The Chairman of the Council is the Minister of Planning and Investment. The Deputy Minister of Planning and Investment is the Vice Chairman of the Council.

Members include leaders of the Ministries of Finance; Transport; Construction; Natural Resources and Environment; National Defense; Public Security; Agriculture and Rural Development; Culture, Sports and Tourism; Justice; Science and Technology. Leaders of the State Bank of Vietnam. Leaders of the People's Committee of Dong Nai province.

The Ministry of Planning and Investment is the standing body of the Appraisal Council.

The responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the members of the Council, and the standing body of the Council shall comply with the corresponding provisions in Articles 10, 11, 12, 13, and 14 of Decree No. 35/2021/ND-CP.

The Council's appraisal costs shall be implemented in accordance with the provisions of Clause 2, Article 16, Decree No. 35/2021/ND-CP.

The Council is allowed to use the seal and account (if necessary) of the Ministry of Planning and Investment to serve the Council's operations.

Agencies with members of the Interdisciplinary Appraisal Council must send written nominations to the Council's standing body before November 1, 2023.

* The Dau Giay - Tan Phu Expressway investment project has its starting point (Km0) intersecting with National Highway 1 at about Km1829+500, coinciding with the end point of Ho Chi Minh City - Long Thanh - Dau Giay Expressway, in Dau Giay town, Thong Nhat district, Dong Nai province; the end point (Km60+243.83), passing the intersection with National Highway 20 (at about Km69+400 - National Highway 20) about 200 m, in Phu Trung commune, Tan Phu district, Dong Nai province. The total length of the expressway is about 60.24 km, passing through the districts: Thong Nhat, Xuan Loc, Dinh Quan, Tan Phu, Dong Nai province.

In the completion phase, the Dau Giay - Tan Phu expressway is invested in a scale of 4 expressway lanes, roadbed width of 24.75 m, design speed of 100 km/h, with an emergency lane. In phase 1, the route has a scale of 4 lanes, roadbed width of 17 m, operating speed of 80 km/h, about 4 - 5 km with an emergency stop location (according to the direction of traffic).

At intersections, deep roadbeds, and emergency stops, the cross-section is designed according to the scale of the completed phase with a roadbed width of 24.75 m.

With the above construction scale, the Dau Giay - Tan Phu expressway construction investment project phase 1 has a total investment of 8,776 billion VND.
