that the city had asked the Ministry of Planning and Investment.

Discussing some issues discussed at the meeting, Secretary of the City Party Committee Nguyen Van Nen recalled the recent story in which the Minister of Planning and Investment informed that the city sent many "questioning documents" related to proposals and recommendations.
According to Mr. Nguyen Van Nen, immediately after that, the Standing Committee of the City Party Committee directed and the Party Committee of the Ho Chi Minh City People's Committee followed up to clarify each content, the truth... He said, after carefully reading the report, he found that the questions from the city government agencies were all reasonable.
“ The questions have reasons and the answers also have arguments. But there are still many questions and answers that are not satisfactory. Both sides are not satisfied. This is an issue that requires careful consideration, not generalizations. Each case has its own case. Agencies must continue to review and handle it within their scope of responsibility,” Mr. Nen stated.
The Secretary of the Ho Chi Minh City Party Committee said that he has directed a specific inspection of all documents to see who asked the wrong or unnecessary questions and then handle that person's responsibility. This, he said, is to properly implement the direction of General Secretary Nguyen Phu Trong.
“ The General Secretary said that in leadership, direction and administration, we must issue regulations and documents that are easy to understand, easy to remember, easy to do, easy to check, easy to correct and easy to handle responsibilities. So, in this story, there are things that are not clear about this. We must continue to put that spirit into practice. The instructions must be clear if it is a legal document and if the document has not been uniformly regulated, there must be an explanation and a way to implement it, instead of talking about it over and over again, but must see more clearly the nature of the problem ,” Mr. Nen emphasized.
Start slow, finish "race"
At the meeting, Secretary of the City Party Committee Nguyen Van Nen also noted the disbursement of public investment. According to him, the city started slowly, leading to the time to "overcome obstacles, accelerate and reach the finish line" being difficult and having to race.
" When inspecting key projects such as Ring Road 3, we see that departments and agencies have plans to assign work each day. However, if we start and do it earlier, it will definitely be different. It is not "relaxed at the beginning of the year, rushed at the end of the year". This needs to be learned from experience " - Mr. Nen noted.
According to the head of the Ho Chi Minh City Party Committee, the city's leaders did not require units to disburse funds earlier because the detailed scenario has been planned for each specific day and month. However, he said that this is a lesson to accelerate and overcome obstacles to the maximum in the coming period, and to avoid problems so that the city can achieve the target of a public investment disbursement rate of over 95%.
Secretary of the City Party Committee Nguyen Van Nen acknowledged: "The bright spot" of the city's departments and branches in the past time is the coordination with Government agencies to complete the contents submitted to the National Assembly on "New Resolution 54". Up to now, the efforts and endeavors of the city's political system have received high support and consensus from National Assembly deputies, people and the business community, scientists and experts on the city's proposals and recommendations.
“The most important thing for us now is to prepare for action when the National Assembly passes it to put the resolution into practice as soon as possible ,” Mr. Nen emphasized.
