With the guidance and encouragement of the Military Command of Nho Quan district, comrade Quach Van Ly, the mobile militia squad leader of the Phu Long commune Military Command boldly borrowed capital from the Social Policy Bank and the District Bank for Agriculture and Rural Development to build an economic model combining gardens, ponds and barns. Currently, comrade Ly has expanded the livestock and fruit tree growing area including: 02 hectares of pineapple; 0.5 hectares of corn, potatoes, cassava and short-term crops; raising a herd of cows and a breeding sow, a herd of about 100 goats, over 1,000 poultry of various kinds, 02 ponds of grass carp and common carp. The average income of comrade Quach Van Ly's family is about 600 - 700 million VND/year; at the same time, creating jobs for 05 militia comrades in the squad, with a salary of 5 - 7 million VND/person/month.
In 2019, comrade Quach Van Ly was awarded a certificate of merit by the People's Committee of Nho Quan district for his achievements in production, livestock breeding and household economic development; continuously from 2020 to 2023, he was awarded a certificate of merit by the Military Command of Nho Quan district and the People's Committee of Phu Long commune for his outstanding achievements in performing local defense and military tasks and good livestock and crop breeding; in 2024, comrade Ly was honored to report on typical examples at the Emulation Congress to win the armed forces of Ninh Binh province, period 2019 - 2024.

Closely following the local characteristics, the Ninh Binh Provincial Military Command has implemented the model of "Joining hands to light up children's dreams" with the hope that children will continue to study, hoping for a brighter, better future. Every year, the Provincial Military Command directs the Military Commands of 8 districts and cities, Regiment 855 to conduct surveys, select, sign commitments with families and schools to sponsor 01 student in the area, a total of 09 children/school year; the minimum support level is 500,000 VND/child/month; the support period for each student is from 3 years or more until they complete their current level of education.
From 2020 to now, the model has supported 13 children with more than 230 million VND. Although the amount is not large, the support is an encouragement, motivation, and contribution to reducing the burden on the family, helping children overcome difficulties to continue going to school. Many children have excelled in their studies, becoming good children, good students, and excellent students at all levels. The model was selected by the Ninh Binh Provincial Association for the Promotion of Education and is being replicated.
These are just two of many examples of the spread of the "Skilled Civil Affairs" movement in the Ninh Binh Provincial Armed Forces. Most recently, to respond to storm No. 03 (Yagi), the Ninh Binh Provincial Armed Forces coordinated with local Army units, departments, branches, organizations, and local Party committees and authorities to mobilize over 1,700 officers and soldiers of the regular force and militia, 50 vehicles of all kinds to carry out storm duty, reinforce more than 2,000 m of eroded dikes and embankments, call on 208 ships, boats, 175 cage and raft owners, evacuate 120 households with 346 people to storm shelters; coordinate the supply of necessities and medical supplies to 2,604 households in areas isolated by floodwaters. During storms and floods, the image and qualities of "Uncle Ho's soldiers" always shine, truly the love, trust and hope of the people.

In particular, implementing the campaign "All people unite to build new countryside, civilized urban areas", the movement "Join hands to eliminate temporary houses, dilapidated houses nationwide", the movement "The army joins hands to build new countryside", "The army joins hands for the poor, leaving no one behind"... Ninh Binh Provincial Military has coordinated with departments, branches, unions and Party committees, local authorities, mass organizations, political and social organizations, and businesses in the area to mobilize resources to support the construction and repair of 08 "Great Unity Houses", 13 "Houses of Gratitude", 02 "Red Cross Houses" and over 4,000 working days with a total value of nearly 2 billion VND.
Having just received a "House of Gratitude" with an area of over 40 m2 supported by officers and soldiers of the Ninh Binh Provincial Military Command to build, Ms. Vu Thi Vuong (wife of a martyr fighting against the US) in Quang Thuong village, Yen Thang commune, Yen Mo district shared: "I am very touched by the attention of the local Party Committee, government and especially the soldiers who helped my family have a decent house to stabilize our lives".
According to Colonel To Van Ha, Deputy Political Commissar of the Ninh Binh Provincial Military Command, in order for the emulation movement of "Skilled Mass Mobilization" and building "Good Mass Mobilization Units" to continue to spread widely, in the coming time, the Ninh Binh Provincial Military will focus on innovating activities in a practical direction, creating strong effects, having a wide spread, attracting the participation and response of all levels, sectors, organizations, forces and all individuals in society. In particular, the focus is on effectively implementing models such as: "Supporting and repairing houses for families of young soldiers who have difficult housing conditions"; "Educating the tradition of the Vietnam People's Army; the qualities of "Uncle Ho's soldiers" for preschool, primary, secondary, high school students, vocational education centers - continuing education";...
Promoting the achieved results, upholding the tradition of "Solidarity, proactiveness, creativity, resilience, victory", continuing to improve the quality of mass mobilization work in general and the emulation movement "Skilled mass mobilization", building "Good mass mobilization units" in particular, will be an important basis for the Ninh Binh Provincial Armed Forces to consolidate the solidarity between the army and the people, build a solid people's heart position, contributing to the excellent completion of all assigned tasks./.
