Second presentation of VNR and efforts to leave no one behind in implementing SDGs

The visit, work and attendance at the United Nations High-Level Political Forum on Sustainable Development in the United States by Minister of Planning and Investment Nguyen Chi Dung from July 13-17, achieved many successes, with many outstanding activities.

Minister of Planning and Investment Nguyen Chi Dung presented the VNR Report on Vietnam's implementation of the SDGs by 2023 at the HLPF Forum, July 14.

The Vietnamese delegation attending the United Nations High-Level Political Forum on Sustainable Development (HLPF), led by Minister of Planning and Investment Nguyen Chi Dung, presented the Voluntary National Review (VNR) of Vietnam's implementation of the 2023 sustainable development goals and worked with government agencies, organizations, enterprises, investment funds, and large corporations of the United States to promote cooperation in innovation and technology; research, exchange of experiences and attract resources for building an international financial center; promote and attract investment in high-tech projects.

Vietnam first developed and presented the VNR in 2018 and in 2023, exactly 5 years later, Vietnam presented the Voluntary National Review of Sustainable Development Goals for the second time at the HLPF Forum in 2023.

The objective of this second VNR is to share progress on the implementation of sustainable development goals; important changes and progress compared to the first VNR; difficulties, challenges and important directions to promote the implementation of SDGs in the coming time.

The 2030 Agenda was adopted by the United Nations member states in September 2015, focusing on 17 Sustainable Development Goals (SDGs). The VNR is considered a mechanism to monitor and evaluate the implementation of the 2030 Agenda and the SDGs globally.

The VNR Report on Vietnam's implementation of the Sustainable Development Goals (SDGs) in 2023, presented by Minister of Planning and Investment Nguyen Chi Dung on July 14 at the HLPF, affirmed Vietnam's commitment to continue promoting its role as a responsible member, actively contributing to the common efforts of the international community.

Speaking at the VNR Presentation Session, Minister of Planning and Investment Nguyen Chi Dung emphasized that the process of building Vietnam's second VNR was carried out through 10 steps with many forms to mobilize the participation from the beginning of all relevant parties, ensuring the role and voice of all parties were reflected.

Minister Nguyen Tri Dung highlighted 6 cross-cutting solutions for Vietnam to successfully implement the SDGs goals in the remaining half of the journey, including:

(1) Putting people at the center of all decisions, policies and actions;

(2) View science, technology and innovation as the decisive lever for success in implementing SDGs;

(3) Improve the quality of human resources;

(4) Strengthening the management and effective use of resources; protecting the environment and responding to climate change, preventing, combating and mitigating natural disasters;

(5) Mobilize and effectively use financial resources to implement SDGs goals;

(6) Continue to improve data availability to support monitoring and evaluation of SDG implementation.

According to Minister Nguyen Chi Dung, in the past 5 years, the entire political system and society have made efforts to implement the SDGs with the core motto "no one is left behind" and have achieved certain achievements in implementing the SDGs, especially SDG 1, SDG 6, SDG 9, SDG 10, SDG 16 and SDG 17.

Vietnam's presentation received the attention and participation of many countries, international organizations, and non-governmental organizations. The delegates welcomed and highly appreciated Vietnam's careful preparation in both content and format of the second VNR presentation and asked Vietnam to share its experiences on issues related to energy transition, the role of social organizations, policy changes, data use for VNR, and efforts to leave no one behind in implementing SDGs in Vietnam.

Minister Nguyen Chi Dung answered questions on behalf of the delegation and affirmed that Vietnam is committed to continuing to promote its role as a responsible member of the international community, actively contributing to common efforts so that no individual or country is left behind in this process.

During his attendance at the HLPF, Minister Nguyen Chi Dung - Head of the working delegation had working sessions with government agencies, organizations, enterprises, investment funds, and large corporations of the United States on: (i) promoting cooperation in innovation and technology; (ii) researching, exchanging experiences and attracting resources for building an international financial center; (iii) promoting and attracting investment in high-tech projects. Also attending the working sessions of the Minister were Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the United States Nguyen Quoc Dung and Ambassador, Head of the Permanent Mission of Vietnam to the United Nations Dang Hoang Giang.

Accordingly, the Minister had working sessions with the New York State Department of Financial Services (DFS); New York Stock Exchange (NYSE); Moody's Credit Rating Organization; Financial Services Volunteer Corporation (FSVC); SpaceX Corporation (space technology); Medtronic Corporation (High-tech medical technology); Brooklyn Navy Yard Center (Center for Innovation and Modern Manufacturing); KKR Investment Fund.

Minister of Planning and Investment Nguyen Chi Dung and Mr. Patrick Santillo, Vice President/CEO of the Business Council for International Relations (BCIU) also chaired a roundtable discussion on the orientation and opportunities for Vietnam-US investment cooperation with a number of large enterprises and investors including: AES, Citigroup, Davidson Kempner Capital Management, Mitsubishi Corporation Americas, TIAA, S&P Global. Minister Nguyen Chi Dung had a meeting and worked with Professor Joseph Stiglitz (Nobel Prize in Economics 2001) and a meeting with the Vietnam Innovation Network in the United States.

Speaking at meetings, working sessions, and business seminars, Minister Nguyen Chi Dung affirmed that the relationship between Vietnam and the United States is in a very good period. This is an important foundation to promote economic, investment, and trade cooperation, bringing benefits to both sides.

The Minister hopes that in the coming time, Vietnam will attract projects from US investors with higher quality, high added value, and connect and enhance the capacity of Vietnamese enterprises to participate in the global value chain.

The Ministry of Planning and Investment, together with other Vietnamese ministries and sectors, will accompany, support, and remove difficulties and obstacles for US enterprises and continue to implement synchronous solutions to further improve the investment environment so that enterprises can operate and produce effectively and successfully in Vietnam.

Minister Nguyen Chi Dung worked with the leaders of the New York State Department of Financial Services (DFS). DFS believes that Vietnam needs a financial system with a transparent management and operation mechanism, clear legal framework, coordination with the central bank and financial management agencies between countries.
