(Quang Ngai Newspaper) - Implementing Decree No. 28/2022/ND-CP of the Government, the Provincial Branch of the Vietnam Bank for Social Policies (VBSP) has provided hundreds of poor households, ethnic minority households and mountainous areas in the province with access to preferential loans. Thereby, investing in production development, building houses, gradually stabilizing their lives and escaping poverty.

On April 26, 2022, the Government issued Decree No. 28/2022/ND-CP on preferential credit policies to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030, phase 1: From 2021 - 2025 (Decree 28). Over the past nearly 3 years, the implementation of Decree 28 has brought many practical meanings to the poor in ethnic minorities and mountainous areas.

Director of the Transaction Office of the Bank for Social Policies of Son Ha District, Le Thanh Tung, shared that many households in the district have borrowed preferential loans under Decree 28, invested in production development, built houses, and stabilized their lives. For example, Mr. Dinh Van Vien's household in Ta Pa village, Son Thuong commune (Son Ha). Previously, Mr. Vien was a poor household, and the local authorities promoted and guided him to apply for a policy loan of 40 million VND, from which he invested in buying seedlings to plant 3 hectares of acacia and bought 3 cows for raising. Now, the cows have given birth, he only sold one cow along with the acacia money, he has paid off the loan and has money to do business. Up to now, Mr. Vien's family life has stabilized.

Mr. Dinh Van Trea's household in Ta Pa village, Son Thuong commune also borrowed policy capital to invest in planting acacia and buy 3 cows. Thanks to the loan, his business is getting better and better. In 2024, he earned more than 100 million VND...

In 2025, the Provincial Social Policy Bank Branch will continue to mobilize capital sources to meet 100% of the loan needs of ethnic minority and poor households according to Decree 28 of the Government. It is expected that outstanding loans under Decree 28 will increase by about VND 98.16 billion.

Mr. Le Thanh Tung said that, implementing Decree 28 of the Government, the District Social Policy Bank Transaction Office has coordinated with the local government and associations to review the subjects and loan needs to guide the procedures for early disbursement to help people stabilize their lives. From 2022 to December 31, 2024, the office has disbursed a total outstanding loan balance of more than 19 billion VND, with 455 borrowing households. Of which, more than 417 households borrowed to build houses (16.6 billion VND); 38 households borrowed to change jobs (nearly 2.4 billion VND). The loan capital has now been effective, many households have risen out of poverty.

Not only Son Ha, Tra Bong, Ba To districts... also have a large outstanding loan balance under Decree 28. By December 31, 2024, Tra Bong district had a total outstanding loan balance of more than 35 billion VND, with 878 households borrowing to build houses. Ba To district had an outstanding loan balance of more than 4.9 billion VND, with 119 participating households (91 households borrowed to build houses, more than 3.6 billion VND; 28 households borrowed to change occupations, nearly 1.3 billion VND). From this source of capital, thousands of ethnic minority households have had the conditions to build houses, develop production, and escape poverty.

According to Director of the Provincial Bank for Social Policies Tran Duy Cuong, implementing Decree 28 of the Government, mountainous districts in the province have coordinated with departments, branches and local authorities to deploy this credit policy to the subjects. From 2022 to 2024, through the transaction offices of the Bank for Social Policies, mountainous districts have coordinated with local associations, unions, loan and savings groups to review subjects, exchange and share information, methods and economic models. Since then, many poor people and other policy subjects have accessed policy loans and effectively used preferential credit capital from the State. From 2022 to December 31, 2024, the whole province has disbursed more than 67.5 billion VND/1,645 borrowing households according to Decree 28, of which more than 60.9 billion VND/1,526 borrowing households have been lent for housing construction; Loans to support residential land of more than 140 million VND/3 borrowers; loans to change jobs of more than 5.9 billion VND/104 borrowers...
