On the evening of September 20, a special aircraft with registration number SUM 9127 of the Ministry of Civil Defense, Emergencies and Disaster Relief of the Russian Federation (Russian Ministry of Emergency Situations) landed at Noi Bai International Airport, carrying 35 tons of aid to help Vietnam overcome the consequences of storm No. 3.
Immediately afterwards, in the presence of representatives of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development), Charge d'Affaires of the Russian Federation in Vietnam Ivan Sergeevich Nesterov, the delegation of the Russian Ministry of Emergency Situations and staff of the Russian Embassy in Hanoi held a handover ceremony of 35 tons of goods to the Vietnamese side.
The aid includes: Mobile power stations, 30-seat tents, 10-seat tents, sugar, canned meat and canned fish. It is expected that these aid goods will be delivered to Lao Cai province on September 20.

Speaking at the handover ceremony, on behalf of the Government of the Russian Federation and the Russian people, Mr. IS Nesterov expressed his sincere condolences for the tragic consequences of storm No. 3 in the northern provinces.
Affirming that the Russian Federation and Vietnam have a good tradition of mutual assistance, the Charge d'Affaires of the Russian Federation in Vietnam said that the 35 tons of aid goods handed over today are a manifestation of the traditional friendship between the people of the two countries over the past 75 years.
"I believe that this humanitarian support will help the Vietnamese people affected by storm No. 3 to soon stabilize their lives," Mr. IS Nesterov emphasized.
At the handover ceremony, Mr. Nguyen Van Tien, Deputy Director of the Department of Dyke Management and Natural Disaster Prevention and Control, expressed his deep gratitude for the timely assistance that the Government of the Russian Federation has given to Vietnam in the spirit of traditional friendship and comprehensive strategic partnership between the two countries.
