Collect 1 million VND per person

Parents of class 2/9 reported to VietNamNet newspaper about the unreasonable collection and disbursement of the parent fund of this class. Class 2/9 has 41 students, collecting 1 million VND per student.

In a message sent to the class group, the head of the parents' representative committee said: "The representative committee has completed the coordination with the school. Now we can contribute and sponsor the children's operating expenses according to Article 10, Circular 55. The representative committee calls on parents to join hands to contribute, join hands and unite for the children."

However, this person was also the one who “leveled” the contribution when he texted: “According to the agreement of all parents in the meeting on October 2, we will contribute an estimated 1 million/year. It can be paid once or divided into 2 times”. The parent meeting held on October 2 of the class had only 23 parents attending, 18 were absent.

Parents Fund

Attached to the parents' feedback is a budget of 47 million VND, which the parent-teacher association sent to the class group. In it, there are many items planned to give envelopes to teachers on holidays and Tet. Specifically, the budget for October 20, November 20, New Year's Day, Lunar New Year, March 8, and year-end summaries for homeroom teachers and nannies, each time the envelope is 1 million VND/person with flowers or cakes. This amount accounts for 1/3 of the parents' fund.

The expenses for student activities are quite modest, such as 3.8 million VND for items such as printing paper, ink, air conditioners, and repairs. The remaining amount is for student activities on November 20, Christmas, end-of-term parties, year-end parties, and year-end learning gifts. There is also a budget of 7.5 million VND for purchasing books, classroom decorations, and English for students.

The homeroom teacher of class 2/9, Ms. B., was also reported by parents for organizing extra tutoring for a group of students after school hours right in the classroom. She also instructed the parent representative committee to create a Facebook group to post pictures of students on social networks without the permission of many parents, affecting their privacy.

The principal's decisive decision

VietNamNet reporters went to Vo Thi Sau Primary School, District 7 to learn about the incident and talked with the principal, Ms. B., the homeroom teacher of class 2/9, and the class's parent representatives.

Mr. Phan Thanh Phong, the school principal, said that as soon as he received the feedback, he convened a meeting between the school leaders, the homeroom teacher of class 2/9 and the class's Parents' Representative Committee.

At the meeting, the head of the parents' representative committee of grade 2/9 admitted that the plan was to collect 1 million VND from each parent, but the estimated expenditure had many contents that were not in accordance with Circular 55, including expenses for teachers, nannies and classroom repairs.

“What happened is very regrettable, I have asked the Board of Representatives to return the collected money to the parents. We agreed not to call for contributions from the parent representative board. In the first parent meeting of the year, I also informed all teachers and parents that the school does not collect any funds from parents,” said Mr. Phong.

The representative board of parents of class 2/9 students apologized to the school and the homeroom teacher for the incident. “We ourselves know and understand the regulations of Circular 55 very well, but in the process of exchanging information in the class group, the use of words was not clear. We affirm that the school did not call for donations and is very strict in the matter of establishing a class fund. We will return the money to the parents,” said Mr. L., a member.

He also said that on October 16, more than 30 parents paid a total of 20 million VND.

Regarding the creation of a class Facebook group, the Parents' Representative Board explained that this Facebook page will be used to preserve memories for the children and will be in censorship mode. This Facebook page is not related to the homeroom teacher and can only be viewed by the parents of the class. After the parents' feedback, the admin will close this page.

Ms. B. - the homeroom teacher of class 2/9 said that she used to teach extra classes at home but has been off since October 10. She does not teach at school as parents have reported. Mr. Phan Thanh Phong requested that the relevant parties learn from their experiences and consider carefully before doing anything. As the principal, he himself is also responsible and will be more strict in his work.
