Early completion of the report on adjusting the general construction planning and adjusting the boundary of the Southeast Quang Tri Economic Zone

This morning, February 13, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien chaired a working session with relevant departments, branches and localities on the Project to Adjust the General Construction Planning and the Project to Adjust the Boundary of the Southeast Quang Tri Economic Zone.

The project to adjust the master plan for construction of the Southeast Quang Tri Economic Zone (KKT) to 2045 has new adjustments compared to the planning project approved in 2016.

Accordingly, adjust and rearrange according to large, directional subdivisions. Adjust the scope, scale, function, space, land and main infrastructure framework towards greening, integrating and optimizing the functions of the subdivisions.

Proposing Quang Tri power and energy center, developing offshore wind power according to the marine economic strategy. Forming a complex of production, landing and storage, processing of energy products, technology research, energy transit, large scale, regional level.

Arrange a chain of logistic service areas to exploit the advantages of geographical location and traffic in the Southeast Economic Zone, diversify types of logistics of seaports, airports, river ports, industry... Ecological area of ​​the confluence of Hieu River and Thach Han River and water area, develop aquaculture combined with discovery and experience tourism.

Increase the scale of industrial land to more than 800 hectares (bring the multi-industry industrial development reserve into the early stage of 2030). Redefine the rural development area associated with the mixed-function area along the main traffic axis. Orient the development of highly adaptive rural agricultural areas. Add the coastal road from Trieu An to Hai An, which is a development road associated with security - defense and coastal patrol...

Regarding the adjustment of the boundary of the Southeast Quang Tri Economic Zone, it is necessary to ensure that the Economic Zone has been established in the same commune-level area or from the area of ​​one commune to the area of ​​another commune level in the same district-level area, but the total area of ​​the Economic Zone does not change by more than 10% and the district-level areas do not change.

The Southeast Quang Tri Economic Zone includes 17 communes and towns. Specifically, Hai Lang district has the communes of Hai An, Hai Vinh, Hai Khe, Hai Duong, Hai Binh, Hai Truong and Dien Sanh town (Hai Ba and Hai Que communes are no longer there, and a part of the area belonging to Hai An, Hai Truong communes and Dien Sanh town is added).

In Trieu Phong district, there are the communes of Trieu Phuoc, Trieu Trach, Trieu Co and Trieu Tan. In Gio Linh district, there are the communes of Gio Hai, Gio Mai, Gio Quang, Gio Chau, Gio Thanh (additional expansion of part of the area belonging to Gio Quang, Gio Chau, Gio Thanh communes) and Cua Viet town.

Concluding the working session, Vice Chairman of the Provincial People's Committee Le Duc Tien assigned the Provincial Economic Zone Management Board to urgently draft a submission with the documents of the Provincial People's Committee to send to the Ministry of Planning and Investment according to regulations. Departments, branches and localities actively and proactively support consulting and explaining issues related to expertise and scope of work assigned to manage. Participate in giving consensus opinions in the process of appraising the Master Plan Adjustment Project and the Southeast Economic Zone Boundary Adjustment Project.

The Vice Chairman of the Provincial People's Committee requested relevant agencies and units to carry out two tasks in parallel: the procedures for the Project to adjust the general construction planning and the Adjustment of the boundary of the Southeast Economic Zone. Thoroughly grasp the principle of not developing detailed planning but basing on the general planning to easily implement the zoning planning later.

At the same time, it should be noted that in the process of adjusting the general construction planning and adjusting the boundary of the Southeast Economic Zone, it must be ensured that it does not affect people's residential land.
