On April 23 and 24, the Central Inspection Commission held its 40th meeting under the chairmanship of comrade Tran Cam Tu, Politburo member, Party Central Committee Secretary, and Chairman of the Central Inspection Commission.
At this meeting, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
Considering the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Standing Committee of Vinh Phuc Provincial Party Committee, the Central Inspection Commission found that:
The Standing Committee of Vinh Phuc Provincial Party Committee violated the principles of democratic centralism and working regulations; violated the principles of self-criticism, criticism, solidarity and unity within the Party and in personnel work; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in implementing a number of investment projects, including projects implemented by the International Progress Joint Stock Company (AIC), FLC Group Joint Stock Company, and Phuc Son Group Joint Stock Company; a number of cadres and Party members degraded in political ideology, ethics, lifestyle, negativity, bribery, dishonest declaration of personal assets, violated the Law on Anti-Corruption, violated regulations on what Party members are not allowed to do and the responsibility to set an example.
The above violations have caused very serious consequences, damage and risk of damage, and huge waste of State money and assets; caused public outrage, negatively affected the reputation of the Party organization and local government, to the point that disciplinary action must be considered.
Responsibility for the above violations belongs to the Standing Committee of the Vinh Phuc Provincial Party Committee for the terms 2015 - 2020, 2020 - 2025; the Party Delegation of the Provincial People's Council, the Party Committee of the Vinh Phuc Provincial People's Committee for the terms 2016 - 2021, 2021 - 2026 and the following comrades: Hoang Thi Thuy Lan, former member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Le Duy Thanh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee, Pham Hoang Anh, former Standing Deputy Secretary of the Provincial Party Committee (expelled from the Party and criminally prosecuted) and the following comrades: Tran Van Vinh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Provincial People's Council; Nguyen Van Tri, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Nguyen Trung Hai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Nguyen Ba Huy, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee; Dinh Ngoc Khoa, Party Secretary, Principal of the People's Public Security University of Technology and Logistics, Ministry of Public Security, former Member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Public Security Department; Vu Chi Giang, Member of the Provincial Party Committee, Member of the Party Personnel Committee, Vice Chairman of the Provincial People's Committee; Nguyen Kim Khai, former Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Phan The Huy, Member of the Provincial Party Committee, Party Secretary, Chief of the Provincial People's Committee Office; Le Van Kien, Member of the Provincial Party Committee, Party Secretary, Director of the Department of Transport; Khong Son Truong, former Member of the Provincial Party Committee, Party Secretary, Director of the Department of Labor, War Invalids and Social Affairs; Nguyen Kim Tuan, Member of the Provincial Party Committee, Party Secretary, Director of the Department of Natural Resources and Environment; Nguyen Thanh Tung, Member of the Provincial Party Committee, Party Secretary, Director of the Department of Finance; Nguyen Duc Tai, Party Secretary, Director of the Department of Construction; Do Huu Vinh, Deputy Secretary of the Party Committee, Director of the Department of Information and Communications; former Party Committee Secretaries and Directors of the Department of Information and Communications: Tran Gia Long and Nguyen Ba Hien; Nguyen Van Do, Provincial Party Committee Member, Party Committee Secretary and Director of the Department of Planning and Investment; Do Dinh Viet, former Provincial Party Committee Member, Party Committee Secretary and Director of the Department of Planning and Investment; former Party Committee Secretaries and Heads of the Provincial Industrial Park Management Board: Bui Minh Hong, Nguyen Cong Loc and Nguyen Xuan Phuong; Nguyen Van Bac, former Provincial Party Committee Member and Director of the Department of Justice; Le Van Phuc, Party Committee Secretary and Director of the Tax Department of Vinh Phuc Province.
Related to the above violations are also the responsibilities of a number of other party organizations and party members.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides to take disciplinary action:
Warning to the Party Delegation of the People's Council of Vinh Phuc province for the 2021 - 2026 term; the Party Executive Committee of the People's Committee of Vinh Phuc province for the 2016 - 2021, 2021 - 2026 terms and comrades: Nguyen Van Tri, Nguyen Ba Huy, Dinh Ngoc Khoa, Vu Chi Giang, Nguyen Kim Khai, Le Van Kien, Khong Son Truong, Nguyen Kim Tuan, Nguyen Thanh Tung, Nguyen Duc Tai, Do Huu Vinh, Tran Gia Long, Nguyen Ba Hien, Nguyen Van Do, Do Dinh Viet, Bui Minh Hong, Nguyen Cong Loc, Nguyen Xuan Phuong, Nguyen Van Bac.
Reprimand the Party Delegation of the People's Council of Vinh Phuc province for the 2016 - 2021 term; the Standing Committee of the Party Committee of the Vinh Phuc Provincial Police for the 2015 - 2020, 2020 - 2025 terms and comrades: Tran Van Vinh, Nguyen Trung Hai, Phan The Huy, Le Van Phuc.
The Central Inspection Commission proposed that the Politburo consider and discipline the Standing Committee of Vinh Phuc Provincial Party Committee for the terms 2015 - 2020 and 2020 - 2025.
The Central Inspection Commission requested the Standing Committee of the Vinh Phuc Provincial Party Committee to decide to discipline 17 party organizations and 17 party members according to the conclusion of the Central Inspection Commission. The Central Inspection Commission continues to consider and discipline other related party organizations and party members.
Considering the report proposing disciplinary action against a number of party members who violated the Party regulations in the Party Committees of An Giang and Soc Trang provinces, the Central Inspection Commission found that:
Comrades: Vuong Binh Thanh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of An Giang province; Tran Van Chuyen, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Soc Trang province violated Party regulations and State laws in performing assigned duties and tasks; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused serious consequences, bad public opinion, reduced the prestige of the Party organization and local government, to the extent that disciplinary action must be considered.
Based on Party regulations, the Central Inspection Committee decided to take disciplinary action: warning comrade Vuong Binh Thanh; reprimanding comrade Tran Van Chuyen.
Considering the results of the supervision of the Standing Committee of the Provincial Party Committee and the Standing Committees of the Thai Binh and Bac Lieu Provincial Party Committees, the Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Standing Committees of the Thai Binh and Bac Lieu Provincial Party Committees to seriously review, learn from experience, promptly overcome violations, shortcomings, and limitations in leadership, direction, development and organization of the implementation of the Working Regulations; personnel work and land management and use in investment projects; declaration of assets and income. The Central Inspection Commission requested the Standing Committee of the Bac Lieu Provincial Party Committee to direct the inspection when there are signs of violations against the Party Committee of the Department of Natural Resources and Environment, and report the results to the Central Inspection Commission.
Also at this session, the Central Inspection Committee reviewed and concluded a number of other important contents.
