According to Decision No. 1617, the list of 5 projects to attract investment in the transport sector approved in 2024 includes: Sa Pa Airport Construction Project; Road connecting Sa Pa Airport to Sa Pa Town project (Lao Cai - Lai Chau expressway section from Sa Pa Airport to Sa Pa Town); Dong Pho Moi Dry Port project; Kim Thanh - Ban Vuoc Dry Port project; Sa Pa Airport Dry Port project.

For the Sa Pa Airport Construction Project (Cam Con Commune, Bao Yen District): building an airport that meets 4C standards. Phase 1 has a capacity of 1.5 million passengers/year (according to the classification of the International Civil Aviation Organization ICAO) and a level II military airport. Phase 2 completes items to reach a capacity of 3 million passengers/year. Land use area is 371 hectares; total investment is more than 6,900 billion VND. Current land use status: basically completed site clearance for phase 1 of the project with 295.2 hectares. Select investors by bidding.
Project of the road connecting Sa Pa Airport to Sa Pa town (Lao Cai - Lai Chau highway, section from Sa Pa Airport to Sa Pa town): built according to the standard of grade 80 highway QCVN 115:2024/BGTVT with a design speed of 80km/h (for particularly difficult terrain, the design speed is 60km/h); length of about 66 km. Estimated land use area is 150 ha; estimated total investment is 13,000 billion VND. Select investors by bidding.

The Dong Pho Moi Dry Port Project (Lao Cai Ward, Lao Cai City) has an investment scale of: building a system of warehouses, yards, auxiliary technical infrastructure systems, loading and unloading equipment to meet the volume of goods passing through about 65,000 TEU/year with a reasonable investment scale and exploitation technology, ensuring economic and technical efficiency, meeting the development needs of the region.
Project scale: general warehouse system; container yard system; general yard system; internal road system, vehicle assembly area; loading and unloading equipment and vehicles; architectural works and technical networks; fences, trees.
The land use area is about 5 hectares. Of which, investment is made in the construction of main infrastructure works of the dry port, such as: office, public house, general warehouse service area, container yard, customs inspection area, goods irradiation treatment area, container repair and maintenance area, petrol station, traffic road, electricity and water supply system, drainage system, fire prevention and fighting system and technical infrastructure for collection, storage and treatment of waste... Investment in the construction of other technical infrastructure, auxiliary warehouses for dry port operations. Total estimated investment is 50 billion VND. Selection of investors is done by approving the investment policy and simultaneously approving the investors.
The Kim Thanh - Ban Vuoc Dry Port Project (Lao Cai city) has an investment scale of: building a system of warehouses, yards, auxiliary technical infrastructure systems, loading and unloading equipment to meet the volume of goods passing through about 100,000 TEU/year to 150,000 TEU/year with a reasonable investment scale and exploitation technology, ensuring economic and technical efficiency, meeting the development needs of the region.

The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to announce the list of projects attracting investment on the Department of Planning and Investment's electronic information portal and mass media, and to be the focal agency to receive project registration dossiers.
Provincial departments, branches, People's Committees of districts, towns and cities coordinate with the Department of Planning and Investment in introducing and providing information on investment attraction projects when investors and businesses come to learn, research and survey investment.
