On the morning of August 17, at the Ministry of Planning and Investment, the Provincial Planning Appraisal Council for the period 2021 - 2030, with a vision to 2050 (Appraisal Council) held a meeting to appraise the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050 (Thai Binh Provincial Planning) and the strategic environmental assessment report of the Thai Binh Provincial Planning. Comrade Nguyen Chi Dung, member of the Party Central Committee, Minister of Planning and Investment, Chairman of the Appraisal Council chaired the meeting. Attending the meeting on the side of Thai Binh province were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee and relevant departments and branches.
Comrade Nguyen Chi Dung, member of the Party Central Committee, Minister of Planning and Investment, Chairman of the Appraisal Council delivered a concluding speech at the meeting.
Reporting at the meeting, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee informed: The planning of Thai Binh province was built with the goal of striving for high standards in the spirit of determination and aspiration to rise up to be on par with other provinces in the region. To achieve the set goals, Thai Binh province identified 3 breakthroughs - 4 growth pillars - 5 foundations - 6 development perspectives and 7 groups of solutions for implementation. In particular, there are new strategic and breakthrough orientations such as: Building a specialized pharmaceutical industrial park; building seaports; developing energy (gas and electricity, wind power); developing new, high-quality service industries (entertainment services, eco-tourism, resorts, golf, etc.) and preparing conditions to implement the sea encroachment plan, expanding the socio-economic development space of the province. Thai Binh province also updated and added to the Provincial Planning some new contents and orientations to improve the quality and ensure that the Thai Binh Provincial Planning has a strategic vision, suitable for the province's immediate and long-term development requirements and in accordance with the new central directive documents and the actual situation of the locality.
At the meeting, experts and members of the Appraisal Council basically agreed with the planning content and at the same time proposed to study and supplement some contents to ensure the feasibility of the Provincial Planning such as: regional connectivity issues, sea encroachment plans, environmental protection...

Speaking at the meeting, Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, sincerely thanked the scientists, reviewers and representatives of ministries and branches, especially the Ministry of Planning and Investment, for their attention, guidance, participation in giving comments and supporting Thai Binh province in the process of developing the Provincial Planning as well as supporting and creating favorable conditions for the province to carry out socio-economic development tasks in recent years. The Provincial Party Secretary expressed that Thai Binh province will seriously and receptively receive comments; direct the provincial planning agency to promptly coordinate with consulting units and relevant agencies to promptly complete the project for submission to the Prime Minister for approval; and directly explain a number of issues raised by reviewers.
In his concluding remarks, Comrade Nguyen Chi Dung, Member of the Party Central Committee, Minister of Planning and Investment, Chairman of the Appraisal Council, highly appreciated the Thai Binh Provincial Planning, which was developed and chaired by the agency in coordination with departments, branches, districts and cities in accordance with legal regulations on planning; the planning content has demonstrated the province's aspirations for development and at the same time demonstrated the synchronous connection in development orientation, especially in terms of infrastructure, arrangement and allocation of space.

The Minister of Planning and Investment, Chairman of the Appraisal Council, requested that based on the opinions of the delegates, Thai Binh province needs to clarify the process of making the Provincial Planning, more clearly demonstrating the consensus and unity between the sectors and localities in the province on the development orientation as well as the organization of socio-economic development activities of the province; clearly emphasizing the position, role and mission of the province in the region on issues such as food security, preserving cultural values, traffic connection, social issues, tourism, economic development; closely following the new resolutions of the central government on regional development, approved sectoral planning, on that basis, promptly making appropriate adjustments.

At the conference, the members of the Appraisal Council voted unanimously to approve the Thai Binh Provincial Planning with 2/30 votes not requiring revision or supplementation, 28/30 votes requiring revision or supplementation; to approve the strategic environmental assessment report of the Thai Binh Provincial Planning with 30/30 votes requiring revision or supplementation; and to approve the draft appraisal report of the Provincial Planning with 14/30 votes not requiring revision or supplementation, 16/30 votes requiring revision or supplementation. The Appraisal Council also requested Thai Binh Province to promptly revise and supplement the planning dossier to submit to the Prime Minister.
