On May 10, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 400/QD-TTg on the establishment of an interdisciplinary appraisal council to appraise and adjust the Pre-Feasibility Study Report of the Sa Pa Airport Construction Investment Project, Lao Cai Province under the public-private partnership (PPP) method.

According to Decision No. 400/QD-TTg, the Chairman of the Council is the Minister of Planning and Investment; the Vice Chairman of the Council is the Deputy Minister of Planning and Investment.
Council members include leaders of the Ministries of Transport, Finance, Construction, Justice, National Defense, Public Security, leaders of the State Bank of Vietnam, and leaders of the People's Committee of Lao Cai province.
The Ministry of Planning and Investment is the standing body of the Interdisciplinary Appraisal Council.
The Council uses the seal of the Ministry of Planning and Investment to serve the Council's activities. The Council dissolves itself after completing its tasks.

The construction scale of Sa Pa Airport is expected to be divided into 2 phases. In phase 1, Sa Pa Airport will be built to meet the standards of a level 4C airport (according to the classification of the International Civil Aviation Organization - ICAO) and a level II military airport, with a capacity of 1.5 million passengers/year.
Phase 2 will be implemented after 2028, completing project items to reach a capacity of 3 million passengers/year, ensuring compliance with the planning.
The project implementation location is in Cam Con commune, Bao Yen district. The expected project implementation period is 50 years (expected construction period is 4 years; operation, exploitation and capital recovery period is 46 years).
