According to the feedback from many businesses providing entertainment services in Ha Long Bay, on August 1, the People's Committee of Quang Ninh province announced the opening of 4 water areas allowing entertainment activities at sea in this world natural heritage. However, up to now, no business has signed a service business contract in the 4 water areas mentioned above.
Rowing boat service in Luon cave area on Ha Long bay
Mr. TVP (representative of a service business on Ha Long Bay) said that after the information about the Quang Ninh Provincial People's Committee announcing the opening of water areas allowing entertainment business activities on Ha Long Bay, many businesses have purchased equipment such as kayaks and speedboats to wait for contracts to be signed. However, up to now, nothing has been seen.
"More than a year ago, many businesses were stopped from signing contracts because they did not comply with Decree 48 of the Government. Until now, when the procedures have been removed, everything has not been resolved," said Mr. TVP.
It is noted that in the Luon Cave area on Ha Long Bay, kayaking and rowing boat activities carrying passengers are still taking place normally while the procedures of these businesses have not been completed.
Speaking to Thanh Nien , the leader of the Ha Long Bay Management Board said that in order to provide services to tourists, the unit will temporarily allow businesses to continue operating. However, up to now, the unit has not signed a contract with any business.
Entertainment services such as kayaking and rowing boats on Ha Long Bay have not been contracted with any business by the Ha Long Bay Management Board.
Currently, in Ha Long Bay, there are 15 businesses and households providing entertainment services in Ha Long Bay with 2,135 kayaks, 240 rowing boats and about 100 speedboats.
Faced with delays that have caused thousands of vehicles and equipment to be at risk of being "shelved", on September 7, the Department of Transport of Quang Ninh province sent a document to the Ha Long Bay Management Board requesting that this unit soon put entertainment services into operation in the four water areas announced by the Quang Ninh Provincial People's Committee; at the same time, it is responsible for supervising and managing to ensure safety.
Quang Ninh Province Department of Transport also requested Ha Long Bay Management Board not to allow units to operate without completing the required procedures.
It is not known when the Ha Long Bay Management Board will standardize entertainment services on Ha Long Bay. Meanwhile, businesses, after 3 years of being affected by the Covid-19 pandemic, continue to have to wait.
Previously, Thanh Nien had many articles reflecting on the situation of some recreational activities on Ha Long Bay such as kayaking, rowing boats... operating without complying with the regulations of Decree 48/2019/ND-CP dated June 5, 2019 of the Government.
Specifically, enterprises do not declare their operating waters according to the provisions of Decree 48/2019/ND-CP. After the series of articles by Thanh Nien , the People's Committee of Quang Ninh province directed the Department of Transport and related sectors and localities of Quang Ninh province to advise and remove obstacles in the implementation of Decree 48/2019/ND-CP.
After that, 4 water areas were announced to be operational, including: Luon Cave area, area: 5.23 ha; Cua Van fishing village area, area: 29.56 ha; Dong Tien Lake - Trinh Nu Cave area, area: 32.55 ha; Cong Do area, area: 62.36 ha.
