According to Circular No. 37/2023/TT-BTC of the Ministry of Finance, the testing fee for granting driving licenses (GPLX) of all classes will increase from August 1, 2023, and at the same time, the fee for testing driving cars using simulation software will be added.
From August 1, Circular No. 37/2023/TT-BTC of the Ministry of Finance on Regulations on collection rates, collection, payment, management and use of driving test fees; fees for granting licenses and certificates to operate on various types of vehicles and fees for registration and issuance of license plates for specialized motorbikes officially takes effect.
Notably, the driving license exam fees for all classes have been adjusted to increase compared to the current level.
Specifically, in the Appendix issued with Circular 37/2023/TT-BTC, the driving license exam fees for all classes from August 1, 2023 are as follows:
For driving license test for classes A1, A2, A3, A4:
- Theoretical test: 60,000 VND/time. (currently 40,000 VND/time).
- Practical test: 70,000 VND/time. (currently 50,000 VND/time).
For driving license test (class B1, B2, C, D, E, F):
- Theoretical test: 100,000 VND/time. (currently 90,000 VND/time).
- Practical test in the picture: 350,000 VND/time. (currently 300,000 VND/time).
- Practical test on the road: 80,000 VND/time. (currently 60,000 VND/time).
- Car driving test using software simulating traffic situations: 100,000 VND/time. (this content is not available yet).

Thus, compared to the current fee collection rate stipulated in Circular No. 188/2016/TT-BTC, the new collection rate will increase by 10-50%, and at the same time, additional fees for driving test using simulation software will be added.
The above-mentioned driving license examination fee will be applied uniformly nationwide from August 1, 2023, regardless of whether it is managed by a central agency or a local agency. Those who take the examination to obtain a road motor vehicle driving license must pay the driving license examination fee for that part (calculated by examination time: first examination, re-examination).
In addition to the driving test fee, the fee for issuing driving licenses and certificates of operation on vehicles will also be adjusted from August 1, 2023. Specifically, in Section 2 of the Appendix issued with Circular 37/2023/TT-BTC, the fee for issuing new, re-issuing, and exchanging national and international driving licenses is VND 135,000/time.
