Speaking at the opening of the conference, Minister Baykham Khattiya said that in the first session, CLMTV countries discussed the situation and migration statistics by referring to the CLMTV Joint Declaration on Safe Labor Migration, the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers and the Conventions of the International Labor Organization...
"The conference is an opportunity for CLMTV countries to share and discuss more on various issues regarding domestic legal innovation to respond to the situation of migrant workers.
This is also an opportunity for CLMTV countries to develop and amend relevant policies, laws and regulations, in line with protecting and promoting the rights of migrant workers...", the Minister emphasized.

Speaking at the conference, Deputy Minister Nguyen Ba Hoan emphasized that with the geographical characteristics of a common border, cross-border labor migration is one of the major priorities in CLMTV cooperation, bringing practical benefits to the people and economic development of each country.
The difference in economic development levels between countries and the need for labor to serve socio-economic development have pushed people in border provinces to constantly migrate to neighboring countries in search of jobs.
"Ensuring social security, including participation in social insurance through policies and connecting social insurance between countries for these migrant workers is a goal that needs to be focused on to ensure their legitimate rights and interests," Deputy Minister Nguyen Ba Hoan summarized.

Deputy Minister Nguyen Ba Hoan said that Vietnam highly appreciated the discussion and adoption of the CLMTV Labor Ministers' Statement on social insurance linkage for migrant workers.
Because there is no social insurance linkage among CLMTV countries, many migrant workers in the region do not have social insurance, are not guaranteed basic social security rights, and face many difficulties and are not guaranteed fairness when encountering risks in life abroad.
"Implementing bilateral or multilateral social security agreements, especially social insurance linkages, will help migrant workers maintain their rights to pensions and ensure that these rights can be transferred across borders," Deputy Minister Nguyen Ba Hoan noted.
According to the leader of the Ministry of Labor, War Invalids and Social Affairs, Vietnam always focuses on protecting the legitimate rights and interests of workers working abroad through perfecting relevant laws and policies.

Specifically, the Law on Vietnamese Workers Working Abroad under Contract, effective from 2021, has amended and supplemented many regulations to effectively manage workers working abroad. The Law on Social Insurance was issued in 2006, amended in 2014 and is currently being amended and submitted to the National Assembly for approval in 2024 ...
"The initiatives, experiences on policies and practices among the five countries that the officials shared on social insurance linkage and the commitments of the Ministers at today's Conference will contribute to strengthening cooperation in the field of social insurance, soon promoting the process of social insurance linkage among CLMTV countries as well as proposing new cooperation contents in the coming time," Deputy Minister Nguyen Ba Hoan believes.
According to Mr. Nguyen Ba Hoan, Vietnam is committed to closely coordinating and cooperating with other countries in effectively managing cross-border labor migration as well as promoting exchange capabilities towards possible social insurance linkage in the future.

At the conference, senior labor officials and delegates from CLMTV countries reviewed and basically approved the CLMTV Declaration on the Transferability of Social Security Benefits for Migrant Workers. The CLMTV Declaration is expected to be signed by CLMTV Ministers within 1 month and 10 days.
