Previously, the People's Committee of Quang Ngai province reported to the Prime Minister on the results of the implementation of assigned tasks related to the North-South expressway construction project in the East, phase 2021 - 2025, the section passing through Quang Ngai province.
According to the Report of the People's Committee of Quang Ngai province, the biggest difficulty and obstacle in exploiting minerals for common construction materials is the conversion of land use purposes and forest use purposes that most localities have encountered and are encountering in the process of implementing the North-South Expressway construction project. The reason is that the implementation of these procedures prolongs the implementation time, affecting the overall progress of the project.
Therefore, the People's Committee of Quang Ngai province proposed that the Prime Minister consider and direct the Ministries and branches to guide the settlement.
Considering the proposal of the People's Committee of Quang Ngai province, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Agriculture and Rural Development and relevant ministries and agencies to study the recommendations of the People's Committee of Quang Ngai province, guide relevant localities in implementing the work of changing land use purposes and forest use purposes; amend according to authority or report to competent authorities for consideration and amendment of regulations, promptly remove obstacles and shortcomings; to be completed in October 2023.
Regarding the exploitation of minerals for common construction materials, Mr. Nguyen Truong Giang, Director of the Vietnam Minerals Department, said that the Vietnam Minerals Department has proposed in the draft Law on Geology and Minerals a separate provision on minerals for common construction materials; including all types of filling materials (hill soil, filling soil, mine rock and soil).
“With the above proposal, the National Assembly will assign the Government to regulate the exploitation and use of the above minerals in a decentralized manner, simplifying administrative procedures to the maximum, suitable to the type of mineral and meeting practical needs,” Mr. Giang emphasized.
Also according to Mr. Giang, while waiting for the Law on Geology and Minerals to be passed, to remove difficulties and obstacles for minerals used as common construction materials, the Decree amending and supplementing a number of articles of the Decrees detailing the Law on Minerals has added regulations on the exploitation and use of accompanying minerals.
The State management agency for minerals also proposed that localities and transportation projects use waste rock and soil during mineral exploitation and mineral exploitation as common construction materials for important national projects and works.
