Checking the parent fund revenue and expenditure of 40 schools

Ho Chi Minh City District 12 inspected the operating budget of the parent-teacher association and the use of funding at 40 public schools, from kindergarten to junior high school.

The plan was issued by the Department of Education and Training of District 12 last weekend, the testing period is from January to July 2024 (See list).

Mr. Khuu Manh Hung, Head of the District Education and Training Department, said that he will mainly inspect the compliance with regulations on mobilizing, receiving, managing, and using sponsorship and operating expenses of the parent-teacher association (parent fund) for the last two school years.

According to Mr. Hung, this helps to assess the advantages and difficulties as well as promptly detect limitations and violations in the above activities.

This plan of District 12 is part of the year-end revenue and expenditure inspection program of the Ho Chi Minh City Department of Education and Training.

Previously, the city recorded many complaints related to the fundraising and collection and expenditure of the parents' association fund. The most prominent was at Hong Ha Primary School, Binh Thanh District, when the parents' fund for grades 1/2 spent nearly 260 million VND in less than a month to replace the floor, install air conditioners, paint tables and chairs... The school later had to return 250 million VND to parents because the authorities determined that "the fundraising and collection process was not in accordance with regulations".

According to the Department's request, the Departments of Education and Training must advise the People's Committees of districts and towns to direct the supervision and inspection of revenue and expenditure, and rectify the situation of overcharging in schools if any. If violations occur, the school principal will be strictly handled.

Currently, fundraising is carried out according to Circular 16 of the Ministry of Education and Training. This Circular allows schools to call for sponsorship but must have a plan, be approved by superiors and be voluntary, not equal.

Regarding the parent fund, Circular 55 strictly prohibits the use of this fund to pay for school cleaning, reward managers, teachers, and staff; purchase machinery, equipment, and teaching aids for the school; repair or upgrade, and build new school facilities, etc. The plan to use the fund must be agreed upon by the principal and the head of the parents' committee, and must only be used for the direct activities of the committee.
