Encourage the nomination of talented people to government agencies

The Prime Minister encourages agencies to discover, introduce, and nominate talented people to work in state agencies in the spirit of openness, transparency, and democracy.

The National Strategy on Attracting and Employing Talents to 2030, with a Vision to 2050, was approved by the Prime Minister on July 31. The Vietnam Fatherland Front, political, social and professional organizations are encouraged to discover and recommend talents. Ministries, sectors and localities coordinate with educational institutions to discover young talents among students.

The strategic goal is to find people with moral qualities, standard lifestyles and aspirations to contribute and serve the country. Talented people are those with outstanding qualifications and creative abilities; have special works, products, achievements and contributions to make progress for the field, locality and country.

The search and recommendation of talents focuses on four groups, the first being students with good academic performance, graduating with honors, with outstanding talents. The second group is people with degrees, master's degrees, doctorates, professors, associate professors whose research works are recognized and applied effectively.

Group three are cadres, civil servants, public employees, and workers working in state agencies or socio-political organizations with outstanding abilities, always completing their tasks well or excellently. Group four are people with outstanding abilities and practical experience, working at home and abroad.

Priority areas for attracting talent are science and technology, education and training, culture, social sciences, healthcare, information and communication, and digital transformation.

By mid-2024, agencies nationwide must issue plans to attract and utilize talent. The goal is for talents entering state agencies to account for 10% of the total number of new recruits by 2025; by 2030, this figure will increase to 20%. Nationwide, all talents will strive to stay in state agencies after 5 years.

The Prime Minister has proposed many solutions to nurture talent, such as developing some universities into leading universities in the region, with experienced and highly prestigious lecturers at home and abroad. Professors and leading experts of Vietnamese origin are invited to return to the country to work and teach. Students are given opportunities to study and research.

The project to attract talents was piloted by Ho Chi Minh City from 2014 to 2018 with a maximum salary of 150 million VND/month, recruiting 19 experts to work. However, in the official phase from 2019, the income level decreased to 13-15 million VND and 14 people left. From 2019 to now, Ho Chi Minh City has not recruited new talents, although there are 20 positions in need.

In March, the Politburo asked agencies to research preferential policies to discover, attract, and promote talents to work in state agencies.
