Propose early preferential policies to restore production after storm No. 3
At the meeting with voters, National Assembly deputies informed about the expected content of the 8th Session of the 15th National Assembly and summarized responses to voters' recommendations on issues under the jurisdiction of the National Assembly, the Government, ministries and central branches; and the jurisdiction of the Hanoi People's Committee. Accordingly, the 8th Session of the National Assembly is expected to consider and pass 16 laws, 2 resolutions and give opinions on 12 draft laws.
Voters expressed joy, excitement, and trust in the Party's guidelines and policies, and the State's policies with 26 contents on legislative work; 9 groups of contents on socio-economics, State budget, supervision and other important issues passed at the 8th Session of the 15th National Assembly. At the same time, voters expressed interest in solutions to overcome the consequences of storm No. 3; the arrangement of administrative units; salaries for preschool teachers...
Voters of Thanh Xuan district hope that the National Assembly will soon consider issuing a Resolution approving the arrangement of administrative units at the district and commune levels of Hanoi and other provinces and cities nationwide when ensuring the necessary criteria for early implementation into life; the National Assembly will restore the Committee for Child Care and Protection to have the best State management agency for children, representing the legitimate rights and interests of children, meeting the requirements of the tasks of today's social situation; the National Assembly will study and consider payment options for people when they go to the wrong level of medical examination and treatment (level 2 and level 1 provincial hospitals - not classified as final level) for outpatient examinations (can be paid according to an appropriate %) so that people are guaranteed their rights when participating in insurance.
Cau Giay District voters suggested that the National Assembly should strengthen supervision, inspection, and adjustment of the activities of the government and law enforcement agencies to protect, maintain, and promote the achievements of the viewpoint of "economic development associated with maintaining political stability"; avoid separating and merging organizations and apparatus to maintain long-term stability...
Faced with the impact of storm No. 3 causing severe damage, voters suggested that the National Assembly and the Government should have specific and timely incentive policies for businesses and people to restore production, build and repair houses, etc., and prioritize investment in building educational facilities in mountainous areas. At the same time, it is necessary to consider and agree on ways to mobilize people to support compatriots affected by storms and floods in a suitable and effective manner, avoiding overlap.
The Capital Law will promote the quality of the People's Council's activities.
Speaking on receiving voters' recommendations, Deputy Head of the Hanoi National Assembly Delegation Nguyen Ngoc Tuan said that this was the first voter contact activity of the Hanoi National Assembly Delegation before the session. The opinions and recommendations of voters in the three districts of Cau Giay, Nam Tu Liem, Thanh Xuan were very enthusiastic, demonstrating their close monitoring of the activities of the legislative body, the supervision activities and decisions on important issues of the National Assembly; requesting the districts to accept and select opinions within their authority for consideration and resolution.
The Chairman of the City People's Council said that the City is implementing major key tasks related to planning, especially the revised Law on the Capital, so all levels and sectors need to step up propaganda work to help cadres, party members, people and voters understand and properly implement the policies of the Law.
Regarding the recovery from storm No. 3, comrade Nguyen Ngoc Tuan said that the Government has had many important solutions, including tax deferrals for businesses, and currently Hanoi has also issued specific instructions. It is expected that the thematic meeting of the City People's Council in early October 2024 will also consider a number of policies for the agricultural sector, investment policies for construction works, dams, and social security.
Currently, the city is focusing on implementing key projects, accelerating the socio-economic development tasks for the 5 years of 2021-2025; at the same time, organizing many activities to celebrate the 70th anniversary of the liberation of the capital; practicing defense zones... The Chairman of the City People's Council requested the districts to focus on solutions to complete the planned targets; remove difficulties for people and businesses, and ensure good social security in the locality.
Regarding voters' opinions related to the arrangement of administrative units, Chairman of the City People's Council Nguyen Ngoc Tuan said that Hanoi has completed all steps according to the process, and it is expected that after the arrangement, there will be 518 communes and wards, a reduction of 61 units. The content of public education development is suitable for urban development, requiring districts to review and report proposed adjustments. Regarding opinions related to the Law on Health Insurance, child protection policies, etc., comrade Nguyen Ngoc Tuan accepted and said that he would mention them during the discussion in groups and in the hall.
Regarding voters' opinions on urban government, not organizing People's Councils at ward level, according to Chairman of the City People's Council Nguyen Ngoc Tuan, Hanoi has been effective in recent times. The regulation in the Capital Law (amended) will increase the number of delegates, including full-time delegates for the City People's Council and districts, which will further promote quality.
