According to the representative of the Department of Education and Training, these documents were issued at the beginning of the school year. At the same time, schools must develop budgets according to the professional guidance of the industry.

Accordingly, all revenues must be fully and publicly announced in writing to parents, students and pupils by the units.

The Department of Education and Training has requested schools to pay attention to some contents regarding the operating budget of the Parents' Representative Board, especially not to use it for the following purposes: protecting school facilities, ensuring school security, supervising students' vehicles; cleaning classrooms and schools; rewarding school administrators, teachers and staff; purchasing machinery, equipment and teaching aids for schools, classes or for school administrators, teachers and staff; supporting management work, organizing teaching and learning and educational activities; repairing, upgrading and constructing new school facilities.

On the other hand, the Department of Education and Training also requires school principals to agree with the head of the Parents' Association to decide on the plan for using the association's funds, and only use them after reaching an agreement (excluding sponsorship funds). Schools must not allow unreasonable or illegal sources of income to arise.

In addition, the Department of Education and Training also requested the Departments of Education and Training to advise the People's Committees of districts, towns and cities to review the responsibilities of individuals who have not performed their role in school management well, have not properly implemented the process of mobilizing sponsorship, collecting and spending funds for the activities of the Parents' Representative Board, leading to incidents that have caused public outrage.

“The school's finance department collects money, issues receipts and invoices to each student; does not assign teachers to directly collect and spend; fully implements financial management regimes; all revenues must ensure non-cash payments” - a representative of the Department of Education and Training informed.

According to the Department of Education and Training, based on the official dispatches guiding the revenue and expenditure at the beginning of the school year and the activities of the Parents' Representative Committee, the Departments of Education and Training advise the People's Committees of districts to direct relevant departments to coordinate in inspecting, supervising, and establishing inspection teams on the revenue and expenditure situation at the beginning of the school year at affiliated educational institutions according to decentralization, promptly correcting the situation of over-collection or collection of illegal fees.

In case educational institutions violate revenue and expenditure regulations, the Department of Education and Training recommends strict handling.

"We will establish an inspection team to inspect revenue and expenditure activities at the beginning of the school year, including the collection of funds for the Parents' Association and fundraising at schools," said a representative of the Department of Education and Training.
