To date, only 3/87 households and individuals in Khac Niem ward, Bac Ninh city, Bac Ninh province whose residential land was confiscated to build the Ring Road 4 of the Capital Region - Section passing through Bac Ninh province have received compensation. The reason why people have not received it is because they still have questions about the compensation and resettlement prices.
In Bac Ninh city, the project to invest in building the Ring Road 4 of the Capital Region passes through 3 wards: Khac Niem, Nam Son, and Hap Linh. While 100% of the agricultural land area has been compensated, supported, and cleared, the residential land area and land allocated without authority are facing difficulties because many households have not agreed to receive compensation.
Many households whose land was confiscated have not received compensation yet.
For example, in Khac Niem ward, 87 households and individuals have nearly 16,300 m2 of land recovered to build the Ring Road 4 of the Capital Region with a total compensation cost of more than 409 billion VND. However, so far, only 03 households have come to receive compensation with a total amount of more than 3.7 billion VND.
The Ring Road 4 - Capital Region project has a total length of about 112.8 km, passing through the provinces and cities of Hanoi, Hung Yen and Bac Ninh with a total investment of nearly 86,000 billion VND, of which 35.3 km passes through Bac Ninh city, Que Vo town and Thuan Thanh, Gia Binh district, Bac Ninh province.
Along with that, the City Compensation, Support and Resettlement Council met to approve the first phase of resettlement plan with 101/112 land lots, the land use fee to be paid is over 250,406 billion VND, the remaining 11 lots have not been approved due to incomplete legal documents according to legal regulations.
At the meeting of the City Steering Committee to implement the Investment Project to build Ring Road 4 - Hanoi Capital Region (section passing through Bac Ninh city) held on March 11, 2025, the leaders of Bac Ninh city focused on discussing and resolving 8 difficulties and obstacles in the compensation and site clearance work of the Project in 3 wards of Khac Niem, Nam Son, and Hap Linh.
Some households have differences in area between actual measurement and Land Use Rights Certificate; many households do not receive compensation and support and do not agree with the resettlement location; the situation of land use is not properly assigned; families have constructions and assets not within the recovery boundary but are affected when other households demolish the main house and have to rebuild on the remaining area...
Affirming that the project has important significance in the socio-economic development of the province and city, the project's early completion will soon open up new development space, the people and businesses of Bac Ninh will enjoy, Mr. Ta Dang Doan - Secretary of Bac Ninh City Party Committee requested the city's specialized agencies, units and wards to coordinate to urgently complete related documents and procedures; promote propaganda, mobilization, explanation, create consensus, high spillover effect among the people, strive to complete the site clearance of the entire remaining area before March 2025.

To resolve the problem, on the afternoon of March 12, 2025, the People's Committee of Bac Ninh City held a dialogue meeting with households and individuals whose residential land was recovered to implement the Investment Project to build Ring Road 4 in the Capital Region. At the dialogue, people expressed their agreement with the policy of building Ring Road 4 and hoped that the government would increase the level of support for land and assets on land to be close to the land price in the resettlement area so that people can feel secure in moving to a new place.
Along with that, there are opinions suggesting that the government create conditions, based on the actual situation, to arrange additional resettlement plots, and compensate with land for multi-generational households living together on a piece of land but have not yet had time to separate the plots...
Directly listening to the opinions of the people, Mr. Nguyen Manh Hieu - Chairman of the People's Committee of Bac Ninh City Nguyen Manh Hieu discussed and answered the problems and recommendations of each household and affirmed that the compensation, support and resettlement plans were built in accordance with the provisions of law.
In particular, Bac Ninh city has made the most of policies to increase compensation and support levels, ensuring the best legitimate rights and interests of the people. The Chairman of the Bac Ninh City People's Committee noted that households that are still concerned about the policy mechanism or have not fully listed the assets that need support should review and send them to the city soon so that competent authorities can answer and support them.
According to the report of the Management Board of the Traffic and Agriculture Project of Bac Ninh province, up to now, the project component 1.3, the work of compensation, support, and site clearance for the construction of Ring Road 4 in the Capital region has handed over 364 hectares (100%) of agricultural land and difficult-to-cultivate land; about 8.6 hectares of residential land, land sold without authority, disputed farm land, assets on land... of 435 households have not handed over the site with a length of 4.7km.
Hand over the site to the investor before March 31, 2025
Currently, the contractors constructing Ring Road 4 - the capital region are arranging 33 construction teams with a total construction value of 627.83 billion VND (27.31%); of which, package 14 reached 36.19%, package 15 reached 26.62%, package 16 reached 20.67%. The disbursement value of construction output on the construction site reached 308.72/588.01 billion VND.
Along with difficulties in site clearance, sand resources are very scarce, some sites have not yet moved infrastructure works... directly affecting the project's construction progress.
To speed up the construction progress, the investor requested that localities hand over the residential land area, land allocated beyond their authority, and disputed farm land to the investor before March 31, 2025, and land outside the 90-meter boundary to serve the construction of intersections, roads, and ditch improvements before April 30, 2025.
At the same time, urgently relocate medium-voltage and low-voltage power lines, underground cables, telecommunications, pumping stations and clean water so as not to affect the construction process. The relocation of all technical infrastructure items is expected to be completed in September 2025. Regarding resettlement projects, 2 projects have been completed and 8 projects are under construction.
Regarding the issue of compensation and site clearance, Mr. Ngo Tan Phuong - Vice Chairman of the People's Committee of Bac Ninh province assigned the Department of Agriculture and Environment and the Department of Construction to support and guide localities to thoroughly resolve problems; localities must uphold their sense of responsibility, give strong direction, and hand over the site in accordance with the direction of Bac Ninh province.
The project to build Ring Road 4 - Hanoi Capital Region is a national key project, with a total length of 112.8km (including 58.2km through Hanoi, the remaining 9.7km connecting to Hanoi - Ha Long Expressway and the part passing through Hung Yen and Bac Ninh provinces). The preliminary total investment of the project is 85,813 billion VND.
The 35.3km Ring Road 4 project of the Capital region passes through Bac Ninh city, Que Vo town and Thuan Thanh, Gia Binh district, Bac Ninh province.
